US moves against scam compounds in Sihanoukville, Shwe Kokko

The US Department of the Treasury has imposed sanctions on criminal networks in Myanmar and Cambodia accused of running large-scale cyber scam operations that defrauded Americans of more than $10 billion in 2024, a 66 percent increase over the previous year. 

The action, announced on September 8th by the Treasury’s Office of Foreign Assets Control (OFAC), targets entities linked to forced labor, human trafficking, and transnational organized crime.

Under Secretary of the Treasury for Terrorism and Financial Intelligence John K. Hurley said Southeast Asia’s cyber scam industry “not only threatens the well-being and financial security of Americans, but also subjects thousands of people to modern slavery.” He stressed that under President Trump and Secretary Bessent’s leadership, Treasury will use “the full weight of its tools” to combat the networks and protect US citizens.

Scam centers in Myanmar and Cambodia

The sanctions include nine targets operating in Shwe Kokko, Myanmar, under the protection of the Karen National Army (KNA), previously designated as a transnational criminal organization. Shwe Kokko has become a notorious hub for virtual currency investment scams, often involving trafficked workers coerced into defrauding Americans through online schemes.

In Cambodia, OFAC designated 10 entities linked to cyber scams operating from casinos-turned-criminal compounds in Sihanoukville. These facilities, originally developed by Chinese investors as gaming venues, were repurposed into centers for virtual currency scams once those activities proved more profitable.

Companies such as T C Capital Co. Ltd. and K B Hotel Co. Ltd. are accused of using casino and hotel complexes to launder illicit proceeds, while victims of human trafficking were forced to carry out cyber scams from within the compounds. Several of the operators have prior convictions in China for money laundering and illegal gambling.

Sanctions framework and implications

The designations were made under multiple authorities, targeting transnational crime, malicious cyber activities, and serious human rights abuses.

As a result, all property and interests in property of the designated individuals and entities in the United States or under US jurisdiction are blocked and must be reported to OFAC. Entities owned 50 percent or more by sanctioned individuals are also automatically blocked.

Unless specifically licensed by OFAC, US persons are generally prohibited from engaging in transactions with sanctioned parties. This extends to financial institutions and other businesses worldwide that might otherwise provide funds, goods, or services to the blocked entities. Violations may result in civil or criminal penalties.

The Treasury emphasized that the sanctions aim not only to disrupt illicit financial flows but also to address the human rights abuses underpinning the scam networks. “The ultimate goal of sanctions is not to punish, but to bring about a positive change in behavior,” the department noted.

The designations build on prior actions against entities such as Huione Group, identified as a primary money laundering concern, and Funnull, which sold bulk internet protocol addresses to cybercriminals. The crackdown highlights Washington’s broader effort to dismantle Southeast Asian cybercrime infrastructure that increasingly targets Americans with so-called “pig butchering” investment scams.

Philippines officials uncovered laundering $18.3M through 13 casinos: Report

Former Department of Public Works and Highways (DPWH) engineers from Bulacan Province in the Philippines allegedly laundered billions of pesos through 13 casinos across Metro Manila, Cebu, and Pampanga between 2023 and 2025, according to local media reports citing Senate President Pro Tempore Panfilo Lacson.

The officials, dubbed the “Bulacan Group of Contractors, “lost nearly PHP950 million ($17.4 million) in casino transactions while their total cash-to-chips and chips-to-cash conversions exceeded PHP1 billion ($18.3 million), Lacson revealed in a speech on Tuesday.

Lacson did not reveal the names of the casinos, but he disclosed that the loss amount was calculated based on documents obtained from the Philippine Amusement and Gaming Corporation (PAGCOR), the country’s gaming regulator.

The scandal involves five key figures who used aliases during their casino activities. Lacson suggested the alleged scheme involved exchanging cash for chips, playing minimally, then cashing out to declare the money as gambling winnings. “This is not mere luck. It bears the hallmarks of a money laundering scheme,” he stated, citing validated documents from PAGCOR.

The senator has submitted the officials’ names and aliases to the Anti-Money Laundering Council, seeking to freeze their assets. The case stems from investigations into anomalous flood control projects in Bulacan, where residents remain submerged in floodwaters despite billions allocated for infrastructure improvements.

The revelations include evidence of rigged bidding processes, manipulated progress reports, and falsified public documents. One project worth PHP92.58 million ($1.7 million) in Bulacan reportedly claimed 46 percent completion just 2 days after receiving a notice to proceed, with contractors billing nearly half the project cost despite minimal actual progress.

