PAGCOR supports QMMC’s neonatal care unit upgrade with a PHP6.75M grant

The Quirino Memorial Medical Center (QMMC) is set to strengthen its neonatal services after a Php6.75-million donation from the Philippine Amusement and Gaming Corporation (PAGCOR) for the procurement of five state-of-the-art neonatal incubators.

The donation, formally turned over on Monday, June 23, was facilitated through the efforts of Quezon City 3rd District Representative Franz Pumaren, who sought PAGCOR’s help to address the hospital’s urgent need for modern medical equipment for newborn care.

QMMC, a government-run tertiary hospital popularly known as “Labor Hospital”, serves thousands of mothers and infants annually, many of whom come from underserved communities.

PAGCOR Vice President for the Corporate Social Responsibility Group Ramon Stephen Villaflor led the turnover ceremony at the hospital boardroom where he handed over the check donation to QMMC head Dr. Evelyn Reside. 

Mr. Villaflor underscored PAGCOR’s commitment to improving public healthcare facilities in the country during the ceremony.

“PAGCOR recognizes the vital role that institutions like QMMC play in safeguarding the lives of mothers and newborns. Through this donation, we aim to help ensure access to safer and more efficient medical care, especially among the poor,” he said.

Dr. Reside thanked PAGCOR for the timely intervention, emphasizing the growing demand for neonatal equipment in their facility.

“With the increasing number of childbirths we handle daily, having additional and updated neonatal incubators will make a significant difference in ensuring the survival and well-being of our premature and at-risk infants…The additional incubators will have a profound impact on the survival and care of premature and at-risk infants under our watch,” she said.

Congressman Pumaren, for his part, said the donation would help QMMC deliver services that are on par with those of private hospitals: “This will allow the hospital to expand its capabilities and better serve our constituents, particularly newborns needing specialized care.”

Macau’s June gaming revenue poised for first double-digit growth in months: JP Morgan 

Macau’s gaming industry is set to achieve its first double-digit growth in recent months, with gross gaming revenue (GGR) likely to exceed MOP19.5 billion ($2.43 billion) in June, according to an investment memo from JP Morgan.

The forecast is encouraging, as the latest official GGR projections had expected Macau to record only a year-on-year growth of 0.5 percent.

The investment bank reported that gaming revenue for the first 22 days of June reached MOP14.8 billion ($1.85 billion), averaging over MOP670 million ($83.6 million) per day. This performance indicates that if the final seven days of the month maintain an average daily revenue of MOP685 million ($85.5 million)—similar to May’s MOP684 million ($85.4 million) daily average—June would effectively break its traditional seasonal downturn.

Analysts believe the data received a boost from Jacky Cheung’s concert series. JP Morgan expressed encouragement about the recent demand that exceeded both seasonal expectations and forecasts, which aligns with a previous market assessment by Citigroup.

JP Morgan also noted this represents a positive turning point after more than a year of disappointing trends in Macau’s gaming sector.

Compared to pre-pandemic levels, the projected revenue indicates a recovery rate of 82 percent, up from 76 percent in the first quarter of this year. The mass market and slot machine segments have achieved approximately 120 percent recovery rates, while the VIP room segment has reached 25 to 30 percent recovery. Both segments represent some of the highest recovery levels since the post-pandemic economic restart.

The data suggests that 2Q25 gaming revenue will achieve year-over-year growth of 5 to 6 percent and quarter-over-quarter growth of 2 to 4 percent.

This performance marks an improvement for Macau’s gaming industry, which has been working to adapt following changing consumption patterns in the post-COVID era.

Thai PM could face no-confidence motion as political crisis deepens

Thailand’s political tensions deepened as the Bhumjaithai Party, which recently exited the ruling coalition, announced plans to file a no-confidence motion against Prime Minister Paetongtarn Shinawatra and her cabinet.

The motion, expected when parliament reconvenes on July 3rd, would mark the 38-year-old leader’s first parliamentary test amid mounting criticism over her handling of a border dispute with Cambodia, Reuters reported.

The controversy stems from a leaked phone call in which Paetongtarn appeared to defer to former Cambodian Prime Minister Hun Sen and criticized a Thai army commander—an act seen as politically damaging in a country where the military holds significant influence.

The crisis could bring down one of Shinawatra’s administration’s most ambitious economic initiatives: the passage of a bill to legalize entertainment complexes with casinos.

Bhumjaithai, citing threats to Thai sovereignty, withdrew its support and is now rallying other opposition parties to back the motion. With 69 seats, it needs at least 30 more lawmakers to proceed.

Paetongtarn is also under legal scrutiny, facing petitions to the Constitutional Court and the national anti-corruption body, which could potentially lead to her removal. Meanwhile, anti-government groups are organizing street protests demanding her resignation.

Despite the pressure, Paetongtarn maintains that her coalition remains intact. She has announced a cabinet reshuffle and approved $3.5 billion in infrastructure spending to stimulate the economy. Pheu Thai party officials insist they still command a parliamentary majority and are unfazed by the opposition’s move.

Sri Lanka clears casino machine imports, cites tax potential

The Committee on Public Finance (CoPF) of Sri Lanka has approved the importation of casino machines, with officials citing the move as a revenue-generating measure for the government through tax collection.

The decision comes as Sri Lanka seeks to boost economic recovery following recent financial difficulties.

