PH Senator calls out gov’t insurance system for purchase of online gaming company shares

The Philippines’ Government Service Insurance System (GSIS) has been called out by a Senator for allegedly investing over PHP1 billion ($17.4 million) in the Philippine’s largest online gambling platform DigiPlus.

Senator Risa Hontiveros, a strong proponent of imposing strict limits on the gambling sector, questioned the GSIS’ alleged purchase of DigiPlus shares, claiming that these were purchased by the GSIS during their peak valuation and have since dropped in value.

“What was GSIS thinking, investing funds in online gambling,” the politician questioned during a plenary session.

The Senator furthered that “we in the Senate, along with the House of Representatives and even Malacañang (the Presidential Palace), are all taking strong initiatives and firm stands against online gambling because of its harmful social costs”.

“Why is GSIS investing the retirement money of public servants to seemingly expand the e-gaming industry? We need explanations,” noted the politician.

Stocks in online gaming-linked companies, including DigiPlus, have seen significant decreases since numerous top officials have called for restrictions or an outright ban on online gambling in the Philippines.

DigiPlus is a Philippine Stock Exchange-listed company, is ranked on the Fortune Southeast Asia 500 list and is regarded as one of the nation’s fastest-growing companies.

Hontiveros’ statements also come as the government aims to improve transparency and eliminate waste and corruption linked to its budget. The budget was one of the top issues raised by the nation’s President Ferdinand Marcos Jr. during his State of the Nation Address (SONA) last month, an address which – notably – did not bring up the issue of online gambling.

Thailand continues crackdown on illegal gambling websites, busting $1.73M platform

Even as the debate continues over legalizing gambling in Thailand, police are hot on the heels of illegal operations, on Wednesday busting a THB56 million ($1.73 million) gambling website operating north of Bangkok.

According to the Bangkok Post, the raid was conducted after police received information linked to illegal gambling site Auto888vip.com.

During the raid on a house in the Khlong Luang area of Pathum Thani, police arrested one 30-year-old individual who allegedly handled the finances of the platform – both withdrawing money from the site and handling proceeds.

Amongst the items seized was THB28 million ($865,000) in cash, luxury watches and luxury goods, as well as two luxury vehicles. The titles on the house and land were also frozen.

Authorities indicate that Auto888vip.com had around 3,000 active user accounts monthly, and processed cash withdrawals amounting to THB20 million ($618,000) per month over the past six months.

The investigation is ongoing, with hopes for further apprehensions.

Last year, Thailand’s Ministry of Digital Economy and Society was tasked with updating the nation’s online gambling laws, establishing a minister-led national committee to change legislation and ensure compliance with the nation’s cybersecurity act.

It’s estimated that the nation’s underground gambling economy is worth some THB1.1 trillion ($30.9 billion) annually.

South Korea visa exemption for Chinese tour groups starts September 29th

South Korea’s visa-free entry policy for Chinese tour groups will officially begin on September 29th and run through June 30th next year, as the government seeks to boost local economic activity and accelerate tourism recovery.

The nation’s Prime Minister Kim Min-seok announced the timeline during a “Tourism Revitalization Small Policy Task Force” meeting on August 6th, confirming the temporary visa exemption for Chinese group tourists. The move is seen as a reciprocal response to China’s resumption of visa-free entry for South Korean citizens in November last year.

‘The Korean tourism market is currently recovering rapidly, and if this visa-free policy is implemented, we expect it will further stimulate demand for visits to Korea, thereby promoting local economic revitalization and producing substantial effects on domestic demand,’ the South Korean government indicated in a statement.

The announcement comes as South Korea’s tourism sector shows strong signs of recovery. In the first quarter of this year, 4.3 million international visitors arrived, with Chinese tourists making up nearly 25 percent of the total. China’s own visa-free policy for South Koreans is set to continue until the end of next year.

The policy has already sparked a positive market response, particularly benefiting South Korea’s hospitality and casino sectors. Hotel and casino-related stocks have recorded strong gains as the implementation date approaches, with investors anticipating a surge in Chinese tourist arrivals.

This development is especially significant for South Korea’s casino industry, where all except one establishment are foreigner-only and rely heavily on international visitors. The expected influx of Chinese tour groups is likely to create substantial revenue opportunities for these tourism-dependent businesses.

In its press release, the South Korean government said it continues to coordinate with relevant departments to ensure the smooth implementation of the policy, which marks another step toward strengthening bilateral tourism ties between the two countries.

Macau police arrest four locals in $38.4M illegal money exchange scheme

Macau’s Judiciary Police have arrested four local men in connection with an illegal money exchange syndicate that allegedly handled HK$300 million ($38.4 million) in transactions since November 2023.

The arrests reflect the authorities’ ongoing crackdown on unauthorized money exchange operations linked to gambling activities in the territory.

The suspects, aged between 30 and 32, included three individuals who claimed to be unemployed and a fourth who described himself as a watch purchasing agent. Police seized cash and gambling chips worth HK$1.55 million ($198,000) during raids conducted in the Cotai and Taipa areas.

The criminal group allegedly earned approximately HK$10 million ($1.28 million) in profits from facilitating these illegal transactions. Their operations reportedly began shortly after new legislation criminalizing unauthorized money exchange took effect in late October last year.

The updated law, which replaced a 1996 statute, expands the scope of prohibited gambling-related activities. Individuals convicted of unauthorized money exchange now face maximum prison sentences of up to five years. The legislation also introduced tougher penalties and enhanced investigative procedures to combat illegal gambling operations.

This bust follows a larger operation in March 2025, when Macau’s Judiciary Police, in cooperation with mainland Chinese authorities, dismantled two cross-border criminal syndicates operating through eight jewellery and pawn shops near the city’s casinos. That investigation led to 42 arrests and uncovered illegal transactions worth nearly HK$800 million ($102.6 million), generating illicit profits exceeding HK$21 million ($2.7 million).

It is also worth noting that investment banks and market observers have stated that the broader crackdown on illegal money exchange operations in Macau is expected to have minimal impact on the city’s gaming revenue. These activities are believed to target a very specific and niche cohort of players.

Thai authorities clarify stance on poker play, after tourneys legalized

Authorities in Thailand have clarified their stance on the nation’s poker policy, after legalizing poker games for money under specific conditions effective from July 30th.

Sorawong Thienthong, Minister of the Tourism and Sports Ministry – which is set to oversee poker tourneys, indicated that the move is not a “full deregulation”.

In statements cited by the Bangkok Post, the official noted that “poker can only be played during specific events, and only after a formal Poker Sports Association is established”.

Sorawong furthered: “there’s no urgency, and we’re following proper procedures”.

The statement comes amidst trepidation about the possible legalization of gambling in the country, an issue that has sparked much interest from gaming operators and backlash from the public.

“We are not trying to legalize gambling. Globally, poker is already adopted as a sport. I expect it will eventually be recognized in events like the Asian Games,” clarified the official.

However, the official noted that even casual poker play would require permission, noting that “if any form of betting is involved, it’s illegal”.

Sorawong quickly distanced the poker issue from that of the Entertainment Complex Bill, noting “This is an exceptional case. The Interior Minister remains concerned about gambling […] illegal gambling remains a criminal offense”.

The bill to legalize authorized poker tournaments was signed by the Interior Minister and Acting Prime Minister.
