Scientific Games makes two new digital business management appointments

Scientific Games has made two new management appointments as part of continued investment in the global expansion of its digital business.

According to an announcement, Keshav Pitani will join Scientific Games as Senior Vice President of Digital Games, bringing extensive experience in content development, product innovation, and strategy.

Pitani previously served for seven years as Senior Director of Product Development for Bally Technologies until its acquisition by Scientific Games Corporation in 2014.

Meanwhile, Laura Higgins has been named Vice President for Customer Success & Strategy in the company’s global digital team.

The company noted Higgins brings more than 20 years of experience in e-commerce, general management, strategy, product, marketing and finance from leading companies such as Procter & Gamble, Shutterfly, Albertsons and Gartner.

“Our Digital team is experiencing strong momentum and we’re building an adaptable organization with a clear focus on the future,” said Matt Lynch, President of Digital for Scientific Games in the dispatch.

“We are thrilled to welcome top-tier digital experts like Keshav Pitani and Laura Higgins. Their addition to our team reflects our continued investment in innovation, which is key to long-term sustainability for our lottery customers worldwide through consumer-centric digital programs.”

Pitani will lead Scientific Games’ digital games and SG Content Hub strategy, leveraging his expertise across digital game studios and partnerships to drive innovation and growth. 

‘His prior accomplishments include playing a critical product strategy role in Scientific Games Corporation’s 2022 launch of Light & Wonder and the company’s successful entry into the US and Canadian video lottery markets’, the company said in the announcement.

‘Pitani has successfully launched creative digital and retail product verticals, designed a real-time AI product for high-speed casino play activity, and developed the satellite communication sub-system used in Boeing 737s and 747s.’

Higgins, meanwhile, has spent most of her career identifying new growth opportunities in the consumer product goods, digital and e-commerce sectors, SG pointed out, while building and running new businesses.

SJM to be disproportionately impacted by satellite casino closures: Brokerages

The closure of all 11 of Macau’s satellite casinos by the end of 2025 has sent ripples through the city’s gaming industry, with analysts highlighting a disproportionate impact on SJM Holdings, compared to its peers, Galaxy Entertainment Group and Melco Resorts & Entertainment.

The closures affect casinos operating under Macau’s current 10-year concession regime that began in January 2023. Nine of the satellites are tied to SJM Holdings, with one each operated under the gaming licenses of Galaxy Entertainment and Melco Resorts.

According to JP Morgan Securities, the exit of these venues will have little financial impact on Galaxy or Melco, whose satellite-linked operations contribute just up to 2 percent of their earnings before interest, tax, depreciation and amortization (EBITDA).

In contrast, SJM derives around 4 percent of its EBITDA from satellite operations — a manageable figure in isolation, but one that brings broader complications.

‘The situation is much more complex for SJM’, JP Morgan noted, citing the reassignment of approximately 440 gaming tables and the likely transfer of thousands of staff onto SJM’s direct payroll. The brokerage warned this could lead to higher operating costs, unless SJM significantly boosts market share at its core casinos.

SJM has indicated that it only intends to keep open two satellite venues — Ponte 16 and L’Arc Macau — beyond 2025.

To facilitate this, the company has to acquire the respective casino properties, converting them from satellite operations into directly managed assets. However, no binding agreements have been announced, and government approval is still pending.

Staffing is a major concern amid the closures. Macau’s government estimates that around 5,600 workers — the majority of them local residents — will be affected. Of these, 4,800 are under the purview of the concessionaires, with another 800 employed by the satellite property owners. An additional 400 non-resident workers are also employed in the sector.

Citigroup analysts emphasized that the bulk of the affected workforce are linked to SJM’s satellite network. The company is expected to absorb most of these employees into its own operations, including both existing SJM staff and eligible workers hired by satellite property owners.

