Smart table rollout to level playing field among Macau operators: Seaport

The rollout of smart tables by Macau gaming operators over the next six to nine months will put concessionaires on a more even playing field and lead to both operational and marketing capability improvements, brokerage Seaport pointed out.

In a recent dispatch, Seaport’s senior analyst Vitaly Umansky highlighted the significant impact of smart table technology on the gaming sector, pointing out that this technology is set to streamline casino operations, reduce human error, and provide valuable data insights.

Smart tables are equipped with advanced sensors and digital interfaces that allow for real-time tracking of game results, player behavior, and betting patterns.

A gaming analytics expert recently told AGB that by the end of 2025, it is expected that all major properties in Macau, the Philippines, Australia, and New Zealand will adopt some form of smart table technology, primarily for Baccarat due to its implementation ease compared to other games.

Macau’s casino industry itself is undergoing a significant transformation as operators roll out digital or smart tables in response to shifting market dynamics and the collapse of the junket VIP business.

According to Seaport, since 2019 the overall Gross Gaming Revenue (GGR) market in Macau has shifted notably, with a decrease in VIP gambling and an increase in premium mass gaming. In 2023, the business mix continued to evolve, leaning more towards premium mass and less towards base mass gaming.

Looking ahead, the market is expected to see further shifts driven by new capacity coming online, changes in mass market configuration, enhanced marketing efforts by operators, and the deployment of digital table operations.

‘The rollout of digital tables over the next six to nine months is anticipated to level the playing field among operators and bring about improvements in both operational efficiency and marketing capabilities,’ the brokerage expected.

MGM China was described by Seaport as being particularly successful in leveraging these changes, as the company’s GGR share has surged from 9.5 percent in 2019 to 15.3 percent in 2023, and further to 17.2 percent in the first quarter of 2024.

MGM’s recovery was attributed to several key factors, firstly, the expansion of its marketing team and efforts focused on the premium mass segment during the COVID-19 pandemic, while other operators were cutting costs.

Secondly, MGM was the first to market with smart digital tables from Walker Digital, maximizing the operational and marketing benefits of this technology. Additionally, the company received 200 extra tables during the concession rebidding process.

‘Streamlining player reinvestment decision-making and redeveloping the Cotai casino to make it more appealing have also been significant contributors to MGM’s success,’ the report pointed out.

However, the company is now anticipated to be the largest ‘share donor’ as other operators ramp up their marketing and utilize smart tables, negating some of its recent advantages.

Melco Resorts & Entertainment, meanwhile, is expected to benefit from the adoption of smart digital tables, much like MGM, with the company’s focus on analytics and strategic marketing enhanced by the data and marketing tools provided by digital tables.

‘Over the next one to two years, Melco’s critical drivers will include driving renewed premium performance at City of Dreams and ramping up Studio City with the Phase 2 expansion,’ the research adds.

Galaxy Entertainment Group was forecast to gain market share in 2024 and 2025, following a first quarter ‘misstep’ that led to marketing changes now yielding positive results.

‘The ramp-up of Galaxy Macau’s expansion and the recovery in base mass gaming, where Galaxy has a competitive advantage, are key factors in this growth. Galaxy has been proactive in acquiring smart digital tables, which are currently being installed and will be fully operational by early next year,’ Seaport underlined.

This aggressive implementation will help Galaxy compete more effectively in the market, following the successful adoption of digital tables by MGM.

Sands China, on the other hand is expected to face a challenging year in 2024, but market share is forecast to increase in 2025.

SJM Holdings, with the ramp-up of the Grand Lisboa Palace, is also forecast to gain market share in 2024 and 2025, though at a slower pace than typical new properties.

‘While the Grand Lisboa Palace will gain share, this will be offset by share loss on the peninsula. SJM has also invested in smart digital tables, which should be fully operational in the first half of 2025. The efficiency with which management can leverage this technology to maximize results remains to be seen,’ Seaport described.

A new paper on the post-pandemic reality of Macau’s gaming industry states that while the current situation is favorable, returning to pre-pandemic heights will be challenging. The main reason is that the factors that once drove Macau’s rapid growth are disappearing.

