The friction trap: expert panel warns against “headline-driven” policy shifts

At the Regulating the Game 2026 conference in Sydney this week, a panel of experts gathered to answer a high-stakes question: Is the industry currently “all in” on a sustainable future, or is it time to fold the old models in favor of something radical?

Moderated by Monique Bielanowski of Monandia Consulting, the session moved quickly beyond platitudes to address a harsh reality: a “reactive” policy environment born from a series of high-profile Royal Commissions is fundamentally reshaping the landscape.

Reactive policy

For decades, Australian gambling policy was defined by “incrementalism”: slow, evidence-based tweaks. Linda Woo, former Executive Director of Regulatory Policy, argued that this era is over. “We are now in a reactive policy environment,” Woo stated. “The challenge for the ‘right’ model is that when you regulate in reaction to a crisis, you risk creating unintended consequences that are harder to fix later.” This “pendulum swing” has moved the focus from economic contribution almost entirely to harm and risk management, often at the expense of long-term stability.

Independent economist Dr. Andrew Russell backed this view, noting that policymakers are now pricing in “negative externalities”, the social costs of gambling, more aggressively than ever before. However, he warned of “regulatory theater.”

“The ‘right model’ must be one that is efficacious – actually reducing harm – rather than just looking busy,” Russell remarked. He cautioned that “regulatory fatigue” is a real threat, where operators become so consumed by the sheer volume of compliance paperwork that actual safety innovation falls by the wayside.

Operator viewpoint

From the operator’s perspective, the “right” model is one that follows the consumer, not just the most compliant companies. Joel Williams, GM of Government & Regulatory Affairs at Tabcorp, highlighted a growing disparity: while domestic, licensed operators face increasingly high-friction regulation, “gray market” offshore entities continue to operate with near-zero barriers to entry. “If the ‘right model’ only burdens the most compliant and visible actors, you eventually drive the consumer into the shadows,” Williams warned. He argued for a holistic approach that ensures a level playing field across the entire wagering ecosystem.

Cultural shift

For terrestrial giants like Endeavour Group, the shift is cultural. Nadine Ewing, Head of Safer Gaming, noted that the industry has moved past the “tick-the-box” era. Today, it’s about data-led interventions, facial recognition, and digital player accounts. However, this brings a new friction point: the customer experience. “The right model needs to support the venue in that conversation with the customer, rather than just imposing the rule and leaving us to manage the fallout at the bar,” Ewing said.

Finding the right model

A recurring theme was the move toward “Prescriptive Regulation”, where the regulator dictates the how rather than the what. Mark D’Andrea of Gaming Associates warned that this rigid approach stifles innovation. “When you regulate by checklist, you kill the incentive to find better harm-prevention strategies,” D’Andrea argued. He noted that while Australia is at the vanguard of this trend, it reflects a global decline in trust between regulators and industry – a trust that can only be rebuilt through transparency and measurable outcomes.

Perhaps the most sobering takeaway was the acknowledgment of a “brain drain” and a technical capability gap within regulatory bodies. As the industry discusses AI and complex algorithmic monitoring, Dr. Russell noted that most regulators are still staffed for a “manual world”. The panel concluded that the future “right model” must be a co-regulatory or “embedded” one, where regulators have real-time access to the same data dashboards as operators.

Hyatt Regency Incheon Paradise City officially opens, bringing Paradise City to 1,270 keys

The Hyatt Regency Incheon Paradise City officially opened this week, following a revamp and rebranding of the 501-room hotel.

Speaking of the opening, Hyatt Regency Incheon Paradise City General Manager HyunMi Bae noted that “Hyatt Regency Incheon Paradise City will serve as a seamless connection between the airport and Paradise City, a world-class entertainment destination”.

The hotel is a five-minute walk from Paradise City, and is designed to ‘seamlessly connect global travelers to the integrated resort’s wellness, entertainment, gaming and cultural experiences’.

The property features 501 guestrooms, including 34 suites. With the new opening, Paradise City now offers a total of 1,270 guestrooms ‘to cater to more international guests’.

Paradise had announced its acquisition of the Grand Hyatt Incheon West Tower (its former branding) in September of last year for KRW210 billion ($151 million), expecting to close the deal by October 31st. However, the acquisition was delayed. The operation contract for the property expired on March 1st, with Paradise to operate the hotel directly following its revamped opening.

Paradise had previously indicated that the acquisition was intended to strengthen its competitiveness as an integrated resort operator and to expand demand from overseas tourists, thereby securing a foundation for sustainable growth.

