Macau premium gaming shows strength with rising average wagers: Citigroup

Macau’s premium mass gaming market continues to show resilience, with total wagers rising 3 percent year-on-year in September 2025 despite an 18 percent decline in player numbers, according to the latest monthly survey by Citigroup analysts George Choi and Timothy Chau.

The survey revealed that while fewer premium mass players were observed compared to the same period last year—an effect analysts attributed to the start of the school term—the quality of players improved notably. Average wager per player jumped 27 percent year-on-year to HK$24,550 ($3,150), up from HK$19,389 ($2,490) in September 2024, more than offsetting the decline in player volume.

Total premium mass wagers in September amounted to HK$12.3 million ($1.58 million), representing a 3 percent increase from the prior year. The survey recorded 500 premium mass players, down from 610 in September 2024.

High-roller activity strengthens market confidence

The survey documented notable ‘whale’ activity, with 27 high-rollers betting HK$100,000 ($12,850) or more, compared to 21 in September 2024. The standout player of the month was observed at the Venetian High Limit Area, wagering HK$2 million ($257,000) at a reserved table. This marks the fifth time in the past six months that the ‘Player of the Month’ exceeded HK$1 million ($128,500) in wagers.

‘It is also encouraging to run into a HK$2 million wagering whale in a seasonally slow month,’ the analysts wrote, stressing that premium mass demand remains ‘robust’ despite September’s typically weaker performance following the school term.

Other notable whale sightings included a HK$400,000 ($51,400) player at Wynn Palace’s Chairman Club and a HK$300,000 ($38,500) whale at the City of Dreams High Limit Area.

Sands China leads market share rankings

Sands China emerged as the top performer in the premium mass segment, capturing 35 percent of total wager observed, driven largely by the HK$2 million ($257,000) whale. The company also recorded five additional whales wagering between HK$100,000 and HK$170,000 across its properties. Galaxy Entertainment Group ranked second with a 20 percent share, with analysts observing seven whales at Galaxy Macau and one at StarWorld.

The survey also pointed to signs of broader market recovery, with average minimum bets for mass baccarat rising 5 percent year-on-year to HK$2,016 ($259). This marks the second consecutive month of year-on-year growth, which analysts interpret as a positive signal for the ‘grind mass’ segment.

Competitive landscape remains manageable

Despite intensifying competition among Macau’s six gaming operators, analysts said the environment remains ‘manageable.’ MGM’s recent marketing initiatives—including offering mini Labubu collectibles for player point redemption and holding lucky draws for Rolex Daytona watches for players wagering HK$5,000 ($642) or more on side bets—were described as cost-effective strategies unlikely to weigh significantly on profit margins.

Analysts believe these moves will help MGM defend or potentially grow its market share, even as rivals such as Sands’ Londoner Grand and Galaxy’s Capella continue their expansion efforts.

Casinos still important link for Chinese money laundering networks: US finance crime watchdog

According to a new analysis by the US Treasury’s Financial Crimes Enforcement Network (FinCEN), casinos – alongside banks and money service businesses – were among the sectors that filed thousands of suspicious activity reports linked to Chinese money laundering networks (CMLNs) between 2020 and 2024.

Although banks accounted for the vast majority of the 137,000 suspicious activity reports reviewed, casinos and related financial operators flagged more than $24 billion in suspect funds over the five-year period. These included irregular chip purchases, ‘chip walking’ – when gamblers leave tables without redeeming their chips – and large cash deposits unaligned with customers’ reported income.

Analysts say the findings highlight how casinos, especially in gaming hubs like Las Vegas and Macau, are attractive for criminal syndicates seeking to blur the line between legitimate gambling winnings and dirty money.

‘Casinos remain vulnerable points in the global financial system,’ the FinCEN report said, adding that unusual gaming practices and suspicious investment activity were repeatedly tied to Chinese passport holders or students in the United States.

The report also details how Chinese networks moved illicit cash through multiple fronts – from adult daycare centers in New York to real estate purchases – but casinos stand out as one of the few places where large sums of cash can still be turned over quickly with relatively little scrutiny.

