Thailand Senate to debate committee report opposing casino bill

Thailand’s Senate is set to debate a committee report opposing the previous administration’s casino-entertainment complex bill on Tuesday, September 23rd.

The news comes in updates from the Bangkok Post, noting that the entertainment complex bill, initially advanced under former Prime Minister Paetongtarn Shinawatra, was withdrawn in July before it reached a vote in the Cabinet.

The anti-casino report under review was compiled by a Senate committee chaired by Senator Veeraphan Suwannamai. It warns that the casino bill poses serious constitutional, economic, and social risks. The report concludes that the legislation is based on unproven assumptions and lacks sufficient evidence to demonstrate its suitability for Thailand.

The committee’s findings argue that casino-based entertainment complexes would generate limited economic value, with revenue largely shifting from players to operators rather than creating new wealth. At the same time, the required infrastructure investments would impose a heavy financial burden on the state.

On constitutional grounds, the report states that the bill conflicts with several provisions, including Section 3, which requires state bodies to uphold the rule of law for public benefit, and Section 26, which prohibits legislation inconsistent with established legal principles.

The committee also raised concerns over the sweeping powers that would be granted to a proposed Entertainment Complex Policy Board, chaired by the prime minister, with authority to amend or abolish laws to facilitate casino operations. Such centralization, the report warned, would bypass accountability and undermine constitutional checks and balances.

Socially, the report cites risks of gambling addiction, family breakdowns, crime, and added strain on Thailand’s health system. It further highlights risks of money laundering and organized crime, raising national security concerns.

The committee also cautioned that legalizing casino complexes could damage Thailand’s international reputation, portraying the country as prioritizing short-term economic gain at the expense of long-term sustainable development.

Proposal for a national referendum

While the committee rejected the bill outright, it outlined three potential scenarios if the government insists on moving forward. The first, and most preferred, is abandoning the casino legalization plan entirely in favor of alternative tourism strategies, such as wellness complexes.

If the bill proceeds, the committee recommends that comprehensive impact assessments be conducted, with results made public, and that a national referendum be held to determine whether the public supports casino legalization. Should the plan fail to meet economic projections or effectively mitigate social harms, the report asserts that the government must take responsibility by providing compensation and remedies.

These recommendations align with the position of Prime Minister Anutin Charnvirakul, who has taken a firm anti-casino stance since assuming office, marking a clear departure from the previous administration’s push for integrated casino resorts. His government has emphasized that tourism development should avoid policies that could jeopardize social stability and national security.

Wynn Al Marjan tower reaches 61st floor, eyes March 2027 launch: Marjan CEO

The Wynn Al Marjan resort in Ras Al Khaimah has reached the 61st floor of its planned 70-storey tower as of August, with completion targeted for 2027, according to Marjan CEO Abdulla Al Abdouli.

The project, a joint venture between US-based Wynn Resorts, Marjan, and RAK Hospitality Holding, is expected to help the emirate attract 3.5 million visitors annually by 2030, Khaleej Times reported.

Al Abdouli confirmed that construction is progressing on schedule. “We are committed to delivering the resort by 2027, and it is on plan,” he said, noting March 2027 as the projected opening date.

The multi-billion-dollar Wynn Al Marjan will be the first integrated gaming resort in the Middle East and North Africa, after Wynn Resorts was awarded the UAE’s first commercial gaming operator licence in 2024.

Built on its own 60-hectare island extending into the Arabian Gulf, the resort will add 1,542 hotel rooms, more than 22 dining and lounge outlets, and a range of gaming and non-gaming amenities.

Al Abdouli highlighted the project’s broader economic impact, saying it would spur demand for residential units, apartments, and new businesses around the development. “It will be an integral part of Ras Al Khaimah’s economy,” he said.

Recruitment efforts are already underway. As of September 21st, 78 job openings were listed, while Wynn reported onboarding 80 employees in April, with plans to reach around 300 staff by year-end.

According to Wynn Resorts CEO Craig Billings, the UAE’s gaming market could generate up to $5 billion. While gaming is a central feature, the resort is also designed to appeal to non-gaming visitors with extensive hospitality and entertainment facilities.

The development comes as Ras Al Khaimah accelerates its tourism and real estate growth. The Ras Al Khaimah Tourism Development Authority has set a target of attracting 3.5 million visitors annually by 2030. New projects, such as RAK Central—the largest planned business district in the Northern Emirates—are part of this strategy.

Al Abdouli stressed that sustainability underpins the emirate’s plans. “We conduct research and development based on a scientific approach, monitoring supply and demand. Once a master plan is launched, we ensure it is beneficial for all parties, including a 30 percent development margin for any developer,” he told Khaleej Times.

It is also worth noting that earlier this month, reports indicated Wynn Resorts and its partners have designated land for a second integrated resort in Ras Al Khaimah. The move signals the American gaming giant’s long-term strategy to establish a casino hub in the United Arab Emirates, echoing its successful developments in Las Vegas and Macau.

Macau authorities stated that all casinos will close when the typhoon warning is raised above Signal No. 8 due to Super Typhoon Ragasa, as the city prepares for one of the most powerful storms in recent years.

Secretary for Economy and Finance Tai Kin Yip said on Monday that advance notice will be issued to operators, with the primary goal of ensuring the safety of employees, industry workers, and visitors.

He urged employers to make thorough preparations during the storm, adding that once the typhoon passes, companies should adopt flexible staffing arrangements to allow employees sufficient time to return to work safely. “Employers must fully implement safety measures to protect staff during the typhoon period,” Tai stressed.

Chief Executive Sam Hou Fai convened a cross-departmental meeting at the Civil Protection Operations Center, directing the government’s three-stage contingency plan covering pre-storm prevention, storm response, and post-storm recovery. He cited forecasts from mainland Chinese and Hong Kong meteorological authorities, which unanimously predict that Ragasa will be classified as a super typhoon, likely passing within 100 kilometers of Macau. 

Authorities warned of severe storm surges, widespread flooding, and destructive winds comparable to Typhoons Hato in 2017 and Mangkhut in 2018.

Sam said water levels could reach nearly 5 meters, about two meters above road level—high enough to flood the first floor of buildings. He urged residents, businesses, and both public and private institutions to take precautionary measures and closely follow official updates.

Macau has a history of rare but significant casino closures in extreme circumstances. In September 2018, authorities shut all casinos for 33 hours during Super Typhoon Mangkhut, marking the first full shutdown in history. During the COVID-19 pandemic, casinos were closed for 15 days in February 2020 and one week in July 2022. More recently, Typhoon Saola in September 2023 led to a nine-hour full closure.

Ferry services and other transport links have already been suspended in preparation for Ragasa’s expected impact on the morning of Wednesday, September 24th.
