MGM Resorts Int’l agrees to $8.5M agreement over AML complaint

MGM Resorts International has entered into an $8.5 million settlement agreement with the Nevada Gaming Control Board over a disciplinary complaint.

According to a release by the NGCB on April 18th, the complaint alleges ‘unsuitable methods of operation’ arising from the activities of two illegal bookmakers.

Aside from the potential fine itself, the proposed settlement details numerous remedial measures to be implemented at MGMRI and its subsidiary gaming properties.

The NGCB notes that the majority of the conditions and remediations focus on enhancing enhancements to MGMRI’s anti-money laundering (AML) programs, ‘as well as additional training and employee awareness of AML requirements’.

The Nevada Gaming Commission is scheduled to consider approval of this stipulation on April 24th in Las Vegas.

The case relates to alleged millions gambled by illegal bookmaker Wayne Nix, who used cash to cover debts on the beds gambled at The MGM Grand Las Vegas and The Cosmopolitan in Las Vegas.

In the case, both Nix and other illegal bookmaker Matthew Bowyer are named.

The two bookmakers were alleged to have gambled millions in 2018, during the period in which then MGM president Scott Sibella was overseeing operations.

The settlement is believed to end the Nevada state’s investigation into MGM Resorts regarding Sibella.

Sibella has already pleaded guilty in connection with violations of the US Bank Secrecy Act regarding illegal bookmaking during his time at MGM.

MGM Resorts is the parent company of Macau-based gaming operator MGM China.

Thai authorities bust $95M online gambling ring

Authorities in Thailand have arrested six nationals in relation to a major gambling website which had over THB3.2 billion ($95.95 million) in circulation.

The plot uncovered by Thai authorities indicates the new depths that scam operators, oftentimes linked to illegal online gambling operations, are willing to go to in order to continue their operations.

According to reports, the group operated a nonexistent agricultural trading company, which served as a front for the website.

Authorities say that the suspects opened fake accounts and set up the company as a front for the site, which was operated by three foreign nationals.

Investigators discovered that the money from the operation had been transferred to the fake company.

Funds were transferred from punters to the mule accounts, then to the company, and onwards to the three operators of the website.

Authorities indicate those running the website were two Chinese nationals and one Indonesian, while both Indonesian authorities and Interpol are searching for the foreign suspects.

More than two dozen other individuals are believed to have been involved in the operation, including five Malaysians and one Cambodian.

The highlights Thailand’s attempt to progress with legalization of land-based casinos, with the potential for an online gaming component. Despite opposition, Thai authorities appear confident they can push through their entertainment complex bill, with hopes that legalized gambling can eliminate the underground market.

Macau’s failed ultra-luxury hotel The 13 again up for sale

Macau’s ill-fated ultra-luxury hotel The 13 is again up for sale, after a previous attempt to sell the property failed.

Real estate group Jones Lang La Salle has again been appointed as the agent for the sale of The 13 hotel.

It’s been over a year since Jones Lang LaSalle last put the property up for sale. Located at the end of the Cotai Strip, the property was previously priced at HK$2.4 billion ($307 million).

The 13 is a 22-story hotel, with the total ground floor area of approximately 944 1993 square feet. The property features 199 guest rooms, including 196 luxury rooms. These are accompanied by three super luxurious high end villa style suites of 10,000 square feet, with each villa having its own elevator.

When last put up for sale, JLL indicated that some 20 potentially interested parties had expressed interest.

The property opened in 2018, after many delays, however  Macau’s Court of First Instance officially declared the company behind it bankrupt in February of 2023.

JLL is now seeking a buyer for the property in its entirety, in a note highlighting both its ‘design and opulence’, with JLL noting that – as the manager of the hotel – it had reinstated parts of the property to its former condition.

The property sits at the end of the Cotai Strip, and the eccentric visionary behind it, Stephen Hung had hoped for it to include a casino, under a satellite casino agreement with Melco, which never came to pass.

China’s economy grows 5.4% in 1Q25, beating expectations

China’s economy has demonstrated resilience, posting a robust 5.4 percent year-on-year growth in its first-quarter Gross Domestic Product (GDP), exceeding the anticipated 5.2 percent. 

