Australian gambling platforms spent $240K on US Election betting ads: Report

Australia’s top gambling operators spent at least $240,000 on Facebook ads promoting novelty bets for the US election last week, according to The Guardian.

This comes amid growing expectations that the Australian government will soon unveil its response to a parliamentary inquiry that recommended banning online gambling ads within three years.

The US election-related wagers included novelty bets such as whether Donald Trump’s speech would mention fraud or the color of his tie—just weeks before the government is expected to announce its long-awaited plans to restrict wagering advertisements.

According to the same report, between 31st October and 6th November—the week of the US election—TAB, Ladbrokes, Sportsbet, and Neds were the top four Facebook advertisers in Australia, spending a combined $229,789 on politically related ads.

Meta’s ad library tool, which tracks companies advertising on political and social issues, revealed that TAB spent the most at $100,225. Palmerbet was the 12th-largest advertiser, spending $11,000. The tool only tracked gambling ads related to the US election, excluding broader betting promotions like those for the Melbourne Cup, which took place just a day before.

In recent months, TAB spent between $175,000 and $200,000 promoting a single US election wagering ad targeting primarily younger men under 35. Ladbrokes offered novelty market bets, including whether the losing candidate would concede on election night and whether Trump’s speech would mention fraud or legal challenges. Neds promoted bets such as an $18,000 market on whether Travis Kelce would endorse Kamala Harris before the election, and another on the color of Trump’s tie during his speech.

Sportsbet, meanwhile, spent between $25,000 and $30,000 on a computer-generated ad featuring Kamala Harris and Donald Trump.

Earlier this week, AGB covered research revealing Facebook’s targeting of vulnerable Australian users with alcohol and gambling ads.

The findings show that Facebook identified 10 Australian participants with 89 distinct interests related to alcohol and gambling. This targeting was made possible through data provided by 201 alcohol companies and 63 gambling companies, giving Facebook access to detailed information about the individuals involved in the study.

PhilWeb’s net losses significantly expanded in 3Q24

PhilWeb has released its third quarter report, showing a drop in gross revenue and a considerable expansion of its net losses.

For the third quarter of 2024, PhilWeb reported gross revenue of PHP183.66 million ($3.12 million), a decrease of 8.6 percent from PHP200.95 million ($3.42 million) in the same period last year.

At present PhilWeb and its subsidiary Easy e-Bingo are accredited suppliers to 75 e-Bingo outlets across the Philippines. PhilWeb also provides technology services to the government agencies Philippine Amusement & Gaming Corporation (PAGCOR) and the Bureau of Internal Revenue (BIR).

Year-to-date gross revenue stands at PHP597.81 million ($10.16 million), a decrease of 1.3 percent compared to PHP604.59 million ($10.28 million) recorded in the previous year.

The company’s gross expenses also fell, totaling PHP181.69 million ($3.09 million) for the quarter, down 7.7 percent from PHP196.99 million ($3.35 million) in Q3 2023. Year-to-date expenses were reported at PHP569.33 million ($9.69 million), reflecting a decrease of 4.5 percent from PHP596.39 million ($10.14 million) in the previous year.

Despite the reduction in expenses, PhilWeb recorded a net loss of PHP12.62 million ($214,000) for the quarter, significantly worse than the loss of PHP2.93 million ($50,000), representing an increase in loss of 331.4 percent year-over-year.

The year-to-date net loss amounts to PHP10.09 million ($171,000), an improvement of 26.6 percent from a loss of PHP13.64 million ($232,000) during the same period last year. The earnings per share (EPS) for the third quarter remained at PHP-0.01 (approximately -$0.00017), consistent with the previous year’s figure.

On the balance sheet, as of September 30, 2024, PhilWeb’s total assets decreased to PHP1.21 billion ($20.60 million), down 1.6 percent from PHP1.23 billion ($20.93 million) at year-end 2023.

PAGCOR confirms no jurisdiction over raided BPO operation in Bataan

A regulatory officer of the Philippine Amusement and Gaming Corporation (PAGCOR) confirmed during a council meeting that the regulator did not have jurisdiction over a raided business process outsourcing (BPM) firm in Bataan in late October.

