Korea’s casino stocks jump on visa-free policy for Chinese tourists

South Korean casino and hospitality stocks have experienced remarkable gains over the past month, driven by anticipation of increased Chinese tourist arrivals following the government’s visa-free entry policy for Chinese group tourists, which is scheduled to launch in the third quarter of the year.

Foreign-only casino operator Lotte Tour Development led the surge with a 37.4 percent stock price increase from June 12th to July 11th, significantly outperforming the KOSPI index’s 9.24 percent rise during the same period.

The rally extends across the casino sector, with Paradise Co. shares climbing 35.6 percent and GKL advancing 17.35 percent over the same timeframe, according to South Korean news outlet Chosun Biz.

The government is considering indefinitely extending the visa-free policy for Chinese group tourists, originally scheduled to expire at the end of this year. Officials are also exploring expanding the program to include individual Chinese travelers, aiming to stimulate domestic consumption and accommodation demand as Chinese tourists resume travel activities.

Kim Hye-young, a researcher at DAOL Investment & Securities, noted that since visa-free entry for Koreans to China was allowed last November, relations between the two countries have improved. She suggested that if tourist numbers steadily increase, foreign casino operators running integrated resort businesses may benefit.

The timing coincides with peak summer travel season, with Japan approaching its Obon holiday in August and China preparing for the October Mid-Autumn Festival and National Day golden holiday period. Major airlines including Korean Air have responded by expanding routes to destinations like Macau, Bangkok, Taiwan, and China while increasing flight frequencies on key routes.

Currency movements are providing additional support for the casino sector. The strengthened yen compared to last year reduces exchange rate burdens for Japanese tourists visiting Korea, potentially increasing their gambling expenditure. Park Soo-young, a researcher at Hanwha Investment & Securities, stated that the rise in the yen’s value is contributing to maintaining stable Japanese VIP customer attraction.Securities firms have raised their expectations accordingly, with collective target price increases for major casino stocks. 

The broader hospitality sector is also positioned to benefit from the tourism recovery. Korea Tourism Organization data shows that as of May 2024, cumulative visitor arrivals reached 7.21 million, representing a 14.7 percent increase compared to the same period last year and a 103.5 percent recovery compared to pre-COVID levels in 2019.

PAGCOR flags surge in illegal online gambling via social media platforms

The Philippine Amusement and Gaming Corporation (PAGCOR) has issued a public warning over the proliferation of illegal online gambling operations being livestreamed on social media platforms such as Facebook.

In a recent advisory, the state-run regulator emphasized that it does not authorize any gaming activity to be broadcast on social media. “The Philippine Amusement and Gaming Corporation (PAGCOR) today warned the public against joining or patronizing gambling activities that are livestreamed in online platforms such as Facebook and other social media channels, saying they are likely illegal,” the statement read.

PAGCOR noted that these unauthorized platforms lack responsible gambling safeguards, do not protect consumers, and offer no guarantee of legitimate winnings. The agency urged the public to verify the licensing status of online gambling platforms via the official PAGCOR website.

The Cybercrime Investigation and Coordinating Center (CICC) echoed the concerns, warning that many of these operations are scams. CICC Deputy Executive Director Assistant Secretary Renato Paraiso described a common scam tactic: “Sometimes, players are asked to deposit funds to access the platform. The games are rigged — players are made to win initially, luring them into depositing larger amounts, only to be defrauded later.”

Authorities have also identified illegal websites that mimic government domains, including one that closely resembled the Department of Trade and Industry (DTI) website. Paraiso described these as “lookalike domains” designed to deceive users by imitating the appearance and URLs of legitimate government sites, further undermining public trust in government institutions.

CICC said it is working closely with PAGCOR to shut down such platforms. “Three weeks ago, we had nine sites blocked. I currently have 150 more pending certification from PAGCOR before they can be taken down,” Paraiso noted.

However, enforcement remains difficult due to the offshore origins of many of these illegal operations, which are often based in countries such as Myanmar, Bangladesh, and Thailand.

To strengthen its efforts, the CICC is seeking government support to deploy artificial intelligence tools capable of detecting illegal gambling content across social media platforms. “We’ve proposed this to the Department of Budget and Management (DBM) and, with help from the Department of Information and Communications Technology (DICT), are hoping it can be funded in the 2026 budget,” Paraiso said.

The CICC also warned local influencers and endorsers against promoting illegal gambling sites. “By next week, I will no longer issue appeals. I will begin sending out demand letters for possible criminal charges against these individuals or influencers,” said Paraiso. He added that the agency will also ask platforms to remove both the offending content and the channels promoting it.

On calls by some lawmakers to implement a total ban on online gambling, Paraiso said the agency will follow whatever policy direction is set by Congress.

Wynn Al Marjan Island is set to feature a 101-berth superyacht marina basin, accommodating yachts up to 85 meters in length.

That is according to a release by IGY Marinas, the appointed marina operator for the property in Ras Al Khaimah, in the United Arab Emirates.

The company notes that it has been “working closely with Wynn Resorts on the Al Marjan Island Marina project since 2022”.