This figure signals a strong start to the year for the world’s second-largest economy, despite the ongoing headwinds from international trade tensions.

Macau’s gaming revenue highly depends on Chinese tourist spending, with over 70 percent of visitor arrivals coming from mainland China. In the recent policy address, Macau’s top leader Sam Hou Fai noted that the city needs to be aware of external challenges, including the rising tensions between China and the US, as well as softening consumption.

He also mentioned that Macau may have a deficit budget when the Macau gaming revenue is lower at MOP15 billion ($1.88 billion) per month.

In an analysis by Xu Changtai, Morgan Stanley’s Chief Asia-Pacific Strategist, he described the the first quarter GDP growth as a “modestly positive indicator,” suggesting that the Chinese economy has entered the new year with significant momentum.

Adding to the positive economic signals, China’s retail sales data for March also outperformed expectations, increasing by 5.9 percent, well above the projected 4.3 percent. Analysts noted that this likely reflects, at least in part, the government’s efforts to stimulate spending.

This positive trend could encourage policymakers to continue exploring further measures to boost consumer expenditure, potentially with a focus on the services sector.

However, analysts also highlighted a notable surge in industrial production, which jumped by 7.7 percent, significantly higher than the 5.9 percent forecast. This could be attributed to overseas orders being placed ahead of potential further US tariffs.

Meanwhile, in a parallel move to bolster domestic consumption, nine Chinese government departments, including the Ministry of Commerce, jointly issued the “Action Plan to Improve and Promote Service Consumption.”

This comprehensive plan outlines 48 specific measures, which cover major service industries such as dining, hospitality, healthcare, culture, tourism, and sports, and also encompass emerging trends like tourist trains and aerial tours. The Ministry of Commerce emphasized that the action plan aims to unlock the vast potential of service consumption, providing strong support for high-quality economic development.

Singapore to hold general election on May 3rd

Singapore is set to hold its general election on May 3rd, 2025, marking the first electoral test for Prime Minister Lawrence Wong since he assumed office last year.

The election follows the dissolution of Parliament on April 15th, as advised by Wong and approved by President Tharman Shanmugaratnam.

This will be Singapore’s 14th general election since independence and a pivotal moment for Wong’s leadership and his team of fourth-generation leaders.

The election campaign, which spans just nine days, is expected to focus on pressing domestic concerns such as the rising cost of living, housing affordability, job security, and the growing demand for healthcare amid an ageing population.

Wong’s government has already introduced measures to address these challenges, including a populist budget featuring tax rebates, handouts, and sector-specific support. However, opposition parties argue that these efforts may not be sufficient to tackle long-term structural issues.

Mass market revenue reaches 75% of total Macau GGR in 1Q25

In the first quarter of 2025, Macau’s mass-market casino gambling sector, which includes slot machine play, reported gross gaming revenue (GGR) of MOP43.20 billion (US$5.40 billion), marking a 0.6 percent increase from the same period last year and representing about 75 percent of the total. 

However, according to data released by the SAR Gaming Inspection and Coordination Bureau, this figure reflects a slight decline of 0.5 percent compared to the previous quarter.

Notably, the current quarterly revenue is 10.9 percent higher than the mass-market GGR recorded in the first quarter of 2019, just before the COVID-19 pandemic hit.

For this quarter, mass-market revenue, including slots, comprised 74.9 percent of Macau’s total GGR of MOP57.66 billion (US$7.19 billion). Specifically, mass-market baccarat generated over MOP34.32 billion (US$4.29 billion), accounting for more than 59.5 percent of the total GGR.

In contrast, VIP baccarat GGR rose by 0.5 percent year-on-year to nearly MOP14.46 billion (US$1.80 billion), making up 25.1 percent of Macau’s overall GGR for the quarter, and showing a sequential increase of 3.3 percent.

Slot machine revenue reached slightly over MOP3.27 billion (US$405 million), which represents a market share of about 5.7 percent. This marks a 1.7 percent increase from the previous year, though it declined by 2.9 percent from the previous quarter.