The raid has been the subject of much scrutiny, given that the company, Central One Bataan, was operating under a license from the Authority of the Freeport Area of Bataan (AFAB) and not under a PAGCOR license.

The raid was conducted by the Presidential Anti-Organized Crime Commission (PAOCC) and the Philippine National Police (PNP), due to a warrant being issued on suspicion of fraudulent activities such as online gambling and cryptocurrency scams.

In a meeting of the Bataan Provincial Peace and Order Council on Wednesday, PAGCOR regulatory officer Joseph Lobo confirmed that “AFAB has jurisdiction since it’s their locator, and not PAGCOR”.

During the meeting, over 10 employees of Central One Bataan PH Inc. shared their experiences from the raid. One official with the company, Anne Dela Cruz clearly stated that the company was not a Philippine Offshore Gaming Operator (POGO).
“We have a gaming license which was never used. We are not a POGO. We did not begin under the previous administration. We only started in January 2023”.

Dela Cruz furthered that the facility complies with AFAB regulations and business process outsourcing (BPO) standards and that it did not engage in online gambling.

Bataan Governor Joet Garcia indicated that the testimonies clarified that the PAOCC raid lacked basis, noting “This is a great development because it addresses what the PAOCC mentioned as a requirement for Central One to operate”.

The Office of the Administrator Group Head of the AFAB had previously indicated to AGB in a statement that ‘Central One Bataan PH, Inc. is an enterprise registered with the Freeport Area of Bataan’.

It furthered ‘AFAB, by itself or jointly with other concerned regulatory bodies, regularly conducts inspections on our locators and registered enterprises to ensure they are compliant with the terms and conditions of the authority granted to them’.

Mainland China could feature horse race sports lottery in future – HKJC CEO: report

The CEO of the Hong Kong Jockey Club (HKJC) has opined that mainland China could one day allow betting on horse racing, via a lottery.

In comments to the South China Morning Post, Winfried Engelbrecht-Bresges stated “When you look carefully in the National Equine Industry Development Plan, there is one passage which says there could be, maybe in a pilot zone, a horse race sports lottery”.

This was in response to an inquiry as to whether the HKJC could host betting in Hong Kong based upon races being held at the Conghua Racecourse, located in nearby Guangzhou.

The track was opened in August of 2018 and is the first ‘world-class racecourse and thoroughbred training center in the Mainland’, according to the HKJC. It operates as part of a ‘dual-site model’ in conjunction with the training center in Hong Kong’s Sha Tin area.

Its opening was timed perfectly, ahead of the National Equine Industry Development Plan (2020-2025), with the HKJC offering guidance to mainland Chinese authorities in their expansion of horse racing standards and horse welfare.

Now, it could lead the way in integrating horse racing into the sports lottery.

Speaking to the SCMP, Engelbrecht-Breges noted that “one of the key elements of the sport is you have to demonstrate you have the highest integrity, because this is one of the biggest concerns – that you have a sport, who could be maybe linked to a sports lottery, who has integrity issues.”

The HKJC CEO opined that there would be a “racing and breeding industry in China, […] in five years, 10 years [or] 15 years,” furthering that the HKJC has “had visits from very senior people who looked at how we manage integrity. How we are able to manage what happens in illegal markets on our races and how we have integrity as a key value proposition in our apprentice training”.

Looking ahead, the HKJC CEO notes that there will be a quarantine facility ready in Conghua in 2027, “which will enable the export of horses from Hong Kong into China. He opines that later the “best horses” could utilize the quarantine station, allowing them to run in Conghua, Happy Valley and Sha Tin.

“With this, we could create a massive stimulus of a racing and breeding industry. You could have auctions on these horses. This is why we think long term”.

Conghua is currently set to start its horse racing program in April of 2026, with up to six race meetings per season, indicates Engelbrecht-Breges. This will be accompanied by equestrian programs every weekend and other entertainment. “It’s a destination,” he indicated to the SCMP.

The HKJC has invested some HK$8.5 billion ($1.09 billion) into the transformation of Conghua into a racecourse since 2015 in a bid to promote the sport and possibly open up betting options.

