Thailand tightens exports to prevent scam compounds rebuilding in Cambodia

Thailand’s cabinet has approved updated regulations governing export-controlled goods along its eastern border, aiming to prevent materials from being used to rebuild properties linked to cyber-scam operations in Cambodia.

According to local media outlet The Bangkok Post, Acting Defence Minister Gen Nattaphon Narkphanit said on Tuesday that the revised measures will expand oversight of construction materials such as cement and steel. Authorities are seeking to ensure that these goods are not diverted to repair buildings associated with scam networks operating along the Thai–Cambodian border.

The proposal builds on controls already enforced along the Thailand–Myanmar border, where regulations were strengthened to curb scam-related activities. Gen Nattaphon noted that supervision along the Thai–Cambodian frontier had relied on “outdated rules”, some of which primarily covered fuel exports and no longer reflected current conditions.

The updated framework is intended to modernize and standardize enforcement mechanisms across both borders. According to the acting defense minister, the goal is to ensure “consistency in the control of goods that could be exploited by criminal networks”.

The move comes amid ongoing tensions along the Cambodia–Thailand border, as authorities on both sides face mounting pressure to address transnational scam operations and related criminal activity. Cyber-scam compounds in parts of Cambodia have drawn regional scrutiny in recent years, prompting coordinated crackdowns and policy responses from neighboring governments.

Several cyber-scam hubs have been reported along the Cambodia–Thailand border, particularly in O’Smach town and the Poipet area in Banteay Meanchey province. Thai military officials and international media have identified O’Smach as a major center for organized fraud operations, where authorities have uncovered scam scripts, target lists, and facilities designed to impersonate foreign law enforcement agencies. 

Meanwhile, Poipet, a key border crossing city, has been linked to multiple scam compounds, with Cambodian and Thai authorities previously rescuing foreign nationals from sites in the area. Both locations have been frequently cited in official reports as focal points of cross-border cybercrime activity.

The crackdown in Cambodia has intensified in recent months following the arrest of alleged scam kingpin Chen Zhi, who was transferred to China. Cambodian authorities have since stepped up enforcement efforts, with the government setting an end-April deadline to shut down all remaining scam hubs nationwide.

Chinese ambassador calls for Cebu–Xiamen air link to strengthen China–Philippines

Chinese Ambassador to the Philippines Jing Quan called for the restoration of direct flights between Cebu and Xiamen to enhance bilateral ties, amid efforts to revive people-to-people exchanges that have plummeted since the pandemic. 

Speaking at a 2026 Chinese New Year reception on February 10th, the ambassador highlighted the initiative as a key step to stabilize and improve relations between the two nations, according to a report from the local Chinese-language portal FLW.

The event – held in Taguig City and attended by about 1,200 guests, including Philippine First Lady Liza Marcos, foreign diplomats, and business leaders – was hosted by the Chinese Embassy, the Federation of Filipino-Chinese Chambers of Commerce and Industry, and the Federation of Filipino-Chinese Associations.

In his address, Ambassador Jing emphasized the need to reverse the decline in bilateral interactions, noting that annual visits dropped from 3 million pre-pandemic to fewer than 300,000 last year.

Jing welcomed the Philippines’ recent implementation of a 14-day visa-free policy for Chinese citizens, describing it as the result of prolonged efforts by multiple parties. The official said this would enable more spontaneous travel, but acknowledged safety concerns, adding that China is collaborating with Philippine law enforcement to combat transnational crime and ensure orderly exchanges.

The ambassador revealed his recent visits to five provinces, including Cebu, where the local Chinese community expressed a strong desire to resume the Cebu-Xiamen route, which has been suspended for over a year. Upon returning to Manila, Jing said he has begun advocating for its revival, along with potential new routes like Manila-Chongqing, to foster greater understanding and trust.

These proposals come as the two countries recently resumed stalled bilateral dialogues in Cebu and outlined a roadmap to elevate discussions, potentially spurring cooperation in other areas. Jing expressed optimism about economic ties, with China remaining the Philippines’ largest trade partner, and hopes to introduce high-tech industries such as green energy and artificial intelligence.

Amid ongoing disputes in the South China Sea, Jing stressed China’s emphasis on good neighborly relations and dialogue to manage differences.

Cambodian authorities raid Golden Lion Casino Hotel amongst telecom fraud crackdown

In a sustained operation against telecommunications fraud, Cambodian authorities have deported a total of 1,060 Chinese nationals over the past four days and raided the Golden Lion Casino Hotel in Sihanoukville.