The scope of the marina means that it can ‘ensure optimal berthing for superyachts and luxury vessels,’ offering ‘superior marina services to cater to the growing demand for ultra-luxury waterfront experiences’.

This is the second IGY Marina destination in the Middle East, with the group being engaged by Wynn Resorts ‘to advise on the marina’s design and development, offering pre-opening advisory services, followed by post-opening management and marketing services’.

The group notes that by working together, ‘Wynn Al Marjan Island Marina is set to become an iconic yachting destination within the region’.

Speaking of the project, James Beaver, Director at Marina Solutions International noted that “This marina is a huge opportunity for the Emirate of Ras Al Khaimah to establish itself as a yachting destination. We look forward to the continued development of the marina and, once open, to seeing its success unfold long into the future”.

Wynn Al Marjan Island is currently slated to open in 2027, featuring 1,530 rooms and suites, 22 restaurants, lounges and bars, a theater, a nightclub, a beach, a casino, retail and entertainment.

The Director of Macau’s Judiciary Police (PJ) has highlighted an increase in gaming-related crimes in the SAR this year, but attributed the rise to legislative changes.

During a speech on Friday, Sit Chong Meng reviewed the operations and achievements of the PJ over 2024 and this year, emphasizing the implementation of legislative updates, such as those targeting illegal money exchange operations, known locally as money exchangers.

The Anti-Illegal Gambling Crime Law, which took effect in late October 2024, criminalized “operating illegal currency exchange for gambling” and enhanced regulations for other illegal gambling crimes.

In the first five months of this year, the PJ initiated 5,843 criminal cases, marking a slight decrease of 1.1 percent compared to the same period last year.

Among these cases, 2,858 were inquiries and complaints, which showed an 11.1 percent decline. In contrast, the total number of cases concluded rose to 6,379, an increase of 25.1 percent, with 1,641 individuals referred to judicial authorities, representing a 17.6 percent increase.

Sit noted that violent and serious crimes, along with drug-related offenses, remained at low levels. The situation concerning gaming-related crimes, as well as thefts and robberies, was described as being well under control.

Additionally, there was a significant decrease in telecommunications and cyber fraud, with the PJ director underlining that the lives, properties, rights, and legal interests of the population are being effectively protected.

The amount of gaming tax the Macau government collected in the first half of 2025 rose by just 1.05 percent yearly, according to the most recent data from the SAR’s Financial Services Bureau.

In total, the government collected nearly MOP45.26 billion ($5.59 billion) in taxes on games of chance during the six-month period, amounting to 48.6 percent of that outlined in the government’s budget plan.

The figure means that June’s gaming revenue tax amounted to MOP8.15 billion ($1.01 billion), a 4.83 percent yearly increase.

During the month of June, Macau’s GGR reached MOP21.06 billion ($2.6 billion), marking a 19 percent increase compared to the same month last year.

For the first half of 2025, Macau’s casino GGR totaled MOP118.77 billion ($14.69 billion), up 4.4 percent year-on-year.

Under Macau’s 10-year gaming concession system, which came into effect on January 1st of last year, the effective tax rate on casino gross gaming revenue (GGR) stands at 40 percent.

Chinese authorities have dismantled a sprawling criminal network in northern Myanmar run by the notorious Bai family, whose illicit empire spanned fake casinos, online fraud hubs, and drug trafficking, generating over RMB286 billion ($39.5 billion) in illegal profits while leaving a trail of death and exploitation.

According to CCTV, in a sweeping cross-border operation, Chinese and Myanmar law enforcement arrested 57,000 suspects linked to fraud and gambling crimes, dealing a major blow to Kokang’s “Four Major Crime Syndicates.”

The Bai family, led by Bai Suocheng, operated 41 massive scam and gambling compounds, including the infamous Cangsheng Tech Park and Wangzhe Honglou (King’s Red Mansion), where victims were lured into investment scams, fake law enforcement schemes, and rigged online betting.

Brutal regime of fraud, gambling, and violence

For nearly a decade, the Bai family wielded political and military power in Kokang to build a crime-fueled enterprise, even forming the Kokang Entertainment Management Committee to legitimize their operations.

They charged “protection fees” from scam dens, while their private militia enforced brutal discipline—executing underperforming fraud workers and trafficking Chinese nationals into forced labor.

After a 2023 investigation led by China’s Ministry of Public Security, key figures—including Bai Suocheng, his son Bai Yingcang, and daughter Bai Yinglan—were captured and extradited. Chinese task forces uncovered victims’ remains and 11 tons of drugs in raids across Myanmar’s war-torn north.

Prosecutors revealed the syndicate’s operations caused considerable losses, with over 31,000 telecom fraud cases involving more than RMB106 billion ($14.6 billion) stolen from victims.

The report also claims that their illegal gambling operations moved an additional RMB180 billion ($24.8 billion) in illicit funds. The human cost was equally staggering, with six Chinese citizens killed and countless others subjected to torture and abuse in the scam compounds.

With 36 top suspects now in custody, including the family’s leadership, the case marks a decisive victory in China’s battle against cross-border cybercrime—while exposing the brutal reality of Southeast Asia’s underground scam industry.
