Bloomberry Resorts, the operator of Solaire Resorts, plans to open a new casino “Solaire Puerto Azul” in Cavite by 2028, in line with the Philippine government’s efforts to expand the country’s integrated resort offerings and boost the gaming industry.
The project, named Solaire Puerto Azul, will be the company’s third casino, following its successful developments in Parañaque and the recently opened $1 billion Solaire Resort North integrated resort in Quezon City.
According to a report from Philstar, Philippine Amusement and Gaming Corp. (PAGCOR) chairman and CEO Alejandro H. Tengco emphasized the increasing interest from industry players in investing in the Philippines, attributing this to the nation’s growing reputation as a prime destination for tourism and entertainment.
Tengco noted that at least six integrated resorts—featuring hotels, casinos, and amenities such as retail and dining—are expected to be developed during the administration of President Marcos. He highlighted that one of these projects is set to launch in Entertainment City by 2025, with additional developments planned for Cebu and Boracay by 2026. Clark, the economic zone in Central Luzon, is also being considered for a new integrated resort by 2027.
The Cavite casino, part of Bloomberry’s broader strategy, is expected to enhance the Philippines’ gaming landscape, positioning the country as a top destination for global tourism and entertainment.
In April 2022, Bloomberry signed an agreement to acquire land in Cavite for the development of Solaire Puerto Azul. While specific details about the project have yet to be revealed, the development is expected to require a minimum investment of $300 million.
In addition to Solaire Puerto Azul, Suntrust Resort Holdings Inc. is slated to complete the Westside City Project, which will open next year. Two more integrated resorts are expected to open in Boracay by 2026.
Tengco also mentioned potential expansions in Lapu-Lapu City, Mactan, and Clark, though the scale of these projects remains uncertain. He emphasized that these developments will create thousands of jobs, contributing to the country’s economic growth.
PAGCOR attributes the continued growth of the Philippines’ gaming industry to three key factors: the entry of more integrated resorts, the strong performance of electronic gaming, and the future opportunities from the potential privatization of PAGCOR-operated casinos.
