Chinese President Xi Jinping praised Cambodia’s efforts to combat telecom and online fraud during a June 26th meeting in Beijing with Hun Sen, president of the Cambodian People’s Party and president of the Senate, according to a report by local Chinese-language news outlet Cambodia China Times.
The two sides exchanged views on strengthening law enforcement cooperation against telecom and online scam operations. Hun Sen said Cambodia currently regards the crackdown on scam-related crimes as a priority and is willing to work closely with China on enforcement cooperation.
Xi said China “highly appreciates” Cambodia’s determination and actions in clearing out telecom and online fraud, adding that Beijing is willing to continue working with Phnom Penh to “completely eradicate” the problem.
Recent Cambodia-China enforcement actions have led to a series of arrests and repatriations, according to the report. In January, Chen Zhi was stripped of Cambodian nationality and escorted back to China. Another key figure linked to Prince Group, Li Xiong, was later arrested, while Liu Ren was recently sent back to China for investigation. Cambodia has so far repatriated more than 20,000 scam-related suspects to China, along with several suspects linked to homicide cases.
The report also cited official data showing that from early 2025 to June 22nd, 2026, Cambodian authorities investigated more than 500 suspected telecom and online scam sites. More than 400 locations were sealed, while 25 casino licenses were revoked or suspended.
During the same period, law enforcement agencies sent 184 cases to court, of which 55 have entered trial proceedings, involving 1,761 defendants. More than 2,000 foreign suspects from 33 countries and regions remain under investigation.
Cambodian Prime Minister Hun Manet also instructed all provinces on June 26th to continue strict enforcement against telecom and online fraud, saying the government would not retreat from its campaign and would act to protect the country’s reputation, investment climate and tourism environment.
