Convicted “POGO mayor” Alice Guo is set to be transferred to jail “within this week”, according to the Bureau of Jail Management and Penology (BJMP).
Guo, was sentenced to life in prison for human trafficking linked to the operation of a POGO (Philippine Offshore Gaming Operator) hub run by Lucky South 99.
The former official had fled the country last year but was apprehended in Indonesia and extradited to face trial in the Philippines.
Guo was convicted alongside seven others for running a large Chinese-operated online gambling complex in Bamban, north of Manila, where hundreds of workers were forced to carry out online scams under the threat of torture.
Guo will be transferred along with two other convicted individuals – Jaimielyn Santos Cruz and Rachelle Joan Malonzo Carreon – undergoing a five-day quarantine before a 60-day orientation period and then entering the regular dormitory at the Maximum Security Camp of the Correctional Institution for Women in Mandaluyong City.
While Guo is in custody, other associates, including Cassandra Li Ong, are still at large, with authorities hoping to apprehend them either in the Philippines or abroad. More than 50 people have been charged with human trafficking linked to the Lucky South 99 scam hub, including former presidential spokesperson Harry Roque – for which authorities are requesting an Interpol Red Notice to assist in his apprehension.
Authorities believe Ong is still located in the Philippines despite reports of being sited abroad.
Also linked to the Lucky South 99 case is Porac, Pampanga Mayor Jaime Capil, who has been released on bail after his arrest on seven counts of graft linked to his supposed failure to regulate Lucky South 99.
The official had surrendered voluntarily after an arrest warrant was issued on November 28th by the Presidential Anti-Organized Crime Commission (PAOCC).
Authorities say that the mayor allowed the POGO to operate despite its gaming permit from the Philippine Amusement and Gaming Corporation (PAGCOR) not being renewed. The official also reportedly failed to inspect the 10-hectare property where Lucky South 99 operated from despite reports of scams, prostitution, torture and more.
Wynn has contributed MOP 600,000 to Macau Tung Sin Tong’s annual fundraising campaign this year, supplemented by MOP 180,000 in proceeds from the “Prosperity Marinated Chicken,” a charity dish co-created with Tung Sin Tong.
With this, the total contribution reached MOP 780,000, reinforcing Tung Sin Tong’s extensive efforts to aid those in need across Macao.

Bally’s Corporation and its affiliates have officially acquired a 37.7 percent interest in The Star Entertainment Group after becoming substantial shareholders on November 28th, according to a filing lodged with the Australian Securities Exchange (ASX).
The disclosure confirms that Bally’s, its related entities, and Chairman Soo Kim now hold 2.5 billion ordinary shares in Star Entertainment, marking a major step in the casino operator’s restructuring program amid ongoing regulatory and financial strain.
The update comes as Star Entertainment finalizes a sweeping board and leadership overhaul. Earlier this week, the company appointed Bally’s Chairman Soo Kim and President George Papanier as directors following a board meeting last Friday, a change later formalized in an ASX filing on Monday.
The appointments came after Bally’s and major shareholder Investment Holdings Pty Ltd received probity clearance to proceed with a AU$300 million ($196 million) rescue package that will give them a combined 61 percent stake in the group.
The controlling interest was secured late last week when subordinated debt issued under the funding arrangement was converted into equity after Star’s Annual General Meeting.
The November 28th board meeting triggered further reshuffling: Chair Anne Ward and Non-Executive Director Deborah Page stepped down, while Bruce Mathieson Jr — whose family’s Investment Holdings is now a key shareholder — was appointed Chairman. Peter Hodgson became interim Chair of the Audit Committee, and Eirene Garnsey was named an additional Company Secretary.
Star’s governance overhaul follows a turbulent period in which the company has faced multiple regulatory inquiries into compliance failures at its Sydney and Queensland casinos. Austrian gaming giant Novomatic AG has extended the deadline for its off‑market takeover bid for Ainsworth Game Technology, according to a notice lodged with the Australian Securities and Investments Commission (ASIC).
The offer, originally set out in a bidder’s statement, will now remain open until 7pm (Sydney time) on January 30th, 2026, unless further extended or withdrawn.
Novomatic is seeking to acquire all AGI shares it does not already own. The company has urged shareholders to review the updated offer terms and directed inquiries to its information line.
The extension follows Ainsworth Game Technology’s announcement earlier this year that it had terminated a scheme arrangement for the acquisition of all its shares by Novomatic at AU$1 ($0.65) per share.
At the time, the company’s Independent Board Committee said proxy votes indicated the required shareholder approval would not be met, prompting the cancellation of the scheme meeting scheduled for August 29th.
Despite the termination of the implementation deed, the overall takeover bid remained in place.
Ainsworth reported a sharp drop in net profit in the first half of 2025 despite higher revenue, adding pressure to the company’s outlook.
Novomatic already controls more than 50 percent of AGT shares, though some shareholders — including members of the Ainsworth family — have signaled opposition to the scheme.
Macau Legend said its board has approved a proposed capital reorganization aimed at strengthening the company’s balance sheet and paving the way for a rights issue.
The plan, conditional on the firm’s change of domicile to Bermuda, will reduce the nominal value of each issued share from HK$1 ($0.13) to HK$0.01 ($0.0013) through a capital reduction. The move cancels HK$0.99 ($0.13) of paid-up capital per share, with the credit transferred to the contributed surplus account under Bermuda law.
Following the reduction, authorized but unissued shares of HK$1 ($0.13) will be subdivided into 100 new shares of HK$0.01 ($0.0013) each. The surplus account will then be applied to offset accumulated losses, subject to legal requirements and the company’s bye-laws.