Published in the latest edition of Macau Polytechnic University’s (MPU) Global Gaming & Tourism Research, the study authored by Wang Changbin, director of the Center for Gaming and Tourism Studies, emphasizes that gaming in Macau has entered a new, less prominent era compared to the meteoric expansions of the 2000s and 2010s.

Wang Changbin indicates that the international situation is becoming increasingly complex, with frequent natural and man-made disasters hindering people’s willingness to travel. He also mentions that neighboring countries are continually opening casinos near China’s borders and taking various measures to attract Chinese residents.

Mainland China generally opposes its residents gambling abroad and has strengthened border control measures accordingly. Additionally, due to limited land resources, it is difficult for Macau to build new entertainment venues, reducing the allure of ‘new venues’ for tourists.

Wang also recalls that before the pandemic, a significant portion of Macau’s gaming revenue came from third-party VIP rooms. However, due to changes in China’s criminal law that severely crack down on junkets organizing Chinese citizens to gamble abroad, these junkets now face significant legal risks in bringing mainland VIP guests to Macau.

‘As a result, most gaming promoters have stopped promoting in the mainland, leading to a sharp decline in gaming revenue from third-party VIP rooms, dropping from 55 percent in 2018 to 24 percent in 2022. While junkets are actively seeking new clients from other regions, it will take time to see significant results.’

Additionally, as other Southeast Asian countries are also actively developing their gaming industries, there is fierce competition for clients from these regions. In the long term, it will be increasingly difficult for junkets to attract affluent individuals from outside Macau to participate in gaming activities.

Shift to mass market

The gaming scholar from the Center for Gaming and Tourism Studies notes that the composition of gaming revenue has significantly changed, with a substantial decrease in VIP revenue. In 2019, the total gross gaming revenue was MOP292.5 billion ($36.4 billion), with revenue from VIP segment accounting for MOP135.2 billion ($16.8 billion), or 46.2 percent.

In 2023, the total gross gaming revenue (GGR) was MOP183.1 billion ($22.8 billion), with VIP at MOP45.2 billion ($5.6 billion), dropping to 24.7 percent.

Gaming revenue has maintained at 60-80 percent of the 2019 level, with the majority coming from the mass market. ‘This situation is likely to become the new normal for Macau’s gaming industry in the coming years. Since these changes occurred at the legal level rather than due to short-term policies, they will have long-term effects, making substantial changes unlikely in the next few years.’

Macau gaming revenue being primarily driven by the mass market means that ‘non-gaming elements are increasingly important for gaming operators’.

Wang explains in the study that “VIP guests tend to focus more on gambling activities, while general tourists also engage in sightseeing, shopping, dining, and leisure, with gaming being just one part of their experience. Therefore, the convenience, comfort, novelty, and price attractiveness of accommodations, dining, and entertainment are key to attracting customers.”

Gaming companies aiming to attract gaming customers must focus more on non-gaming elements to drive gaming revenue. The study concludes that in the coming years, those companies that excel in non-gaming aspects will gain more gaming revenue, whereas those lacking in non-gaming attractions will face greater challenges in maintaining their gaming revenue.

Macau can expect ‘stable’ growth for next decade

Comparing Macau’s gaming sector with Singapore and the Philippines, which are seeing their gaming revenue already surpass pre-COVID levels despite their gaming industry scale much smaller than Macau’s, the scholar notes that Macau still has its ‘unique advantages’.

“Macau is close to mainland China, providing a vast tourist market. In this regard, Macau’s advantage is unparalleled.”

‘Macau’s gaming market has a clustering effect. In other countries, a region might have one or two casinos, whereas in Macau, there are dozens of casinos within a few square kilometers. Besides offering a wide variety of gaming activities, these casinos provide different entertainment, dining, and performance services, giving tourists a convenient and superior service experience.’

In addition, ‘Macau is politically, socially, and securely stable, ensuring that tourists do not worry about personal and property safety. These factors uniquely attract visitors.’

In this context, the study concludes that in the next decade, although Macau’s gaming industry may not grow as rapidly as before, as long as the mainland Chinese economy develops normally, Macau’s economy can still operate smoothly to a high degree. It is expected that Macau’s gaming industry will enter a period of stable development over the next ten years.

