Thailand is heading into a period of heightened political uncertainty as the Constitutional Court prepares to rule on Prime Minister Paetongtarn Shinawatra’s fate, with behind-the-scenes power plays and coalition negotiations intensifying in anticipation of her likely dismissal.
The court accepted a petition from 36 senators accusing Paetongtarn of dishonesty and breaching ethical standards, based on a leak of a politically sensitive telephone conversation with Cambodia’s influential former leader Hun Sen that was intended to de-escalate a territorial row and tense troop buildup at their border.
Deputy Prime Minister Suriya Juangroongruangkit took over in a caretaker capacity while the court decides the case against Paetongtarn, who has 15 days to respond and will remain in the Cabinet as the new culture minister following a reshuffle.
“As Thailand awaits the court’s final verdict, intense dealmaking and behind-the-scenes power struggles are likely to intensify in anticipation of Paetongtarn’s dismissal, which now appears all but certain”, Jatusripitak added.
Adding to the political pressure, Thailand’s opposition bloc and a coalition of civic organizations have formally petitioned Paetongtarn — who remains leader of the Pheu Thai Party – to withdraw two bills aimed at legalising casinos and online gambling.
The petition was submitted at Government House on Wednesday by Thanakorn Khomkrit, secretary-general of the Stop Gambling Foundation, who argued such policies should be subject to public consent.

The controversy follows a separate petition with nearly 54,000 signatures submitted to the Election Commission last month, calling for a national referendum on the issue. Opposition MP Parit Wacharasindhu has also urged the government to scrap the entertainment complex bill entirely, citing widespread public concerns and the coalition’s failure to remove it from the legislative agenda.
Although an earlier report suggested the bill’s reading would be delayed by about a month, Parit noted it remained listed as the first item for debate when the House of Representatives reconvenes on July 9th.
If Paetongtarn is formally removed from office, veteran party figure and legal adviser Chaikasem Nitisiri is expected to be nominated as prime minister due to his close ties to Pheu Thai. However, his ability to command enough support in parliament is uncertain.
“Chaikasem is most likely to be nominated as PM first given his affiliation with Pheu Thai”, Jatusripitak tells AGB. “But he may not win enough support in parliament.”
With no clear successor enjoying broad consensus, Thailand may be heading toward another round of political gridlock.
“I think a deadlock during new PM selection is a very realistic scenario”, Jatusripitak added.