Paradise City operates 178 tables (131 baccarat, 18 blackjack and 29 others) and 332 slots at its 8,727 square meter casino. Japanese VIP play is the main contributor in regards to casino drop.

Paradise Entertainment FY25 profit falls to $17.8M on Kam Pek casino closure, lower LMG terminal sales

Gaming equipment company Paradise Entertainment is expecting a significant drop in its profit for FY25, following the closure of its satellite casino operation under SJM last year.

In a Monday filing, the group noted that profit is expected to dip to HK$139.4 million ($17.83 million), down by 63.5 percent yearly.

One of the primary reasons for the drop was the cessation of its casino management service at Kam Pek Casino – which closed on December 2nd. This resulted in a drop of HK$85.2 million ($10.9 million), or 11.9 percent, in the group’s revenue year-on-year. The group also was hit with a payment to employees and reimbursement to SJM for gaming operation staff at Kam Pek Paradise totaling HK$42.1 million ($5.38 million).

The group had initially hoped to keep the casino open until the final termination date of December 31st, laid out by the government, however SJM informed the company in November that its agreement would be terminated on December 2nd.

‘The early terminations of operations of the casino on 2 December 2025 resulted in a loss of nearly one month of anticipated income for the group’, highlighted Paradise.

Adding to its financial concerns was a significant drop in revenue from the sale and/or leasing of electronic gaming equipment systems, primarily its live multi game (LMG) terminals and systems in Macau.

Revenue from the segment fell by HK$165.5 million ($21.16 million), or 45.3 percent, compared to 2024, as LMG terminal sales were weakened as customers postponed purchases ahead of the launch of its new Black Coral LMG system. The group ‘anticipates that Black Coral will enhance player engagement and accelerate the replacement of existing LMG terminals and systems in operation, hence driving future revenue growth of the group in this segment’.

Melco taps Chinese actor Jing Boran as City of Dreams Global Brand Ambassador

Macau’s City of Dreams has unveiled Chinese actor and singer Jing Boran as its new Global Brand Ambassador.

Internationally acclaimed ballet dancer Tan Yuan Yuan has also been named ‘Friend of the Brand’ by Melco in what it calls CoD’s ‘New Brand Chapter’.

The gaming operator notes that its “Be a Dreamer” campaign is aimed at ‘redefining the future of luxury travel through avant-garde art, immersive experiences, and cultural resonance’.

In a release, the company notes that ‘travelers are no longer satisfied with singular expressions of luxury’ and are pursuing ‘holistic experiences that offer spiritual resonance, cultural depth, and artistic inspiration’.

The group classifies its City of Dreams property in Macau as a ‘dream engine’.

Speaking of the new branding drive, Melco Chairman and CEO Lawrence Ho noted “Beyond advancing our own journey, this effort enriches Macau’s cultural landscape as an international travel destination. Through continued innovation and artistic expression, we aim to support elevating Macau’s presence on the global tourism stage and gradually transforming this vision into a tangible reality.”

Melco’s fourth quarter 2025 results revealed operating income at its City of Dreams property increased to $150.88 million, from $88.53 million in 4Q24, boosting adjusted property EBITDA to $193.71 million (from $140.08 million in 4Q24). Total gross gaming revenue at the property rose by 14 percent yearly to $764 million, with mass GGR up 10 percent to $539 million. VIP GGR was up by an impressive 36 percent to $200 million, while slot GGR fell 22 percent to $25 million.

SJM Resorts donates MOP 300,000 to Macau Holy House of Mercy

SJM Resorts has announced the donation of MOP 300,000 to the Macau Holy House of Mercy’s Welfare Shop, marking 14 consecutive years of support for its “Food Hamper” programme and bringing festive care to underprivileged families.

On 7 March, members of the SJM Volunteer Team visited the Welfare Shop to assist in distributing food hampers and red packets to more than 370 beneficiary households. Through hands‑on participation, the team helped share seasonal warmth while demonstrating SJM’s continued dedication to community service and social inclusion. 

At a donation ceremony held earlier, Ms. Daisy Ho, Managing Director of SJM, presented the donation cheque on behalf of the Company, which was received by Mr. António José de Freitas, President of the Board of Trustees of SCMM. Other distinguished guests in attendance included Ms. Angela Leong, Director of SJM and Chairman of the Staff Welfare Consultative Committee; as well as representatives of beneficiary organisations—Ms. Ho Sut Heng, Chief Supervisor of the Macau Federation of Trade Unions; Mr. Chan Ka Leong, Director-General of the General Union of Neighbourhood Associations of Macau; and Ms. Gisela Nunes, Secretary-General of SCMM. 

SJM Resorts donates MOP 300,000 to Macau Holy House of Mercy