Macau lawmakers urge further clarification on illegal mahjong operation

Macau lawmakers are urging the government to further clarify its stance on illegal mahjong operations, according to lawmaker Chan Chak Mo.

Local media outlet TDM reports that the Second Standing Committee of the Legislative Assembly (AL) is continuing discussions on a bill aimed at combating illegal gambling crimes.

Lawmaker Chan Chak Mo, president of the Second Standing Committee, stated that some lawmakers are concerned about illegal mahjong gambling operations, particularly in restaurants and clubs that provide venues for customers to play mahjong.

He cited the government’s explanation that the relevant crime targets unapproved profit-making operations. If a venue only provides a space for playing mahjong without charging for gambling activity, it does not constitute a crime. However, the committee still hopes the government can provide a clearer explanation.

The bill proposes that illegal online and offline gambling operations or mutual betting be subject to exceptions to the time restrictions stipulated in the Criminal Procedure Ordinance, allowing searches of residences between 9pm and 7am.

When asked why the exception is only introduced for illegal gambling, while money laundering, terrorism, national security threats, and organized crime remain exempt, the government representative responded that it will consider this and remains open to amending the Criminal Procedure Ordinance or introducing similar provisions for other crimes.

In addition, the bill targets the forgery, alteration, or use of gambling chips. The regulations are not limited to casino chips but cover all chips used for gambling, including mahjong.

Macau hotel occupancy rate at 84.3% from January to May

Macau saw a year-on-year increase of 7.7 percentage points in the average hotel occupancy rate during the first five months of 2024, reaching 84.3 percent.

According to data from the Statistics and Census Service (DSEC), the total number of guests grew by 25 percent year-on-year to 6,135,000 during this period, while their average length of stay remained unchanged at 1.7 nights.

Macau boasts 143 hotels with 47,000 guest rooms available as of May. The average occupancy rate of guest rooms increased by 4.9 percentage points year-on-year to 83.6 percent in May.

Inbound package tour visitors to Macau surged by 187.3 percent year-on-year to 242,000 in May, with visitors from mainland China increasing by 173 percent to 219,000.

International tour visitors saw a dramatic increase of 522.2 percent to 18,000, driven by significant rises from South Korea (7,000) and India (4,000), up by 620.7 percent and 1,662.4 percent respectively.

From January to May, Macau recorded a total of 928,000 inbound package tour visitors, marking a year-on-year increase of 225.3 percent.

Genting Singapore to record sharp 2Q24 EBITDA drop due to seasonal factors

Genting Singapore, the operator of Singapore’s Resorts World Sentosa (RWS), is expected to see a significant decline in quarterly EBITDA for 2Q24, notes Morgan Stanley.

According to an investment memo, analysts from Morgan Stanley forecast that the property will achieve SG$245 million ($180.9 million) in EBITDA for the three months ending June 30th.

This represents a sequential decline of about 35 percent compared to the previous quarter and approximately 80 percent of the EBITDA level observed in the second quarter of 2019, before the pandemic.

Analysts Praveen Choudhary and Gareth Leung note that the expected decrease is due to seasonal factors, lower visitor numbers compared to the previous quarter, and a 23 percent reduction in operational room capacity quarter-on-quarter.

Recently, an oil spill from vessels on June 14th has affected various shorelines in Singapore, including Sentosa. 

The brokerage mentions that while the beaches remain open, water activities are currently prohibited. However, these beaches ‘may not be essential’ to most RWS visitors.

Genting Singapore’s performance in 1Q24 was robust, achieving revenue of SG$784.4 million ($580 million) and adjusted EBITDA of SG$369.5 million ($273 million).

The group’s gaming revenue grew by 69 percent year-on-year to SG$576 million ($425.6 million) in the first quarter. Quarter-over-quarter, gaming revenue also demonstrated strong growth, increasing by 31 percent.

Century Entertainment’s VIP room at Dara Sakor, Cambodia is set to open in September of this year, the company revealed in its latest financial report.

On May 3rd of this year, Wisdom Ocean Group Limited, a Century Entertainment subsidiary, signed an agreement with a company named LongBay Entertainment to manage VIP room gaming activities in Dara Sakor, focusing on baccarat across seven tables in a 650-square-meter space.

Under the agreement LongBay Entertainment will handle licensing, operational expenses, and dealer services, letting the group enhance customer experiences.

