Sands China joins forces with volunteers to deliver 30,000 hygiene kits for ‘Clean the World’

Macau gaming operator Sands China joined forces with 330 team members and volunteers from the University of Saint Joseph, Sustaincia, Oxfam in Macau, and the Youth Volunteers Association of Macao to assemble 30,000 hygiene kits for Clean the World at The Venetian Macao’s Cotai Expo.

The initiative marks the 12th consecutive year that Sands China has partnered with local social service organisations to support the Clean the World campaign.

A total of 26,000 emergency response hygiene kits will be delivered to the Philippines, while 4,000 will be distributed to 11 Macao NGOs and three charitable and educational institutions in Hong Kong. The kits provide essential hygiene supplies to families in need and promote the concept of resource recycling to younger generations.

After hotel guests check out, Sands China collects used soap for Clean the World to recycle. Through a remanufacturing process, soap is sanitised and repurposed, extending the life of hotel supplies that would otherwise be discarded as unnecessary waste. Besides soap, each kit contains shampoo, conditioner, bath gel, toothbrush, toothpaste, and a card with an encouraging message from Sands China and Clean the World in a reusable non-woven bag.

Macau GGR to grow 6% in 2026 on concerts, suites and premium demand: Citigroup

Macau’s gross gaming revenue (GGR) is expected to rise 6 percent year-on-year to MOP263.5 billion ($33.3 billion) in 2026, supported by an expanded concert calendar, increased hotel suite supply, and continued strength in premium-player spending, according to a new outlook from Citigroup

The bank also projects industry-wide EBITDA to climb 10 percent, with margins holding at around 29 percent.

In its latest report on Macau gaming, Citigroup said the city remains the top leisure destination for affluent Mainland Chinese visitors seeking a ‘total experience,’ a trend reinforced by rising demand for entertainment-led tourism. Analysts George Choi and Timothy Chau identified Sands China and Wynn Macau as the operators best positioned to capture market-share gains in 2026.

Citigroup expects visitation and premium players’ per-capita spending to continue rising, driven by easier access to suites and the growing popularity of live entertainment. Concert-related travel and hotel-casino integration are projected to lift non-gaming revenue while supporting higher gaming yield, particularly in mass and premium-mass segments.

Minor GGR softness expected during the FIFA World Cup period

Despite the positive full-year outlook, the report forecasts temporary softness during the 2026 FIFA World Cup in June and July. Historical patterns suggest that major football tournaments divert betting interest away from Macau. 

With 88 matches scheduled for the group stage—more than double the UEFA Euro 2024 total—Citigroup estimates Macau may generate only MOP19 billion ($2.37 billion) in GGR during June, a 10 percent year-on-year decline, and MOP21 billion ($2.62 billion) in July, a 5 percent drop.

The bank expects GGR growth to normalise once the tournament concludes.

Citigroup also forecasts notable market-share rotation within Cotai. Sands China and Galaxy Entertainment are expected to maintain leading GGR and EBITDA positions in 2026, supported by their ability to host large-scale entertainment events. The Londoner Arena, Venetian Arena, and other venues are considered structural advantages as concerts grow increasingly integral to demand generation.

The analysts also anticipate competitive adjustments as new supply enters the market. Wynn Palace is expected to benefit from the opening of Chairman’s Club in the first quarter of 2026, while MGM China will expand its suite inventory in the second half of 2026 with 60 new suites. Melco Resorts’ City of Dreams will add the Countdown Hotel renovation (scheduled for the third quarter of 2026), intensifying premium-segment competition.

India’s Supreme Court defers Online Gaming Law challenge to January

India’s Supreme Court on Thursday indicated that the constitutional challenge to the Promotion and Regulation of Online Gaming Act (PROGA), 2025, will be referred to a three-judge Bench and heard only on January 21st, 2026, delaying industry hopes for urgent relief.

According to local media outlet Storyboard 18, the court said the matter involves questions on Parliament’s legislative competence, warranting consideration by a larger Bench.

