Thai Senate committee reveals internal divide over entertainment complexes

Thailand’s Senate has launched an Extraordinary Committee to examine the potential development of entertainment complexes, but its first meeting has already revealed deep internal divisions—particularly regarding the inclusion of casinos and the possible legalization of online gambling.

The committee was formed following strong opposition from the Bhumjaithai Party to a related bill. According to local media outlet The Nation, it convened for the first time on Wednesday, April 23rd. During the inaugural session, members selected leadership positions, with 17 out of 23 attendees voting for Veerapun Suvannamai, also known as “Dr. Vee,” to serve as chair.

Veerapun is widely regarded as a neutral figure with a history of opposing casino development, a stance that earned him support from both Senate members and external experts appointed to the committee.

His opponent, Senator Sorachat Wish Suwanprom, received five votes and was named first deputy chair. While largely symbolic, the role still provides him with influence in steering committee discussions. Several other individuals were also appointed to key roles, combining political and academic backgrounds.

Although the committee’s mandate is to assess the feasibility of entertainment complexes as potential economic drivers, the first meeting highlighted a lack of consensus on the way forward. A broad range of views emerged from the diverse membership, which includes senators from various political alignments and external experts. As a result, the committee’s strategic direction remains fragmented.

Two distinct factions have since taken shape. One group is firmly opposed to the inclusion of casinos in any entertainment complex developments. These members argue that the associated social risks—such as problem gambling and potential criminal activity—outweigh the possible economic benefits. They also criticized the government’s proposal to designate Khlong Toei Port in Bangkok as a potential site and called for the committee’s final report to explicitly oppose integrating casinos in future development plans.

In contrast, the supporting faction has taken a more measured stance. Rather than openly advocating for casino development, they proposed a detailed review of the rationale behind the draft Entertainment Complex Business Act, originally introduced under the administration of Paetongtarn Shinawatra. Their stated goal is to promote greater understanding within the committee and improve public communication about the initiative. This group appears more open to exploring regulated gambling as a way to boost state revenue and formalize informal economic activity.

The inclusion of well-known casino critics—such as Kaewsan Atibhodhi, Kamnoon Sidhisamarn, Jermsak Pinthong, and Charan Pakdeethanakul—among the external members reflects the cautious approach taken by some within the Senate. However, critics suggest this may be a strategic move by the so-called “blue faction” to mask a broader legislative agenda.

Concerns grow over possible push to legalize online gambling

One particularly sensitive issue is the legal status of online gambling. Officially, Deputy Prime Minister and Interior Minister Anutin Charnvirakul, leader of the Bhumjaithai Party, has positioned current legislative reforms as part of a crackdown on illegal online gambling platforms. However, scepticism remains.

Observers suggest this could signal an effort to gradually introduce legal frameworks that would allow for the controlled legalization of certain forms of online gambling.

One report suggests that this development raises questions about the true objective of the Senate committee. While it was initially seen as a mechanism to prevent the unchecked expansion of gambling in Thailand, some believe it could instead facilitate a quiet shift toward regulated online gambling—potentially benefiting powerful business and political interests behind the scenes.

As reported by AGB, the casino bill faces significant obstacles and is unlikely to pass Parliament due to opposition from the Bhumjaithai Party. Bhumjaithai Party is a coalition partner in the Paetongtarn administration.

The next parliamentary session is scheduled to begin on July 2nd, giving various parties time to continue discussions. It is also worth noting that, in response to mounting opposition, Thai Prime Minster Paetongtarn Shinawatra has pledged that the government will continue gathering public input, emphasizing that the casino bill has not been withdrawn—even though discussion of the draft was postponed one day before its first reading in Parliament.

Visa-free reciprocal agreement between China and Malaysia extended for five years

Malaysia and China are extending a reciprocal visa-free travel arrangement between the nations, following a state visit by Chinese President Xi Jinping.

The move extends the current visa-free system by five years, and is one of the 31 MOUs signed during Xi’s visit.

A top Malaysia official indicated that when the new five-year term comes up, there is an option to further renew the agreement.

Under the agreement, Chinese tourists can stay in Malaysia for up to 90 days, with the same being offered for Malaysians visiting China.