In one case, a Chinese national flagged as a ‘student’ was linked to more than $22 million in suspicious casino activity, mostly reported by gaming houses. Another individual tied to four California colleges was associated with over $81 million in suspicious transactions, including gambling activities, luxury purchases and wire transfers from China.

The laundering methods range from straightforward to sophisticated. Some involved patrons buying chips with unexplained cash, playing minimally, and then cashing out to receive what appear to be legitimate gambling proceeds. Others used casinos as part of larger layering schemes, combining gaming with shell companies, property deals and luxury good purchases.

While Macau – the world’s biggest casino market – was not named directly in the report, experts note that its gaming-driven economy has long been a magnet for mainland Chinese capital outflows. Beijing has in recent years tightened controls on cross-border gambling and high-roller junket operations, moves partly aimed at curbing the type of capital flight and laundering now outlined by US authorities.

The findings come as regulators worldwide intensify pressure on casinos to strengthen anti-money laundering (AML) checks. In the US, casinos are required to report suspicious transactions under the Bank Secrecy Act, but compliance has been patchy.

‘Casinos are designed to move money quickly, often anonymously,’ said a former US Treasury official familiar with the report. ‘That makes them catnip for launderers, especially when combined with demand from Chinese nationals seeking US dollars outside Beijing’s strict capital controls.’

Philippines strengthens ties with Cambodia with official Presidential visit

The Philippines is strengthening ties with Cambodia, with a visit by President Ferdinand R. Marcos Jr. and the First Lady that kicked off on Sunday.

The visit comes at the invitation of Cambodian King Norodom Sihamoni.

The two visiting dignitaries were welcomed by Cambodian officials at Phnom Penh International Airport on Sunday afternoon as part of a three-day state visit.

This comes even as tensions run high between attempted upstart casino rival Thailand, which has faced the ousting of its Prime Minister over worsening ties with its neighbor.

Aside from the first lady, the Philippine President is joined by numerous cabinet members as part of an official delegation.

Marcos Jr is set to meet with Prime Minister Hun Manet on the second day of the trip, to discuss trade, eliminating transnational crime and education, among other top issues.

The Philippine President is also reportedly aiming to garner support from Cambodia for the Philippines’ Chairmanship of the Association of Southeast Asian Nations (ASEAN) next year.

Cambodia’s Prime Minister underwent a formal visit to the Philippines in February of this year, however, the last official state visit by a Philippine President to Cambodia took place in 2016.

Philippines aiming to ease visa restrictions with China to improve visitation

The Philippines is aiming to boost its tourism from China, with the Department of Tourism pushing for an easing of its e-Visa policy and up visitation from the “major market”.

According to reports, the DOT cited neighboring countries within ASEAN’s success in drawing in more visitors from source markets after waiving or easing visa requirements.

The department is aimed at attracting more ‘free independent travelers (FIT)’, citing that visa slots for the traveler group remain limited. In conjunction group visa applications remain restricted to “only twice a week”.

The tourism department aims to coordinate with the Department of Foreign Affairs and Foreign Service Posts to facilitate the issuance of visas, hoping for a proactive approach to stimulate visitation.

Chinese visitation to the Philippines declined sharply this year, despite the nation being the second-largest tourism source market in 2019.

Macau suspended transport connections with Hong Kong, canceled dozens of flights, and halted bus and ferry services on Saturday night as Typhoon Tapah swept through the region, bringing heavy rain and strong winds.

The Meteorological and Geophysical Bureau (SMG) hoisted the No. 8 northeast tropical cyclone signal at 9 p.m. on September 7th, warning that winds would intensify overnight and persist until at least 10 a.m. on September 8th. Officials forecast frequent downpours and thunderstorms, with wind speeds reaching force 8 to 9 levels as the storm brushed past Macau early Monday morning.