Officials involved in the case continued visiting casinos even after government investigations began, with one last seen at a casino on September 1st, 2025, while the Senate Blue Ribbon panel was conducting its probe.

Macau casino operators are strategically organizing major entertainment events following the National Day Golden Week to sustain and enhance gross gaming revenue (GGR) momentum.

According to a new report from Citigroup, analysts George Choi and Timothy Chau anticipate GGR to average MOP1.05 billion ($130 million) per day during the 8-day National Day Golden Week from October 1st to 8th, remaining largely in line with this year’s Labor Day holiday performance. However, they emphasize that whether Macau’s October 2025 GGR exceeds consensus will depend heavily on post-Golden Week momentum driven by scheduled high-profile events.

Major entertainment offerings lined up immediately after the holiday period include NBA China Games featuring the Phoenix Suns and Brooklyn Nets at the Venetian Arena, as well as concerts by Jackson Wang at Galaxy Arena. If these events successfully boost gaming volumes post-Golden Week, Citigroup’s October 2025 GGR forecast of MOP23 billion ($2.84 billion) ‘could prove conservative,’ indicates the report.

The Citigroup analysts maintain their bullish stance on Macau, identifying three primary drivers expected to fuel continued GGR growth. First, concerts and events represent ‘a proven model in Macau,’ with recent data showing that big-name performers such as Jacky Cheung and Eason Chan have successfully attracted high-value players and boosted overall gaming revenues.

The upcoming entertainment calendar includes the aforementioned NBA China Games at the Venetian Arena and concerts by Jackson Wang and Lu Han at Galaxy Arena—events the analysts are particularly monitoring for their potential impact on gaming volumes.

Also, side bets are ‘enhancing casino hold rates,’ as operators increasingly motivate players to engage with additional wagering options, including progressive jackpots and luxury prize draws such as Rolex Daytona watches. The analysts expect the growing popularity of these to provide an extra boost to GGR performance.

Furthermore, data collected through Citigroup’s proprietary table survey indicate that ‘players remain passionate about gaming activities,’ suggesting sustained underlying demand for gaming services.

Upgraded GGR forecasts for 2025–2026

Based on these positive indicators, Citigroup is raising its fiscal year 2025 GGR yearly growth forecast from 7 percent to 10 percent, reaching MOP248.6 billion ($31.1 billion). This revision implies 14 percent annual growth for the remainder of the year. The firm is also upgrading its fiscal year 2026 GGR growth forecast from 5 percent to 7 percent, totaling MOP265.5 billion ($33.3 billion).

The analysts note that their proprietary table survey has consistently indicated since April 2025 that gaming demand, particularly in the Premium Mass segment, ‘remains robust.’ The rich concert and event calendar being assembled by casino operators over the coming months is expected to continue appealing to premium players.

Additionally, the six major casino operators have been introducing new side bets to their baccarat games, which are ‘significantly enhancing house advantages’ and showing signs of pushing up casino hold rates, making the analysts more confident in their current GGR forecasts.

UAE hotels generate $7.1B in first half of 2025 as tourism momentum builds

The United Arab Emirates’ tourism sector recorded strong growth in the first half of 2025, with hotel revenues reaching AED26 billion ($7.1 billion) and occupancy rates climbing to 80.5 percent, according to Abdulla bin Touq Al Marri, Minister of Economy and Tourism and Chairman of the Emirates Tourism Council.

Arabian Business reported that the figures mark a 6.3 percent increase compared with the same period in 2024, underscoring the resilience of the industry and its role in supporting the UAE Tourism Strategy 2031. The plan aims to raise the sector’s contribution to the national economy to AED450 billion ($122.5 billion) by the next decade.

Speaking at the council’s third meeting of the year, Bin Touq said tourism has become a cornerstone of the country’s non-oil growth strategy. “Through the Emirates Tourism Council, we continue our efforts to promote sustainable tourism development by fostering effective partnerships between the public and private sectors and launching innovative initiatives and projects,” he noted.

He added that ongoing efforts not only bolster visitor numbers but also create opportunities for Emirati talent and enhance the country’s profile on the global tourism stage.

The UAE continues to attract significant foreign direct investment into its tourism and hospitality sector. Major projects currently under development include Wynn Resorts’ multi-billion-dollar integrated resort in Ras Al Khaimah, expected to open in early 2027, and MGM’s resort in Dubai, scheduled for the second half of 2028.