The move is expected to help boost economic growth in tourism. Up until April, Malaysia welcomed nearly 900,000 Chinese tourists, while in 2024, the country welcomed 4 million Chinese visitors.

China is a top source market for visitors to Malaysia, following Singapore and Thailand.

The move also ties in with the Visit Malaysia 2026 campaign, which aims to increase tourism to 35.6 million international arrivals and RM147.1 billion ($33 billion) in tourism receipts.

It also comes amongst a slight drop in Chinese visitation to Thailand, a primary tourism destination rival (which welcomed 1.5 million Chinese tourists until April 20th this year).

Singapore and China also have a reciprocal 30-day visa-free travel arrangement, announced last year.

Thai authorities bust illegal crypto trading ring

Thai authorities have busted an illegal cryptocurrency trading ring following raids in Bangkok, Chon Buri and Phuket.

According to reports, the raids were part of “Operation Crypto Phantom”, which focuses on crypto trading firms facilitating money laundering.

In total, some eight locations were raided across the three cities, with authorities arresting five suspects. The raided firms are believed to have helped facilitate money laundering for drug and scam networks and online gambling operations.

Authorities indicate that numerous currency exchange groups in the touristic cities facilitate crypto trading, primarily in Tether (USDT) in order to help clients avoid taxes and tracing of their funds.

Police investigators say that the network involved over 1,000 financial transactions, with over THB14 billion ($418 million) in circulation.

Crypto trading in Thailand is legal, however crypto gains are taxable when remitted in the country – even if traded on a foreign exchange.

The Philippine Amusement and Gaming Corporation (PAGCOR) reaffirmed its commitment to quality governance standards after successfully maintaining its ISO 9001:2015 certification.

The certification, granted by DQS Certification Philippines, Inc. (DQS), came after a series of rigorous surveillance and scope extension audits conducted from December 16 to 20, 2024.

The recognition was formalized during an awarding ceremony today, April 24, at PAGCOR’s Corporate Office in Pasay City, affirming PAGCOR’s adherence to international quality management standards.

The surveillance audit covered eight existing sites including PAGCOR’s Main Corporate Office and several Casino Filipino branches in Tagaytay, Angeles, Citystate, Cebu, Ilocos Norte, Olongapo, and Bacolod.

The certification scope was also extended to ten additional sites including Casino Filipino Grand Regal, Malabon Grand, Binondo, Manila Grand Opera, Greenery, Midas, Kartini, Oriental Pearl, Networld, and Tropicana in Las Piñas.

PAGCOR Chairman and CEO Alejandro H. Tengco emphasized that maintaining the ISO 9001:2015 certification is an important testament to the agency’s dedication to excellence and public service.

The ISO 9001:2015 certification, which applies to PAGCOR’s multi-site operations, remains valid until March 21, 2026.

StarDream Cruises to call Thailand its home port nation

StarDream Cruises has decided to call Thailand its home port nation, as the country is one of the top destinations for foreign tourists in Asia.

StarDream indicates that the choice is based on local and inbound demand, with expectations for continued growth in mid-tier and upper-tier segments.

StarDream Cruises previously operated under Genting Hong Kong (before its bankruptcy).

The Asian cruise line operator has three cruise ships in total.

Star Voyager – with a capacity of 2,000 passengers – was previously operated by P&O Cruises Australia (owned by the Carnival Corporation). The ship is focused on Thailand and routes in Southeast Asia, with expectations to have up to 50 percent local patrons, with the rest drawn from areas where StarDream has a presence, China, Hong Kong, South Korea, Japan and India.

The group also operates the 2,800-passenger capacity Star Navigator, which previously operated under Dream Cruises as Explorer Dream and as Resorts World One for Resorts World Cruises. The vessel primarily serves Taiwan and Japan.

In addition, the group operates the 4,500-passenger Genting Dream, which mostly serves Malaysia and Singapore.

Thai authorities are keen on encouraging the cruise industry, given the higher average spending of passengers.

In 2024, Thailand welcomed nearly 380,000 cruise passengers on 162 trips. Some 21.8 percent of the cruises came from Singapore, while those from the UK amounted to 14.6 percent of the total, and those from Malaysia reached 11.7 percent.