Gaming revenue generated by VIP baccarat in the first quarter of 2025 accounted for 38.9 percent of the levels recorded in the same quarter of pre-pandemic 2019.

Macau Chief Executive Sam Hou Fai recently reiterated warnings over the risk of a government budget deficit this year if monthly gaming revenue falls below MOP15 billion (US$1.88 billion).

“The imbalance in our fiscal structure is serious, and we must maintain a strong sense of crisis awareness. Macau is a small city, yet our regular expenditure is substantial—and it will continue to grow unless we face extreme circumstances,” he told the Legislative Assembly this week.

This year’s regular government expenditure is projected at MOP115 billion (US$14.36 billion), while gaming tax revenue is forecast at MOP93.1 billion (US$11.59 billion), accounting for 81 percent of total income.

In the first quarter of 2025, Macau’s gaming revenue rose just 0.6 percent year-on-year to MOP57.66 billion (US$7.19 billion), or MOP19.2 billion (US$2.39 billion) per month—falling short of the government’s full-year forecast of MOP240 billion (US$29.76 billion), or MOP20 billion (US$2.48 billion) per month.

Financial pressures should ensure that Thailand IR bill will pass – Analyst

Thailand’s government will most likely move to the end with new gaming legislation as financial pressures mount, a political risk analyst for the Thai National Security Council told AGB.

Thailand’s Entertainment Complex Bill, which includes provisions for legalizing casinos, has faced delays due to mounting opposition and shifting government priorities.

Initially expected to move forward in the latest parliamentary session, the bill was postponed as the government focused on urgent matters, including the aftermath of a recent earthquake and new U.S. tariffs.

Prime Minister Paetongtarn Shinawatra clarified that the bill has not been withdrawn but will be reconsidered in the next legislative session, scheduled for July 2025. Some legal analysts, however, told AGB that the final vote in the Lower House could now take place between September and October.

The government aims to refine the bill and address public concerns, particularly the perception that it solely focuses on casino legalization rather than broader entertainment and tourism development.

“Considering our financial pressure right now, the government is in immediate need of additional revenue. The bill will pass”, a security analyst with the Thai government – who asked to remain anonymous – told AGB.

He described that the Thai legislative process begins with the drafting and review of the bill by relevant government agencies, followed by its submission to the Cabinet for initial approval. If endorsed, it will move to the National Assembly, where it will undergo three readings.

“During the first reading, members debate the bill’s principles and decide whether to accept them. The second reading involves a detailed examination by a committee, which may propose amendments. Finally, the third reading focuses on voting for the bill’s passage,” explained Panpin.

Step by step

This legislation, which pertains to entertainment complexes, is expected to involve consultations with stakeholders in tourism, urban planning, and economic development, with Panpin underlining that the Cabinet’s decision will be influenced by projected economic benefits, alignment with national development plans, and public sentiment.

“If approved, the bill could face scrutiny in the National Assembly, particularly regarding its implications for local communities and regulatory frameworks,” the government security risk expert added.

According to his view, political dynamics, including the priorities of the ruling coalition and the views of opposition parties, may also affect the bill’s progress, as external factors such as regional economic trends and international tourism policies could shape its trajectory.

The bill, which received cabinet endorsement last month, proposes that casinos be incorporated within integrated entertainment complexes, occupying no more than 10 percent of the premises.

The legislation also suggests strict entry requirements for Thai citizens—including proof of THB50 million ($1.5 million) in bank deposits—to combat gambling addiction among locals.

While Paetongtarn’s administration had been pushing for the bill to pass this year, it has faced criticism from opposition parties and numerous civil and religious groups fighting gambling addiction among Thais.

Thai finance ministry officials have previously stated that each entertainment complex would attract around THB100 billion ($2.9 billion) in investment and create approximately 20,000 jobs.

They estimate that foreign tourist spending could increase by 40 percent per trip, boosting growth in an industry that employs one in five Thais and accounts for roughly 13 percent of the nation’s gross domestic product.