According to the local media outlet Daily Mirror, CoPF member Ravi Karunanayake said the government sought approval after examining the revenue potential. He emphasized that the committee focused solely on financial assessment rather than evaluating potential harmful effects of gambling, stating that their approval was based on casinos’ ability to help the government earn revenue.

The approval lifts import restrictions that were previously imposed during the country’s economic crisis. The imported equipment will be designated for currently registered tourism promotion institutions and tourist facilities.

In a separate report, CoPF Chairman Harsha de Silva announced that a special monitoring mechanism would be established to oversee the importation process. He explained that the government requested removal of import restrictions imposed during the crisis. Recognizing that casino equipment was included in that list, he directed the creation of monitoring procedures for every imported casino machine.

The casino industry in Sri Lanka operates under multiple regulatory frameworks, including the Betting and Gaming Levy Act No. 40 of 1988 and the Casino Business Regulation Act No. 17 of 2010. However, implementation of relevant regulations remains incomplete.

Building on this existing framework, the government introduced the “Gambling Regulatory Authority Act” earlier this year to establish comprehensive oversight of all gambling activities, including physical and online casinos. The legislation aims to implement Anti-Money Laundering (AML) and Know Your Customer (KYC) provisions while promoting responsible gambling practices.

Despite the regulatory framework, Silva expressed concerns about operational oversight, warning that the government may legislate junket operations—high-stakes gambling tours typically organized for wealthy players—without adequate monitoring regulations. He also highlighted issues with online casinos operating without regulation or taxation, citing Singapore’s dual-law approach as a model for effective casino regulation.

Brightstar’s Michelle Carney inducted into the 2025 Lottery Hall of Fame

Brightstar Lottery (formerly International Game Technology, or IGT) has announced that Michelle Carney, its Vice President of Global Lottery Marketing, will be inducted into the Lottery Industry Hall of Fame as a member of the Class of 2025.

The induction ceremony will take place this September at an industry event in Ontario, Canada hosted by the Public Gaming Research Institute (PGRI) in conjunction with the North American Association of State and Provincial Lotteries (NASPL).

A recent industry highlight was Carney’s leadership of the development and implementation plan to deliver a $5 Mega Millions game in April 2025, on behalf of the Mega Millions Consortium. She developed an inclusive technical, operational and retail execution strategy that provided the framework for a successful project delivery of all key milestones across 11 subcommittees comprised of lottery and vendor employees.

Her comprehensive oversight and leadership ensured that 47 U.S. lotteries and all vendor partners experienced a successful game launch. In earlier years, Michelle collaborated with MUSL and Mega Millions working groups on other multi-jurisdictional game rollouts including Cross-Sell, $2 Powerball, and Cash 4 Life.

The Lottery Industry Hall of Fame was founded by PGRI in 2005 as a means of honoring those who have done the most to make the lottery industry the great success that it is today. Membership is reserved for lottery professionals who have promoted excellence and integrity throughout their careers. Each year, former inductees nominate and vote on the final recipients.

BingoPlus creates biggest ever jackpot winner in the Philippines with $16.33M win

A factory worker from Mandaluyong City has won a record-breaking jackpot of over PHP935 million ($16.33 million) through BingoPlus’ online platform, marking the largest prize in Philippine gaming history.

According to a statement from BingoPlus, the 28-year-old father secured the prize through the platform’s “Lucky Spin” feature. The in-app rewards system allows players to use points accumulated from gameplay for a chance to win prizes. The winner, who had just completed a round of Baccarat on his day off, used his earned points to spin the Lucky Spin wheel, resulting in a win of PHP935.26 million ($16.33 million).

Initially thinking the amount displayed was an error, he said he kept refreshing the app before receiving a confirmation call from BingoPlus. The company noted that the win highlights the platform’s integration of rewards mechanics designed to enhance user engagement based on real gameplay activity.

The winner lives with his wife, daughter, and parents, and said the windfall comes at a critical time, easing financial pressures related to daily expenses and his child’s education. He plans to use the funds to purchase a home, ensure his daughter’s schooling, and donate to an orphanage he visited in his youth.

Emperor Entertainment posts annual loss despite 10% gaming revenue growth

Emperor Entertainment, operator of Macau’s Grand Emperor Hotel casino, reported gaming revenue growth of 10.1 percent year-on-year to HK$505.6 million ($64.6 million) for the 12 months ending March 31st, according to the filing to the Hong Kong Stock Exchange.

Despite the continued recovery in the gaming sector, the Hong Kong-listed company posted an annual loss of nearly HK$188.9 million ($24.1 million) attributable to owners. The satellite casino promoter’s annual loss marked a significant reversal from the previous financial year’s net profit of HK$60.9 million ($7.8 million).

The company attributed the loss primarily to “a fair value loss on investment properties of HK$371.7 million” during the reporting period.

Total hotel and gaming revenue increased 6 percent year-on-year to HK$784.8 million ($100.2 million), demonstrating resilience in the company’s core operations despite the property valuation challenges.

Emperor Entertainment’s adjusted EBITDA rose 18.9 percent to HK$208.1 million ($26.6 million) compared to the previous year.

The Grand Emperor Hotel operates as a satellite casino under the gaming licence of SJM Holdings in central Macau. However, Emperor Entertainment has been notified by SJM Holdings of plans to cease gaming operations at the property by the end of this year. 

The decision comes amid sweeping regulatory reforms targeting Macau’s satellite casino sector, with all such operations required to wind down by the end of 2025 under the city’s current gaming framework.
