PAGCOR reports 2025 revenue dip as land-based casinos weaken

The Philippine Amusement and Gaming Corporation (PAGCOR) said its revenues fell 5 percent in 2025 to PHP106.03 billion ($1.91 billion), as earnings from land-based casinos softened and offshore gaming was removed from its revenue mix.

The figure was down from PHP111.72 billion ($2.01 billion) in 2024. Gaming operations contributed PHP95.15 billion ($1.71 billion), slightly lower than the PHP97.53 billion ($1.76 billion) recorded a year earlier. Other streams, including interest earnings, income, and service fees, added PHP10.88 billion ($196 million).

More than half of PAGCOR’s gaming revenues, or PHP53.33 billion ($960 million), came from electronic and online gaming activities such as eGames, eBingo, and bingo grantees.

Chairman and CEO Alejandro H. Tengco said revenues from PAGCOR-operated casinos dropped 18 percent to PHP10.38 billion ($187 million), while licensed casinos generated PHP31.44 billion ($566 million), down nearly 5 percent year-on-year.

“The decline in revenues from land-based casinos is largely driven by the gradual change in player behavior, with more customers opting for digital and online gaming platforms,” Tengco said in a dispatch by PAGCOR.

He added that PAGCOR has strengthened its regulatory framework for online gaming to ensure player protection and responsible practices.

Revenues from eBingo, eGames and bingo grantees rose 9 percent to PHP53.33 billion ($960 million), helping offset part of the decline in land-based gaming. The offshore gaming ban also weighed on results, removing nearly PHP3 billion ($54 million) in contributions seen in 2024.

Despite lower revenues, PAGCOR reported net income of PHP17.47 billion ($315 million), up 4 percent from PHP16.77 billion ($302 million) in 2024.

PAGCOR reports 2025 revenue dip as land-based casinos weaken

Total contributions to nation-building reached PHP66.95 billion ($1.21 billion), slightly lower than PHP68.21 billion ($1.23 billion) the previous year.

Of this, PHP45.19 billion ($813 million) went to the National Treasury as the government’s 50 percent share, including PAGCOR’s annual PHP60 million ($1.08 million) contribution to the Dangerous Drugs Board.

PAGCOR also remitted PHP4.76 billion ($86 million) in franchise taxes and PHP907 million ($16 million) in corporate income taxes to the Bureau of Internal Revenue.

The Philippine Sports Commission received PHP2.26 billion ($41 million), while PHP95.08 million ($1.71 million) was allocated as cash incentives for athletes and coaches who won in international competitions.

City of Dreams Sri Lanka EBITDA hits $4.62M in 4Q25

City of Dreams Sri Lanka saw EBITDA reach LKR1.43 billion ($4.62 million) in the final quarter of 2025, according to the fiscal third quarter results of real estate developer John Keells Holdings (JKH).

The period was the first full quarter in which ‘all of the components of the Group’s flagship integrated resort were operational, following the opening of the luxury-standard casino, the ultra-high-end- 113-room Nuwa hotel, and the first phase of the premium shopping mall’.

The casino and the Nuwa hotel are operated by gaming and hospitality group Melco, it’s first South Asian integrated resort venture and first project in Sri Lanka. Melco operates the casino under a 20-year casino license from the government.

The $1.2 billion City of Dreams Sri Lanka project is envisioned to be “India’s Macau”, while also targeting affluent tourists from the Middle East, Russia and China.

In its results, JKH Chairperson Krishan Balendra noted that the casino at CoD Sri Lanka “continues to record a steadily improving performance”. The group recognized fixed rental income from the casino for the quarter, “while the variable rental component will come into play once the operations reach a certain level of performance”, indicated the executive.

Balendra indicates the group is confident the integrated resort “will continue to ramp-up over the next few quarters”, noting that “it is a significant positive that the cash generation capacity of the project is starting to realize with EBITDA being positive”.

So far, ‘the Cinnamon Life and Nuwa hotels continue to be positively received by the market, both locally and internationally, while performance of the casino has seen steady improvement’, highlights the group.

The 687-room Cinnamon Life hotel is operated by the JKH group.

The Star returns to EBITDA gain but is not yet out of the woods

Australian gaming operator The Star saw a slight increase in revenue for its financial 2Q26, ended December 31st, 2025, with EBITDA returning to profit as the company stabilizes after its takeover by Bally’s and Investment Holdings.

The group recorded AU$301 million ($212.17 million) in revenue for the quarter, a sequential increase of 6 percent and a 1 percent yearly increase. More significantly, the group reversed an EBITDA loss of AU$13 million ($9.16 million) from the previous quarter to a AU$6 million ($4.23 million) gain. This compares to an AU$8 million ($5.64 million) EBITDA loss in the same quarter of last year.

The group notes that the result ‘reflects stabilized trading in Sydney (although trading levels remain at historical lows), seasonally stronger volumes on the Gold Coast, and a higher operator fee for The Star Brisbane’.

While the company is seeing improvements, following its takeover by Bally’s Corp and Investment Holdings, it notes that ‘Operating conditions remain challenging due to the impact of mandatory carded play and cash limits in NSW and stricter regulatory requirements across all properties’.

Despite the AU$300 million ($211.47 million) investment by Bally’s and Investment Holdings in November of 2025 – giving the group’s 38 percent and 23 percent of the issued capital of The Star, respectively – as of December 31st, the group only had available cash amounting to AU$130 million ($91.64 million).

While the group has managed to extend the maturity date for debt facilities from Destination Brisbane Consortium (DBC), the group notes that its exit from the joint venture has not yet occurred and the ‘first stage of the JVP Transaction has expired’. The Star entered into the agreement in August of 2025 to sell off its segment in Queen’s Wharf Brisbane – along with its debt – to its JVP partners Chow Tai Fook Enterprises Limited and Far East Consortium International Limited.

While the JVP Transaction can still be terminated, ‘it is The Star’s present understanding that all parties remain committed to its completion’.

Under the documentation, The Star commenced recognizing a fixed operator fee of AU$5 million ($3.52 million) per month to operate The Star Brisbane, with its results reflecting AU$15 million ($10.57 million) attributable to the December quarter.

Looking ahead, the group is wary of possible fines, noting that ‘The Group’s ability to successfully execute its ongoing capital management strategy in the timeframe required will be impacted by the quantum and timing of the AUSTRAC judgment which remains outstanding’. Australia’s financial watchdog (AUSTRAC) could still penalize for its previous AML./CTF lapses which resulted in the appointment of external managers for its Queensland, Brisbane and Gold Coast properties.

Despite the Bally’s/Investment Holdings injection, ‘The Group’s ability to continue as a going concern remains dependent on the outcome of numerous material uncertainties,’ notes the group. However, ‘there are no material updates’.