As of the latest practicable date, Macau Legend’s authorized share capital stood at HK$1 billion ($130 million), divided into one billion shares.
After the reorganization, the authorized capital will remain HK$1 million ($130 million) but represented by 100 billion shares of HK$0.01 ($0.0013) each. Issued capital will fall from HK$620.1 million ($80.6 million) to HK$6.2 million ($806.154), though the number of issued shares will remain unchanged at 620,118,712.
The board said the restructuring will not materially affect the group’s net asset value, operations or shareholder interests, aside from professional fees and related expenses. Directors must also confirm that the company can meet its liabilities on the effective date, set for December 29th, 2025.
Macau Legend, which reported tightened cash flow and rising operational pressures in its 2025 interim report, said the reorganization is necessary to meet the Cayman Islands’ legal requirements for its planned rights issue. The fundraising is intended to bolster liquidity, sustain core operations and provide flexibility for future initiatives.
Macau Legend, which used to run the Legend Palace casino under a services agreement with SJM Holdings and still operates the waterfront Fisherman’s Wharf complex, has been grappling with heavy losses.
The firm reported a net loss of HK$1.42 billion ($182.7 million) in the first half of 2025, after a HK$622 million ($80 million) loss last year.
Six Filipino police officers are accused of stealing PHP13 million ($230,000) in evidence money seized during an October 2024 raid on a Philippine Offshore Gaming Operator (POGO), according to a report by GMA News.
The officers are now under restrictive custody as the investigation progresses. The Department of the Interior and Local Government (DILG) said the missing funds were part of PHP141 million ($2.48 million) recovered in the operation.
The discrepancy surfaced in November, when a court declared the search illegal and ordered the cash returned to the property owners. When authorities opened the evidence containers, only PHP128 million ($2.25 million) was found, while another box contained counterfeit bills.
DILG Secretary Jonvic Remulla said internal investigators later identified six officers allegedly involved in the pilferage, including the evidence custodian. Police Major General Robert Morico II, acting director of the Criminal Investigation and Detection Group, confirmed that the custodian was among those placed under restrictive custody as the inquiry proceeded.
Criminal complaints have been filed against the six officers, including qualified theft, malversation of public funds, opening of closed documents, falsification of public documents and illegal possession or use of fake treasury or bank notes. Administrative cases have also been initiated.
The incident comes as Philippine authorities clean up the remnants of POGO operations, a sector which was banned due to its links to criminal activity and regulatory breaches. The government ordered all POGO businesses to shut down by the end of 2024, citing national security concerns, tax compliance issues and a series of high-profile criminal cases tied to the industry.

Maybank expects Genting Malaysia’s expansion to drive substantial earnings growth, forecasting net profit to peak at MYR1.93 billion ($406 million) in 2030, supported largely by the group’s multi-billion dollar investment in its New York casino operations.
The projection reflects anticipated contributions from Genting New York’s newly secured Class III downstate casino license, which allows full table-game operations for the first time.
More recent analysis from CreditSights, however, outlines a more cautious outlook, emphasizing leverage pressures, rating risks and the low likelihood of a full privatization of Genting Malaysia.
CreditSights — a Fitch Group research unit — noted that Genting Berhad has completed its takeover offer for Genting Malaysia, raising its stake from 50 percent to 73.13 percent but falling short of the 75 percent required for delisting. The firm said it ‘continues to view privatization of Genting Malaysia as unlikely,’ highlighting Malaysian takeover rules that prevent Genting Berhad from acquiring additional voting shares for the next 12 months.
While the stake increase strengthens Genting Berhad’s strategic control, CreditSights warned that the move also heightens the risk of rating actions across the Genting group. It said the higher ownership ‘could drive a meaningful worsening of Genting Berhad’s credit metrics’ as the parent company shoulders Genting Malaysia’s large-scale New York expansion. The firm now anticipates a ‘high rating downgrade risk’ for both Genting Berhad and Genting Malaysia at Moody’s and Fitch, and noted tighter rating headroom at S&P.
Genting New York’s casino license remains the central catalyst behind Maybank’s bullish earnings view. CreditSights said the winning bid includes a MYR25.8 billion ($5.5 billion) expansion slated for 2026–2030 and a MYR2.8 billion ($600 million) upfront license fee. Management expects Genting New York’s gross gaming revenue to ‘more than double beginning FY27’ once Phase 1 is completed in late 2026 or early 2027.
Despite this supportive revenue profile, CreditSights cautioned that the project will be ‘largely debt-funded and front-loaded,’ pushing Genting Malaysia’s net leverage to between 6x and 6.2x by end-FY26 if no Miami asset sale proceeds. It pointed to several potential mitigants, including funding support from Genting Berhad, improved performance at Genting Malaysia’s Malaysian and UK operations, and dividend restraint over the next two to three years.
On December 1st, Genting’s Resorts World New York City secured approval from the state’s Gaming Facility Location Board for its $7.5 billion plan to convert its Queens property into New York City’s first commercial casino. The New York State Gaming Commission has until December 31st to ratify the recommendation, which could allow the venue to launch hundreds of table games by March 2026.
The proposal features a $5.5 billion expansion of the Aqueduct site, including a 500,000-square-foot gaming floor, 2,000 hotel rooms, a 7,000-seat entertainment venue and new public green spaces. State officials estimate the enlarged operation could generate $2.5 billion for the Metropolitan Transportation Authority between 2026 and 2029, in addition to contributions to education and the racing industry.
Resorts World, which currently draws around 5 million visitors annually, intends to hire up to 2,000 employees and has outlined a $2 billion community-benefits package covering housing, infrastructure and a new innovation campus.