While Citi welcomed the retention and reassignment of local employees, it warned of the potential return of ‘excess costs from satellites’ — referring to additional wage and operational expenses that SJM experienced between 2Q23 and 4Q24. These costs could re-emerge as early as 1Q26, the bank said.

Citi also flagged uncertainty over SJM’s plans to acquire Ponte 16 and L’Arc Macau, questioning whether the deals would cover the entire properties or only the gaming areas. According to industry insiders consulted by AGB, the acquisition needs only encompass the casino floor and relevant support facilities.

The bank noted SJM’s net debt stood at HK$23.5 billion ($2.99 billion) as of the first quarter of 2025, representing a net debt-to-EBITDA ratio of around six times — above the industry average.

Reallocating tables to self-operated venues such as Grand Lisboa Palace and Grand Lisboa may help SJM maintain some of its gaming capacity, but analysts cautioned that more tables do not guarantee the same level of utilization or revenue. ‘There is a possibility that more tables could lead to a dilution in table utilization,’ Citi noted.

Despite the structural upheaval, Macau’s overall gaming market remains resilient. JP Morgan reported gross gaming revenue (GGR) averaged MOP5.2 billion ($643.8 million) in the first eight days of June, slightly below May’s average, but strong by historical standards for a typically slower month.

The solid performance has been buoyed by local events including K-pop concerts and the Dragon Boat Festival.

Analysts DS Kim and Selina Li forecast June GGR to grow by 4 percent to 7 percent year-on-year, supporting a 3 percent to 4 percent gain in second-quarter revenue. If achieved, it would mark the first quarter in recent memory without a revenue miss.

As the dust settles, it’s clear that while the closure of satellite casinos represents a strategic pivot for Macau’s gaming sector, the road ahead will be smoother for some concessionaires than for others.

For SJM Holdings, in particular, the next year may prove critical as it navigates a complex operational transition and strives to reshape its cost base and market position.

The Isle of Man is conducting a strategic review of its eGaming sector following a turbulent year that saw the jurisdiction hit by international crime allegations and a wave of license surrenders.

The review, commissioned by the Department for Enterprise, comes as the island’s once-flagship industry faces mounting challenges from both inside and outside its borders. A report by the United Nations Office on Drugs and Crime (UNODC) last year alleged that criminal syndicates had used Manx-registered businesses to launder proceeds from Southeast Asian scam operations – a claim that cast a long shadow over the island’s reputation.

At the same time, several established eGaming operators, including Celton Manx, voluntarily relinquished their Isle of Man licenses, citing purely commercial considerations. While no wrongdoing was attributed to these companies, the exits have raised eyebrows and prompted renewed discussion about the island’s long-term competitiveness as a licensing hub.

New jurisdictions – such as Nevis in the Caribbean and Anjouan, part of the Comoros archipelago – are emerging as low-cost alternatives and aggressively courting operators with simplified regulatory regimes and faster onboarding.

Thailand cracks down on border scam hubs ahead of landmark talks with Cambodia

Thailand is stepping up efforts to dismantle scam operations and illegal casinos along its border with Cambodia, ahead of the first Thai-Cambodian Joint Boundary Commission (JBC) meeting in over a decade.

While tensions along the frontier have eased, Thai authorities say the situation remains fragile. As part of a wider crackdown on transnational crime, Thai officials are preparing to cut electricity and internet access to known scam centers and illicit gambling zones operating just across the Cambodian border.

Speaking at a press briefing on Monday, Nikorndej Balankura, Director-General of the Department of Information, confirmed that joint Thai-Cambodian troops recently conducted a field inspection at the Choam Bok checkpoint. Both sides agreed to pull back to earlier positions and cover up defensive trenches, signaling a de-escalation ahead of the June 14th JBC session in Phnom Penh.

The JBC, last convened in 2012, was established in 2000 to manage border demarcation. Progress has been slow due to recurring tensions, but Thai officials are hopeful the upcoming meeting can unlock long-stalled cooperation.