The monthly rent is set at $35,000, with Century entitled to all house winnings and responsible for house losses, staff costs, and taxes.

‘The VIP room is expected to open in early September 2024, with the Group anticipating substantial revenue generation by year-end. Given the growth potential and tourist appeal of Dara Sakor, the Board is optimistic about increasing revenue and reinforcing the Group’s market position,’ Century pointed out.

Improved results

According to its latest financial report, Century reduced its net losses to some HK$24.2 million ($3 million) for the fiscal year ending March 31st, 2024, a significant improvement from HK$62.5 million ($8 million) the previous year and attributed to fewer impairment losses.

The company reported zero revenue for the two fiscal years ending March 31st, 2024, attributing this to the prolonged closure of Cambodian casinos due to COVID-19.

Despite these challenges, the group remained optimistic, citing that Cambodia’s tourism industry showed promising recovery signs in 2023, with international tourist arrivals increasing by 139 percent to 5.43 million.

This resurgence, coupled with the Cambodian government’s efforts to regulate gaming activities, is expected to create a healthier market environment for licensed operators.

The group’s AR/VR segment also faced challenges due to intense market competition and reduced demand, with Century Entertainment saying it is ‘exploring restructuring options and alternative business prospects to mitigate risks and prioritize core gaming operations’.

Looking ahead, the Cambodian government’s initiatives to boost tourism, including infrastructure improvements and the inauguration of the Siem Reap Angkor International Airport, are expected to increase tourist arrivals, supporting the country’s economic revival.

Century Entertainment stated it plans to leverage its extensive gaming industry experience in Cambodia to drive growth, while exploring investment opportunities in the entertainment technology segment and monitoring developments in neighboring Thailand, where casino legalization is under consideration.

In the financial report, an independent auditor expressed concerns regarding the group’s ability to continue as a going concern, highlighting net losses and cash outflows.

In response to these concerns, the company said to be taking measures to improve liquidity and financial position, including securing additional financing and resuming gaming table business operations in Cambodia.

PAGCOR aims to launch Gaming Academy, hopes to sign agreements this year

The Philippine Amusement and Gaming Corporation (PAGCOR) is planning to launch a Gaming Academy in the country, aiming to build and develop a partnership across Asian gaming education providers in order to create a consortium that caters not only to the Philippine workforce but also for anyone wishing to work and build a career in gaming even in other jurisdictions.

During a special private event on Monday in Macau – hosted by BMM Testlabs and the Macao Polytechnic University (MPU), representatives of the regulator laid out their aspirations, expecting that a signing agreement could possibly take place as early as November, likely in South Korea.

Dr. Angelito Domingo, Vice President of PAGCOR’s Human Resource and Development Group, notes that the initiative is also part of PAGCOR’s holistic transformation to a purely regulatory body.

As PAGCOR privatizes its Casino Filipino operations – some 40 small to medium sized operations spread across the country – it will also be creating unique opportunities for about 6,000 PAGCOR employees involved in land-based operations to either stay in the industry or explore new fields of endeavor.

A strong proponent of the newly proposed gaming academy is Senior Vice President for Land-Based Operations – Licensing and Regulatory Group for PAGCOR, Daniel Cecilio.

The executive notes his own progress, evolving from a dealer into his current role – accompanying the transition of PAGCOR throughout his career.

Cecilio simultaneously lauds the body’s transition to a purely regulatory function, as well as the advantages a high-level gaming training institute will bring to the country.

The executive makes note that some 70 percent of the nation’s gross gaming revenue (GGR) in 2023 is derived from land-based licensed casinos, while only 7 percent is garnered from Casino Filipino properties.

Aside from workers directly in casino properties, or the gaming industry, both Cecilio and Dr. Domingo note the ageing workforce in PAGCOR itself, with the average age of employees at 42 and the average tenure being 18 years.

“We have to upscale and upgrade everybody. Not only in PAGCOR but also with our partners,” notes Dr. Domingo. “The more our licensees earn, the more the government benefits. It’s in our interest to support everybody”.

And regarding the overall gaming workforce, what is being looked for?

“The most important quality is dedication and professionalism, because over time the context of what gaming should be and what gaming was, has evolved”.