Macau government forecasts $29.7B in gaming revenue for 2025

The Macau government has submitted its 2025 Fiscal Year Budget Proposal to the Legislative Assembly, forecasting a continued recovery in the gaming and tourism sectors. Officials expect an increase in visitor arrivals next year, although travel and spending patterns may shift.

Based on an analysis of various factors, the government estimates that gross gaming revenue (GGR) will reach MOP240 billion ($29.7 billion) in 2025. This projection serves as the primary revenue basis for drafting the fiscal budget for the upcoming year.

The proposal outlines that Macau’s general consolidated budget for 2025 anticipates revenue of MOP121.09 billion ($15 billion) and expenditures of MOP113.38 billion ($14.1 billion), resulting in a projected budget surplus of MOP7.7 billion ($954 million).

In the first ten months of 2024, Macau’s casino GGR reached MOP190.1 billion ($23.7 billion), reflecting a 28.1 percent year-on-year increase. However, this figure remains 23 percent lower than the same period in 2019, when GGR amounted to MOP 246.9 billion ($30.8 billion).

For context, in the entire year of 2023, Macau’s casino GGR amounted to MOP183.05 billion ($22.68 billion), reflecting a 333.8 percent surge compared to the previous year. This significant growth marked a strong rebound for Macau as the city emerged from the shadow of the pandemic and the strict regulations that effectively shut it down for three years.

Brokerage forecast

In mid-October, Bank of America revised its GGR projections for Macau, adjusting estimates for both 2024 and 2025 due to better-than-expected performance.

The bank raised its 2024 GGR forecast by 2 percent, bringing it to MOP227 billion ($28.1 billion), representing a 24 percent year-on-year increase and 78 percent of 2019 levels. This upward adjustment reflects stronger-than-anticipated third-quarter results and a robust Golden Week performance.

For 2025, Bank of America increased its GGR estimate by 7 percent, setting it at MOP230 billion ($28.5 billion), reflecting 2 percent year-on-year growth. This projection takes into account underlying growth of 4 to 5 percent, while also considering the potential impact of ongoing crackdowns on illegal currency exchange activities expected in the first half of 2025.

However, Bank of America’s projection remains below the Macau government’s forecast. 

Additionally, the bank has revised its sector EBITDA estimates, raising projections by 2 percent for 2024 and 10 percent for 2025, demonstrating continued confidence in Macau’s recovery trajectory.

eGames sector continues impressive growth in Philippines in 3Q24, overall GGR at $1.6B

The eGames sector in the Philippines continued to see heady revenue growth in the third quarter of the year, topping PHP35.71 billion ($606.94 million), even as overall GGR hit a record PHP94.61 billion ($1.6 billion).

The growth of 464.38 percent yearly in the sector’s revenue was described as “phenomenal” by the Chairman and CEO of the Philippine Amusement and Gaming Corporation (PAGCOR), Alejandro H. Tengco.

It also represents a growth of 15.75 percent from the second quarter, according to statistics from PAGCOR.

Tengco indicated his optimism for the continual growth of the eGames sector, noting “by year-end, we expect this sector to generate as much as PHP78 billion ($1.32 billion) in license fees alone substantially contributing to the realization of our PHP100 billion ($1.7 billion) revenue target for 2024”.

In results released on Thursday, the authority indicated that total gross gaming revenues (GGR) in the country grew by 37.25 percent yearly to a record PHP94.61 billion ($1.6 billion) in 3Q24, a 6 percent increase from the previous quarter.

Licensed casinos continued to be the strongest revenue driver (or 53.6 percent of the total GGR), despite seeing a yearly decline of 2.27 percent, to PHP50.72 billion ($862.1 million). The figure was a 2.5 percent increase from the second quarter.

Revenue generated by Casino Filipino gaming venues operated by PAGCOR in 3Q24 continued their downward trend, falling by 26.32 percent yearly and 13.33 percent sequentially, to PHP3.64 billion ($61.87 million). This also comes as many of the venues face remodeling ahead of their intended privatization.

Meanwhile, revenue from bingo operations also followed the downward trend, falling by 19.43 percent yearly and 3.62 percent sequentially, to PHP4.52 billion ($76.82 million).