A Bench led by Chief Justice Suryakant, sitting with Justice Joymalya Bagchi, heard an early-listing plea from Head Digital Works (HDW), operator of A23. The company warned that the sector is undergoing a severe shutdown, even though PROGA has not yet been formally notified. Senior advocates Aryama Sundaram and Arvind Datar told the court that the case had unexpectedly disappeared from the docket of the Bench previously hearing related state-level gaming appeals. They stressed that the petition challenges the constitutionality of the central law itself.

The Chief Justice noted that cases concerning the “vires of a statute” are generally placed before a three-judge Bench. He said the entire batch of PROGA-related matters — including HDW’s plea — would “likely” be listed in January once the Bench is constituted. When counsel pressed for an earlier hearing due to the industry’s collapse, the Chief Justice responded: “Everything is shut down… We are listing in January. That is what I am promising.”

The dispute is closely connected to the already-argued Gameskraft batch, in which a separate Bench has reserved judgment on whether states have the constitutional authority to regulate or prohibit online gaming. The PROGA challenges raise the corresponding question of whether Parliament can enact a nationwide ban. Petitioners argued that the two issues are intertwined and that a finding on one will inevitably affect the other.

HDW submitted that, since PROGA’s publication on August 22, banks, payment gateways and intermediaries have withdrawn services, effectively paralysing operations. The company said it has had no revenue for nearly three months while continuing to bear monthly operating expenses of more than Rs100 million ($1.2 million). Its workforce has shrunk from 606 to 178, and foreign investor Clairvest has written off its Rs7.6-billion ($91 million) investment. The industry employs an estimated 200,000 people nationwide.

The Union government, in its affidavit, defended PROGA as a necessary regulatory measure to address risks posed by unregulated online money-gaming, including concerns over financial integrity, opaque algorithms, and vulnerable users. It maintained that Parliament has full legislative authority over the sector.

With the Supreme Court signalling a January hearing before a larger Bench, the future of India’s roughly Rs230-billion ($2.75 billion) online skill-gaming industry will hinge on a constitutional ruling early next year. Until then, the sector remains in a state of uncertainty.

Macau Cotai jewellery shop probed over $24M illegal money exchanges

A Macau jewellery shop located inside a Cotai casino hotel is under police investigation for allegedly conducting illegal money exchange involving HK$190 million ($24.3 million).

Judiciary Police launched an operation on Tuesday morning, arresting two local employees and escorting two mainland gamblers as witnesses. Investigators believe the shop has been providing illicit money-changing services to gamblers since July, generating unlawful proceeds estimated at HK$5.8 million ($742,000). Police are currently searching for the shop owner.

The arrested employees, aged 30 and 29, were salesmen receiving fixed monthly salaries. Police said they assisted gamblers in exchanging money before the gamblers proceeded directly to the casino floor. The two mainland witnesses, both middle-aged, had visited the shop shortly before the raid.

Authorities began investigating after receiving intelligence in mid-November alleging that the jewellery shop at a Cotai integrated resort was operating an underground exchange service. Surveillance confirmed that gamblers were converting funds at the shop before entering the casino. At around 11 a.m. on Tuesday, officers moved in, detaining the two employees and intercepting the two gamblers both inside the store and in the casino’s gaming area.

According to police, the gamblers exchanged RMB1,000 for HK$1,000 ($128) or RMB19,000 for HK$20,000 ($2,560) via QR-code transfers arranged by the shop. Investigators believe the outlet, which opened last August, may have started providing illegal exchanges as early as July this year or earlier.

During the operation, officers seized HK$840,950 ($107,600) and RMB9,600 ($1,300) in suspected exchange funds, along with two mobile phones and a cash-counting machine. Additional phones were also confiscated from the two arrested employees.

Since October 2024, Macau has criminalised money exchange for gambling purposes, with offenders facing imprisonment of up to five years.