The Philippine Bureau of Immigration (BI) has arrested several high-risk Chinese fugitives in separate operations across Pampanga, including inside the Clark Freeport Zone and a casino in Angeles City.
Chinese national Zhao Jianfeng, 28, was apprehended on June 28th in a residential area at Clark. He is the subject of a detention warrant issued on June 16th by the Liangqing Branch of the Nanning Municipal Public Security Bureau in China. According to Chinese authorities, Zhao is a core member of a transnational crime syndicate engaged in online investment and telecom fraud targeting Chinese citizens. All suspects were reportedly operating out of the Philippines when the crimes were committed.
BI Commissioner Joel Anthony Viado described Zhao as part of a “dangerous and organized network” whose presence in the country presents a serious risk to public safety.
A follow-up operation led to the arrest of another syndicate member, Lu Bingbing, inside a casino in Angeles City. Lu failed to present a passport or valid immigration documentation at the time of arrest.
The coordinated operations, carried out with local intelligence agencies, also uncovered five other Chinese nationals allegedly involved in cyber fraud. Agents found the individuals—identified as Song Genyuan, Wu Xinxu, Wen Jing, Xu Yongcheng, and Lin Jinyang—operating computer workstations suspected to be used in telecom scams.
All suspects are now undergoing booking and documentation. They will be held at the BI Warden Facility ahead of deportation proceedings. Viado confirmed that the bureau is in active coordination with Chinese authorities to facilitate the fugitives’ repatriation and prosecution.
Warning other foreign nationals hiding in the country, Viado stated, “You will be found, and you will be sent home. The Bureau, under the Marcos administration, is working hand in hand with our international counterparts to protect the Filipino public from fraud and criminal infiltration.”
Authorities in the Philippines have arrested 94 individuals in connection with an illegal online and offline raffle operation in Tarlac province, according to the Philippine National Police Anti-Cybercrime Group (PNP-ACG).
The arrests stemmed from a joint law enforcement operation on June 29th targeting a group running unauthorized raffle draws through social media and physical locations without the required permits or regulatory approvals. Among those apprehended were three financiers and operators, 18 administrative staff, 43 head distributors, 19 distributors, and 11 agents.
The operation involved multiple government bodies, including the Police Regional Office – Central Luzon (PRO-3), the Tarlac Provincial Government, the Tarlac Provincial Health Unit, the Philippine Amusement and Gaming Corporation (PAGCOR), the Games and Amusements Board (GAB), and the Securities and Exchange Commission (SEC).
PNP-ACG Chief Brig. Gen. Bernard Yang said the scheme had been under surveillance since February 2024, with the group actively livestreaming raffles via a Facebook page and falsely promoting them as legitimate. The illegal raffles used a traditional tambiolo (raffle drum) format, requiring bettors to purchase tickets for PHP20 ($0.34) each.
Grand prizes were falsely advertised to lure more participants, including a Toyota Fortuner valued at PHP4.5 million ($76,500), a business package worth PHP1 million ($17,000), a 150-square-meter land parcel valued at PHP1 million ($17,000), and a wedding package worth PHP500,000 ($8,500). However, investigators later found that these prizes were not actually awarded, and that alleged winners were insiders within the operation.
Yang noted that the organizers had been conducting these raffles monthly for the past five years, moving from location to location across Central Luzon to avoid detection. Bettors reportedly came from nearby provinces, expanding the geographic reach of the illegal activity. The group was operating without licenses or endorsements from PAGCOR, the GAB, the SEC, or the Philippine Charity Sweepstakes Office, and also lacked a business permit from the local government.
Charges have been filed under Presidential Decree 1602 on illegal gambling, as amended by Republic Act 9287, in conjunction with Section 6 of Republic Act 10175, the Cybercrime Prevention Act of 2012. PNP Chief Gen. Nicolas D. Torre III has directed increased cyber patrolling and swift enforcement against digital gambling scams to prevent further abuse of online platforms.
The Isle of Man Gambling Supervision Commission (GSC) has imposed a GBP70,000 ($95,500) civil penalty on licensed operator SK IOM Limited following a regulatory inspection and subsequent investigation that revealed multiple breaches of the island’s anti-money laundering and counter-terrorist financing (AML/CFT) code.
The penalty, initially set at GBP100,000 ($136,500), was reduced by 30 percent to reflect SK IOM’s early cooperation, full acceptance of the findings, and proactive remediation efforts.
The GSC launched a supervisory inspection in July 2024 as part of its ongoing oversight responsibilities under the Gambling (AML/CFT) Act 2018. Based on a sample of company files, the regulator identified significant gaps in SK IOM’s compliance procedures. These included:
The appointment of a Money Laundering Reporting Officer (MLRO) and AML/CFT Compliance Officer who lacked the required seniority, expertise, and resources.
Inadequate systems for monitoring and testing AML/CFT compliance.
Poorly documented procedures and controls relating to AML/CFT frameworks.
Failure to produce annual AML/CFT compliance reports as mandated by the Code.
These breaches were found to be in contravention of the Gambling (AML/CFT) Code 2019, which sets out statutory obligations for all licensees operating under the Online Gambling Regulation Act 2001 (OGRA).
According to the GSC, SK IOM responded promptly and constructively to the findings. The company initiated settlement discussions early, accepted responsibility for the failings, and developed a comprehensive remediation plan with the help of an independent third-party consultant.
The regulator confirmed that all required remedial actions were completed within the agreed timeframes, and it is now satisfied with the steps SK IOM has taken to bring its compliance framework up to standard.
The GSC emphasized that the fine reflects the seriousness of the non-compliance but also the operator’s constructive response. The Commission noted that SK IOM’s directors fully acknowledged the issues and demonstrated a commitment to rectifying them.
In a broader warning to the sector, the GSC reiterated the need for operators to adopt a proactive approach to compliance, rather than reacting only when issues are flagged by inspections. It also stressed the importance of appointing appropriately qualified and adequately resourced individuals to key compliance roles.
“The board of an operator must ensure appointments to senior compliance roles are not only formalities, but strategically positioned to effectively manage and mitigate the risks associated with financial crime,” the Commission stated.
The Isle of Man GSC website shows that SK IOM has surrendered its Isle of Man license on the 2nd of July 2025 and is therefore no longer licensed on the island.

The volatility was reportedly triggered by a bill filed by Senator Sherwin Gatchalian that seeks stricter controls on online gaming. The proposed measures include banning the use of e-wallets like GCash and Maya for betting, raising the minimum player age to 21, and imposing a PHP10,000 ($175) minimum deposit requirement to discourage participation from low-income players.
Local media reports indicate that Senator Gatchalian has linked the growing accessibility of online gambling—facilitated by e-wallet platforms—to a surge in addiction, financial hardship, and related criminal activity, which he argues has had a detrimental impact on many Filipino families.
