Thailand pushes back tourist entry fee to 2026 over market concerns

Thailand’s Ministry of Tourism and Sports has announced a delay in implementing the long-planned travel fee for foreign tourists, pushing the measure back until 2026.

Officials confirmed that the measure will not be enforced in 2025 as initially planned, citing ongoing external uncertainties and the need to assess international tourist demand.

According to The Nation, Chakrapol Tangsutthitham, Assistant Minister of Tourism and Sports, stated that the decision was made following a review by Minister Sorawong Thienthong, who deemed the current timing inappropriate due to ongoing external uncertainties. “We must wait to assess international tourist demand during the upcoming high season in Q4 this year,” Chakrapol explained. He added that the ministry needs more time to study the details and determine an appropriate fee structure based on the mode of travel—whether by land, sea, rail, or air.

The tourist entry fee is now expected to be introduced in Q2 or Q3 of 2026. The fee, which was approved in principle by the Cabinet in February 2023, is set at THB300 ($8.30) for air arrivals and THB150 ($4.15) for land or sea entries. The revenue generated will be used to enhance tourist sites and fund insurance coverage for foreign visitors.

The delay comes amid broader challenges facing Thailand’s tourism sector, particularly concerning Chinese tourist arrivals. Earlier this week, Bhumjaithai Party leader Anutin Charnvirakul blamed the Thai government’s controversial plan to legalize casinos for the dramatic decline in Chinese tourist arrivals. Anutin claims the policy has angered Chinese President Xi Jinping, who issued strong warnings to Prime Minister Paetongtarn Shinawatra during a summit.

In a Facebook post, Anutin revealed details of a meeting between PM Paetongtarn and Xi, claiming President Xi warned the Thai government three times to cancel the casino legalization policy or face repercussions from China.

According to Anutin, the casino legalization policy has directly caused Chinese tourist arrivals to plummet by up to 90 percent, severely impacting Thai tourism operators and workers in service industries such as hotels, restaurants, and retail.

The former interior minister, who recently left the ruling coalition to join the opposition, warned that if the government fails to make a strong commitment not to resubmit the casino legalization bill to parliament, the damage to Thailand’s tourism sector would worsen. He urged the government to publicly announce the cancellation of the policy to prevent further harm to the industry.

Macau Legend aims at share consolidation, potentially planning to raise funds through further issuance

Satellite casino operator Macau Legend is moving forward with plans for a share consolidation, despite concerns over its viability due to the upcoming closure of its casino operations in the gaming hub by the end of the year.

The Hong Kong-listed company, which operates the Legend Palace casino at Macau’s Fisherman’s Wharf will hold a vote on the share consolidation on July 30th.

The motion comprises of consolidation of every 10 existing shares in the issued and unissued share capital of the company to be consolidated into one share.

The group notes that the authorized share capital of the company is HK$1 billion ($127.4 million), divided into 10 billion shares. Following the consolidation the company would have 1 billion shares of HK$1 each ($0.13).

After the consolidation there would be some 620.11 million consolidated shares in issue ‘which are fully paid or credited as fully paid’.

The group notes that the consolidation ‘will not alter the underlying assets, business operations, management or financial position of the company or the proportionate interests or rights of the shareholders’.

The group is expecting that the share consolidation could become effective by September 4th, after which trading will only be in consolidated shares.

The group further made an indication of concern over its financial status.

‘Although the Company does not have any concrete plan at the Latest Practicable Date, due to the financial needs of the Group, the Company is considering fund-raising exercises by way of, including but not limited to, rights issue after the Share Consolidation and the Change in Board Lot Size becoming effective,’ it indicated in the filing.

Early this month, Macau Legend stated that it had secured agreements with its lenders to restructure its debt, after the Audit Committee expressed concerns over the company’s ability to continue as a going concern.

As of the end of 2024, Macau Legend reported HK$2.07 billion ($265.41 million) in bank borrowings and HK$339.4 million ($43.57 million) in shareholder loans either due within 12 months or repayable on demand, despite holding HK$52.3 million ($6.68 million) in cash and bank balances.

Okada Manila 2Q25 GGR down by 19% yearly, to $125M

Okada Manila operator Tiger Resort, Leisure and Entertainment (TRLEI) saw a 19.63 percent drop in its 2Q25 gross gaming revenue results, falling to PHP7.1 billion ($125.3 million), with drops in VIP, mass table games and gaming machine revenue.

VIP rolling chip volume saw significant deterioration in the second quarter, on a yearly basis, falling to nearly PHP52.42 billion ($925.3 million), compared to PHP78.47 billion ($1.38 billion) in 2Q24. Total revenue from the VIP segment amounted to PHP2.29 billion ($40.42 million) during the second quarter, down by 21 percent yearly.

Gaming machine revenue was down by 6.3 percent yearly, topping out at just PHP2.78 billion ($49.1 million) in the quarter.

Mass market table games revenue was similarly down, dropping by 31 percent, totaling PHP2.02 billion ($35.66 million).

Non-gaming revenue – encompassing hotel, F&B, retail, entertainment, and others – also fell during the quarter, reaching just PHP929 million ($16.4 million) – down by 7.47 percent yearly.

Looking at the quarter overall, total revenue for TRLEI, a subsidiary of Universal Entertainment, amounted to PHP8.03 billion ($141.76 million), down by 18.38 percent year-on-year.

Hotel occupancy during the quarter actually increased, reaching 86 percent, compared to 78.9 percent in 2Q24, with a slight drop in the average daily room rate.

During the second quarter, Okada Manila saw 1.41 million visitors, compared to 1.44 million in 2Q24.