Typhoon Tapah disrupts Macau with flight cancellations and transport

The storm’s impact disrupted local transportation and forced closures in low-lying areas. Mocha Slot Club at Porto Interior announced it would suspend operations from 9 p.m. on September 7th, citing inundation risk, after receiving approval from the Gaming Inspection and Coordination Bureau (DICJ). Other casinos remained open, though access was affected by the suspension of public transport services.

In a statement, the DICJ said it had coordinated with casino operators in advance of the storm to ensure employee and guest safety. “The bureau has maintained close communication with gaming concessionaires, requiring them to set up rest areas in advance of the No. 8 signal, so that staff and guests have access to food, shelter, and support during the storm,” the regulator said. The bureau added that it instructed operators to make arrangements so employees would not need to commute while the signal remains in effect.

Authorities stressed that ensuring safety remained the top priority, with strict oversight of gaming operators’ typhoon measures. “The DICJ will continue to fulfill its statutory supervision duties, upholding employee rights, including proper rest and compensation, while safeguarding the well-being of staff and guests,” the bureau stated.

Anti-casino advocate Anutin Charnvirakul wins vote to become Thailand’s new PM

Thailand has officially confirmed its 32nd Prime Minister after the House of Representatives on Friday elected Bhumjaithai Party leader and outspoken casino opponent Anutin Charnvirakul.

The 58-year-old politician secured 311 out of 490 votes, defeating Pheu Thai Party nominee Chaikasem Nitisiri in the parliamentary election.

Under Thailand’s Constitution, a candidate must secure more than 50 percent of the vote—or at least 247 votes—from the 492-member House of Representatives to assume office. Anutin’s victory was made possible by crucial backing from 143 members of the opposition People’s Party, which supported his candidacy in exchange for a commitment to dissolve parliament within four months.

His ascension follows the dismissal of Paetongtarn Shinawatra, who was removed from office last week by court order after being found guilty of ethics violations over a politically compromising phone call with Cambodia’s Senate President Hun Sen. Her removal marked the fifth time since 2008 that a Thai Prime Minister has been ousted by judicial or legal ruling.

Anutin has long opposed casino legalization. Both his Bhumjaithai Party and the supporting People’s Party were vocal critics of the previous government’s Entertainment Complex bill, which sought to legalize casino gaming within large-scale integrated resorts. He even attributed Thailand’s recent decline in Chinese tourism to the casino policy and played a key role in having the bill dropped from the House agenda in July.

Born in 1966, Anutin is the eldest son of former Interior Minister Chavarat Charnvirakul. He earned a degree in engineering from Hofstra University in the United States and later completed a Mini MBA at Thammasat University. His political career began in 1996 as an advisor to the Foreign Minister. He later served as Deputy Minister of Public Health and Deputy Minister of Commerce under Thaksin Shinawatra’s government.

Anutin succeeded his father as Bhumjaithai Party leader in 2012 and served in the Pheu Thai-led coalition that took power in 2023. He and his new government are expected to take office within days, following formal appointment by King Maha Vajiralongkorn.

MGM Resorts COO Corey Sanders to retire, stay on as senior advisor until 2026

MGM Resorts International announced that Chief Operating Officer Corey Sanders will retire after more than three decades with the company.

Sanders will remain in his role until December 31st, 2025, before transitioning to senior advisor to the President and CEO through December 31st, 2026. The company said it will name his successor later this month.

According to the announcement, Sanders played a pivotal role in shaping MGM Resorts’ growth and operations. He oversaw the company’s Las Vegas and regional properties, as well as corporate functions including Hospitality, Gaming, Human Resources, and Strategic Initiatives. Earlier in his career, he served as Chief Financial Officer and Treasurer and held senior leadership positions across MGM MIRAGE, MGM Grand Resorts, and MGM Grand.

Bill Hornbuckle, President and CEO of MGM Resorts, praised Sanders’ contributions: “It’s impossible to overstate what Corey has meant to this company over the last 30-plus years. He has been a constant presence, providing foundational leadership for key moments that have defined our history – from our acquisitions of Mirage Group and Mandalay Resort Group to our regional property expansions like Springfield, National Harbor, Empire City, and Borgata.