Meanwhile, Thailand’s Border Threat Prevention Command Center is set to propose a set of targeted security measures, including:

The agenda for the JBC meeting is still being finalized, with Thailand reportedly seeking to address four disputed areas — a proposal Cambodia has so far resisted.

Century Entertainment to form JV to enter Philippines online gaming market

Hong Kong-listed Century Entertainment has announced that it is setting up a joint venture with a gaming system service and contents provider in the Philippines to market and develop its platform and content.

According to filing on Tuesday, Century Entertainment, which operates VIP rooms in Dara Sakor, Cambodia, is teaming up with a Philippine Amusement and Gaming Corporation (PAGCOR)-licensed company registered in the country, with the joint venture to be registered as a limited liability company in Hong Kong.

Under the agreement, Century Entertainment will hold 51 percent equity interest, with the partner holding the remainder.

The group informed that both parties will work to ‘formalize the corporate structure, governance, and operational framework within 30 days’.

According to the current memorandum of understanding, Century will provide tech support for R&D, platform maintenance, market access, business development resources and administrative support. The JV partner will ‘contribute its proprietary gaming system platform, content, software, source code, and associated intellectual property rights’.

Profits and losses will be shared in proportion to equity interests in revenue, based on the gross gaming revenue of the gaming platform, with third-party platform revenue still to be determined.

Century Entertainment notes that the MOU ‘is not legally binding’, and there is no assurance that the JV ‘will proceed as contemplated or at all’.

The move marks a significant opportunity for the Cambodia-centric company to venture into the booming Philippine gaming market.

New study reveals gaps in gambling expenditure awareness among EGM customers

A new study conducted by researchers from the Brain & Mind Center and the School of Psychology at the University of Sydney has shed light on significant discrepancies between Electronic Gaming Machine (EGM) customers’ perceived and actual gambling expenditure.

The research, published in the Journal of Gaming Studies, involved contributions from Teejay Santos, Robert M. Heirene, and Sally M. Gainsbury, alongside Deborah Cobb-Clark and Agnieszka Tymula from the ARC Center of Excellence for Children and Families Over the Life Course and the Institute of Labor Economics (IZA) in Bonn, Germany.

The study aimed to address critical gaps in existing literature by investigating how accurately EGM customers recall their past gambling spending and predict future expenditures.

It surveyed customers from a large club venue in Sydney with 720 Electronic Gaming Machines (EGMs) to collect self-report data and link these with behavioral account data obtained from the venue.

The researchers focused on three main aspects: the accuracy of these estimations; their potential as markers for risky decision-making; and how they correlate with individual traits such as impulsivity, self-control, and risk-taking propensity.

In a novel approach, participants were asked to estimate their spending and winning amounts either before or after learning their net outcomes, which is defined as the difference between wins and expenditures. The hypothesis was that those estimating their spending and winnings first would provide more accurate predictions of their net outcomes.

This study is one of the few conducted internationally to pair objective EGM activity data with self-reported survey responses in a real-world gambling context.

The findings revealed alarming trends: EGM customers could only accurately recall their gambling expenditures if they had not gambled at all in the previous month. Generally, participants demonstrated a marked inability to track their spending, often overestimating their chances of winning and failing to recognize all of their wins.

These inaccuracies pose significant risks, as they impede consumers’ ability to make informed decisions regarding their gambling activities. The authors argue that without a clear understanding of the costs associated with gambling, individuals may inadvertently engage in problematic behaviors, spending beyond their means.

Given these findings, the researchers emphasize the necessity for a reevaluation of the structural design of EGMs to improve customer awareness regarding the costs of play. Enhancing clarity on expenditure and winnings could empower consumers to make more informed decisions about their gambling habits.

This study further highlights the urgent need for effective strategies to aid EGM customers in recognizing their gambling behaviors and expenditures, ultimately contributing to better decision-making and reduced risks of gambling-related harm.
