Philippines targets small scale POGOs as ban takes effect in 2025

As the December 31st deadline for the Philippine government’s Offshore Gaming Operator (POGO) ban approaches, small-scale operators in the Philippines are scrambling to stay in business, often hiding in plain sight.

These clandestine operations are reportedly using condominium buildings, gated subdivisions, beach resorts, and small hotels to continue their activities, defying President Marcos’ directive to shut down POGO operations by the end of the year.

To counter these efforts, the Presidential Anti-Organized Crime Commission (PAOCC), in collaboration with law enforcement agencies, is preparing a series of raids to dismantle illegal POGO hubs early next year.

PAOCC Executive Director Undersecretary Gilbert Cruz revealed that they are actively monitoring reports of former large-scale POGO operators transitioning to smaller, more discreet setups.

“We’ve received numerous reports that these former big-time POGOs are scouting for safe places to operate on a smaller scale,” Cruz said in an interview with radio dzBB on December 28th.

Cruz confirmed that a list of these small-scale operations has been compiled, with raids already scheduled for early 2025. “We have a lineup of POGO raids early next year,” he stated, emphasizing the government’s resolve to enforce the ban.

At its peak, the Philippines had around 300 licensed POGOs. That number has since plummeted to fewer than 20, all of which are expected to close shop by the government’s deadline. However, a significant challenge remains: an estimated 8,000 foreign nationals who previously worked in POGO hubs have stayed in the country despite having their work visas downgraded to tourist status. Authorities suspect that some of these individuals may be behind the small-scale POGO setups.

These smaller operations are reportedly concentrated in urban areas like Metro Manila, where the presence of foreigners is common, allowing them to blend in without drawing attention. “POGOs are easier to expose in remote areas with no foreigners,” Cruz noted.

Cruz also called on local government officials, particularly mayors, to help identify and shut down these hidden operations. He warned that the national government will not hesitate to act against local officials who turn a blind eye to the directive. “We’ll check if our local government executives will truly follow through on our directive to crack down on POGOs,” he said.

The intensified effort to eliminate POGOs underscores the government’s commitment to addressing the social and economic issues linked to the industry, from crime to tax evasion. However, as small-scale operators find new ways to evade detection, the task of shutting them down may prove to be an ongoing challenge.

POGO ban triggers employment crisis in Santa Ana, Cagayan: Report

The municipality of Santa Ana in Cagayan has raised the alarm over the severe economic impact of the Philippine government’s decision to shut down Offshore Gaming Operators (POGOs).

Santa Ana has long been associated with the offshore gaming industry, particularly interactive gaming, which began in the early 2000s.

According to local media outlet Philstar, the POGO ban and the closure of online gaming facilities are expected to significantly harm the town’s economy. Mayor Nelson Robinion estimates that up to 2,000 jobs and livelihood opportunities will be lost.

Many of the affected workers, including those who relocated to the town specifically for these jobs, now face uncertainty as the local job market struggles to absorb them, Robinion added.

When President Marcos first announced the POGO ban during his State of the Nation Address in July, it was unclear whether the interactive gaming operations under the Cagayan Economic Zone Authority (CEZA) would be affected.

In November, Malacañang Palace ordered CEZA to fully comply with Executive Order 74, which mandates the closure of all POGOs. As a result, CEZA, which oversees the Cagayan Special Economic Zone and Freeport in Santa Ana, was instructed to revoke all POGO licenses and ensure the cessation of their operations.

Dindo Danao, former public relations consultant for CEZA, noted that the ecozone was Asia’s first regulated jurisdiction for interactive gaming, established in 2003. CEZA introduced “i-gaming” to attract foreign investments by licensing offshore gaming operators, establishing Santa Ana as a hub for regulated gaming. 

“It was a unique marketing strategy,” Danao explained. He added that the CEZA’s initiatives helped fund the construction of an international airport and a cyber village.

However, Danao highlighted a shift in 2016, when the Philippine Amusement and Gaming Corporation (PAGCOR) introduced what some deemed a more favorable POGO framework, drawing many operators away from CEZA and leaving the ecozone fighting to maintain its market share.

The consultant expressed concern that the closure of POGOs would bring significant economic hardship to Santa Ana. “Once a thriving industry providing jobs in customer service, logistics, security, and support roles, the departure of POGOs has left thousands of Santa Ana residents unemployed,” Danao said.

According to the POGO ban order, all POGO operations, including interactive gaming in Cagayan, must be closed by December 31st, 2024.

NagaCorp terminates Share Award Scheme, initial grants to lapse

Cambodian gaming operator NagaCorp has announced its decision to let initial grants of shares lapse and terminate the Share Award Scheme due to worsening business performance.

The Hong Kong-listed company disclosed the decision on December 27th, 2024, via a filing with the Stock Exchange.

The company explained that, due to ‘changes in the circumstances of the Group’ and the significant amount of time that has passed since the initial grants were proposed by the Board and approved by the shareholders, it is no longer appropriate to proceed with the initial grants.

As a result, the initial connected grants of up to 10,226,667 award shares and the initial non-connected grants of up to 9,000,000 award shares will lapse under the Share Award Scheme, and the company will no longer seek to make the initial grants.

At the same time, the Board believes that the Share Award Scheme is no longer aligned with the company’s objectives and has decided to terminate the scheme immediately.

The company stated that, after reviewing and updating its employee retention and incentive strategy, it may consider implementing a new employee equity incentive plan in the future.

Previously, due to the ‘negative impact the COVID-19 pandemic’ had on the Group’s business, the Board determined it would be prudent to defer the initial grants to the financial year ending 2024.

In October,  NagaCorp announced that for the nine months ending September 30th, 2024, the group achieved gross gaming revenue of $411 million, an increase of 8.4 percent year-on-year, and net gaming revenue of $359 million, an increase of 10.6 percent year-on-year.

Phu Quoc’s Corona Casino to suspend local players scheme starting in 2025

Corona Resort & Casino in Phu Quoc, Vietnam, has announced that it will ‘temporarily suspend Vietnamese citizens from playing at the casino’ starting January 1st, 2025, ‘until further notice’.

According to a notice published on the company’s website, this decision has been ‘made to ensure full compliance with current legal regulations while preparing for adjustments in accordance with future policies.’

The Vietnamese gaming operator stated that ‘during this suspension period, we are committed to preserving all benefits for Vietnamese customers in accordance with our current business policies. We will also provide timely updates and inform our customers and partners as soon as new regulations are issued by the government.’

On November 4th, 2024, the government issued Decree 145/2024/ND-CP, amending Clause 2, Article 12 of Decree 03/2017/ND-CP, which extends the pilot scheme allowing Vietnamese citizens to play at casinos.

Under this scheme, local Vietnamese are permitted to enter specific casinos approved by the relevant authorities for a three-year trial period. For the first casino-operating enterprises approved, the pilot scheme will be extended until December 31st, 2024. 

For any other casino-operating enterprises, the pilot scheme will last for three years from the date they receive their Certificate of Eligibility for Casino Business.