On February 10th, authorities raided the Golden Lion Casino Hotel in Sihanoukville, detaining approximately 805 foreign nationals from seven countries, most of whom are Chinese.

This follows a previous operation on January 31st in Bavet City, Svay Rieng Province, where around 2,044 people were arrested at a suspected telecom fraud compound.

According to The Khmer Times, many more suspects, including a significant number of Chinese citizens, remain in centralized holding facilities as the government accelerates its nationwide crackdown.

They are undergoing legal investigation and review pending further action and possible deportation. Given the large scale and complex backgrounds of those involved, the repatriation process is being conducted in phases.

Under a bilateral law enforcement cooperation framework, Chinese officers have been dispatched to Cambodia to assist in the operation. During the handover, suspects were verified, assigned identification numbers, and transported under tight security to the airport by Cambodian personnel.

Chinese law enforcement officials participated throughout the escort process, coordinating closely with Cambodian counterparts to ensure secure and orderly transfers, boarding, and departures.

In an interview with The Khmer Times, Interior Ministry spokesperson Khieu Sopheak stated that a nationwide campaign to eradicate telecom and online fraud is now fully underway. The government aims to complete this sweep across Cambodia by the end of April this year.

MGM China dividend debate heats up after license fee hike: CLSA

Investors are now scrutinizing whether MGM China Holdings will increase its dividend payout ratio to counter the earnings hit from a recent hike in license and branding fees, says CLSA.

The brokerage firm maintains that such an adjustment is achievable, positioning the company as undervalued despite market concerns.

The shift in focus follows commentary from MGM Resorts International during its fourth-quarter 2025 earnings call, where it justified doubling the revenue-sharing percentage for fees paid by its Macau subsidiary. These fees are directed to MGM Branding and Development Holdings, a 50-50 joint venture between MGM Resorts and Pansy Ho.

CLSA analyst Jeffrey Kiang noted that the fee increase aligns with MGM China’s expanded market presence, largely due to adding 250 gaming tables under the current concession. However, he highlighted communication shortcomings, stating: ‘Connecting the dots backwards makes sense, but no one saw it coming.’ Kiang stressed that the transaction did not require formal shareholder approval at MGM China, which points to the necessity of improved transparency regarding fee structures.

On dividends, the research note suggests investors anticipate a rise from the current 50 percent payout ratio to offset the fee’s impact, potentially to 53 percent or more. ‘We do not think this is a high expectation bar to cross’, Kiang wrote, adding that MGM China paid two special dividends in 2024 and some peers are expanding payouts. For 2025, CLSA forecasts a 50 percent interim payout, comparable to competitors like Galaxy Entertainment Group at 50 percent and higher than Sands China Ltd. at 36 percent and Wynn Macau at 43 percent.

Financially, MGM China delivered very strong 2025 results, with revenue of HK$34.68 billion ($4.43 billion), up 10.4 percent year-over-year, net profit of HK$5.47 billion ($703 million), and EBITDA of HK$8.8 billion ($1.13 billion).

CLSA retains an ‘Outperform’ rating on MGM China. It remains a top pick alongside Galaxy, citing resilient cash flow and potential EBITDA normalization in 2026.

The company’s market cap stands at $6.4 billion, with major shareholders including MGM Resorts at 56 percent and Pansy Ho at 22.5 percent.

Galaxy opens Capella hotel for “top percentile of VIP guests”

Galaxy Entertainment Group officially opened its new Capella hotel, aimed only at VIPs, on Tuesday.

The property has been open since May of last year, but the 95 suite and penthouse hotel held its official debut with top executives including Galaxy Chairman Francis Lui, COO Kevin Kelley and the Capella Hotel Group Head of China Mei Ping.

Philippine lawmaker filing resolution to examine Epstein’s possible footprint in the nation

A Philippine senator is looking to file a resolution to examine the extent of deceased billionaire financier Jeffrey Epstein’s possible network in the country.

Senator Loren Legarda, according to the Inquirer, indicated her certainty that Epstein “had a network in the Philippines”, noting that she would “file the resolution to look into […] the organizations and syndicates that worked with him, as well as the PR companies that helped cleanse his physical and digital image in the Philippines”.

Epstein is reported to have indirectly hired a team in the Philippines to improve Epstein’s image and distract from negative search results.

The lawmaker said she based her assumptions of such a network on reports she had read.

The measure could include the Department of Justice, National Bureau of Investigation or the Senate Committee on Women.

The Epstein files already contain mentions of Macau, including key gambling tycoons that had operations in the SAR.

Numerous references to the Philippines, including the Ninoy Aquino airport, appear in the files, however the mentions are not necessarily linked to wrongdoing.
