Thai Minister accuses Cambodia of acting as cybercrime center

Thailand’s Ministry of Digital Economy and Society is accusing Cambodia of potentially housing the world’s largest cybercrime networks backed by its elite.

On Thursday, Minister Prasert Jantararuangtong said that Cambodia is now being watched, claiming the illegal operations are supported by power individuals and those in the government.

Prasert cited a recent map on cybercrime drawn up by the United Nations Office on Drugs and Crime (UNODC), highlighting that many of the illicit endeavors operated openly along the Thai-Cambodia border, with Poipet serving as a strategic base.

Earlier this week, Thai authorities prohibited its citizens who were working in casinos and entertainment complexes in Poipet from crossing the border into Cambodia, as tensions between the two countries continues to rise.

The Thai Minister cited information from the temporary closure of border checkpoints on June 7th, which he says saw the number of daily online fraud reports drop from 1,300 to 900, according to the Bangkok Post.

Authorities say that during the period from March 1st, 2024 to March 2025, authorities handled some 1.18 million cases of online scams, freezing more than 520,000 bank accounts and preventing financial losses topping THB19.9 billion ($607 million).

“The figures clearly show that border closures and cutting electricity and internet access directly reduce the scale of transnational cybercrime and online fraud,” indicated the official.

However, the border closures have also affected the operations of legal land-based casinos, such as Donaco’s Star Vegas in Poipet, which is seeing significant operational challenges due to the border restrictions.

S. Korean police bust $384M illegal online gambling ring

Police in Korea have busted a KRW500 billion ($384 million) illegal online gambling ring which operated out of Southeast Asia.

According to local media reports, the KRW500 billion was transacted on numerous sites run by the syndicate over a five year period, with some KRW27.1 billion ($19.76 million) in illegal profits brought in by the operators.

Authorities arrested 32 individuals on Thursday, with 13 of these being ‘formally’ detained.

Police say that the group operated eight illegal gambling sites based out of Cambodia, Vietnam and the Philippines from January of 2019 until July of 2024.

The syndicate recruited clients via Telegram, vetting them before they were allowed to place bets.

The sites offered sports betting (with live streaming of events for real-time betting) as well as table games, using real-time gambling games hosted by female dealers.

Authorities began their investigation into the syndicate in 2023, after receiving a tip.

They say that the group imitated a typical corporate structure, shutting down unprofitable sites and merging or restructuring others to suit demand. They also launched subsidiary sites to expand the network, using burner phones and mule bank accounts to avoid detection.

Authorities say that they will continue their crackdown on illegal online gambling, with a special operation running until the end of October.

PH authorities will not impose a ban on online games, but are taking down illegal websites

The Philippine Presidential Palace says that the nation’s gaming regulator and its information and comms bureau are working hard to take down all illegal gaming websites.

In a Malacañang press briefing on Thursday, a spokesperson indicated that the Department of Information and Communications Technology (DICT) has so far removed some 7,000 unauthorized online gaming sites identified by the Philippine Amusement and Gaming Corporation (PAGCOR).

The official noted that authorities face challenges in keeping up with illegal operations, as “once they are shut down, they will make another illegal website”.

When asked about a possible total ban on online games, such as Scatter, the official indicated that a total restriction would not be imposed, given that the legal games are licensed and accredited by PAGCOR, assuring that such legal operations are “controlled and monitored”.

However, the official did express concern over the apparent increase in the number of Filipinos becoming addicted to online games.

Hong Kong gov’t in support of increasing simulcast horse races

A proposal has been tabled with Hong Kong’s Legislative Council to increase the number of non-local horse races being simulcast on local race days in the SAR to 40 during the 2025/26 season and to 55 in the 2026/27 racing season.

Currently there are 25 non-local simulcast races broadcast per season.

Under a proposed amendment to Hong Kong’s betting duty bill, it’s proposed to also increase the maximum number of non-local simulcast races on non-local race days from 37 to 53 days in the 2025/26 season, rising to 70 days for the following season.

The proposal is based on the significant increase in the amount of local bets on simulcast racing – rising by 135 percent from the 2019/20 financial year to the 2023/24 financial year – totaling HK$10.59 billion ($1.35 billion), after the maximum number of simulcast races was increased.

In addition, the Hong Kong Jockey Club indicates that there were double-digit reductions in the amount of illegal betting website visitations following the increase of the simulcast races.

Authorities indicate that ‘while we do not have a policy to promote the international standing of HKJC’s horse racing, maintaining HKJC’s position in the international horse racing industry is arguably in line with the Government’s objective of telling good stories of Hong Kong’.

Under the current license, the HKJC is only allowed to conduct betting on no more than 88 local race days, 25 simulcast races and 37 simulcast days (which consist of no more than 12 non-local races per day) per racing season.

The HKJC estimates that the alteration to the legislation could add around HK$1.82 billion ($231.85 million) in additional betting duty from the 2025/26 to 2028/29 racing season.

The validity period of the current license runs until August of this year.
