New Zealand thoroughbred horse racing regulator appoints new CEO

New Zealand Thoroughbred Racing (NZTR) has announced the appointment of Matt Ballesty as its new Chief Executive Officer, effective March 5th, 2025.

NZTR is the governing body for thoroughbred horse racing in New Zealand and it oversees and regulates the sport.

Ballesty, a seasoned executive with over 30 years of experience in high-performance leadership and strategic commercial development, is set to lead the organization during a transformative period for the racing industry.

“This is a homecoming,” Ballesty remarked about his new role. “I’ve been passionate about racing for a long time as both an enthusiast and an owner, and I can’t wait to get stuck into the hard work of further developing thoroughbred racing in New Zealand.”

Ballesty brings significant international experience to NZTR, having held senior executive positions across Australia, Macau, and Canada. This includes a nine-year role as Chief Casino Officer for SkyCity Entertainment Group and more than three years as General Manager of Casino Operations for Altira, in Macau.

He is a New Zealand-Australian citizen and has also studied at the New Zealand Institute of Directors, previously serving as a board member with Heart of the City Auckland.

NZTR Chair Russell Warwick expressed confidence in Ballesty’s ability to navigate the industry’s challenges.

“The racing industry is going through a period of significant change, and Matt is the perfect candidate to ensure that every person contributing to the industry continues to play a key role in the future,” Warwick stated. “This appointment is about securing the legacy of the racing industry in the long term. We could not be happier to have someone of Matt’s caliber holding the reins at this critical point.”

PAGCOR inaugurates 2 community centers in Davao de Oro

The Philippine Amusement and Gaming Corporation (PAGCOR) recently inaugurated two socio-civic centers in the mountainside towns of Maragusan and New Bataan that are frequently hit by natural disasters.

The new facilities, built with Php50 million funding each from PAGCOR, will serve as safe shelters during emergencies as well as venues for various socio-economic activities of the communities.

Maragusan, situated nearly four hours from Davao City and home to approximately 65,000 residents, is among the most prone to landslides. For years, residents take shelter in public schools during calamities, often disrupting classes.

“This facility is a significant help to the locals who need to evacuate their homes during disaster situations,” said former Maragusan Mayor Maricel Vendiola, who spearheaded the project in 2022. 

“Classes in public schools will no longer be interrupted; at the same time, this structure will serve as a venue for promoting our local government’s projects and activities,” she added.

Maragusan’s incumbent Mayor Angelito Cabalquinto echoed Vendiola’s views and emphasized the facility’s potential to host activities that will contribute to the town’s economic growth.

“I am very excited to utilize this facility for our economic and livelihood programs. This will also help our local government generate additional revenues for our operations,” Cabalquinto said.

For the people of New Bataan, which is also prone to heavy flooding and landslides, the newly inaugurated facility is a realization of a life-long dream, according to Mayor Geraldford Balbin.

“For years, we have dreamt of having a sturdy and comfortable building to serve as temporary shelter for our people during calamities,” he said. “This project is a demonstration of PAGCOR’s commitment to address the needs of vulnerable communities.”

Balbin also highlighted the facility’s durability and recalled how it withstood a strong earthquake last year while still under construction. 

“There wasn’t a single crack or damage on the walls despite the strong earthquake. This shows the quality and strength of this facility’s construction,” he added.

During the inauguration ceremonies, PAGCOR Vice President for Corporate Social Responsibility Group Ramon Stephen Villaflor underscored the agency’s commitment to community development and disaster resilience. 

He noted that Maragusan and New Bataan were the only municipalities in Davao de Oro, formerly Compostela Valley, to get socio-civic centers under the agency’s funding.

To date, PAGCOR has completed and inaugurated 43 socio-civic centers nationwide, with 29 more facilities nearing completion.

Grand Korea Leisure sees 11.3% drop in casino sales in January m-o-m

Korean foreigner-only casino operator Grand Korea Leisure saw a 11.3 percent fall in its casino sales in January, and a 75.3 percent yearly rise during the month.

According to the most recent data from the company, the January figure amounted to KRW34.34 billion ($23.66 million).

Table games continued to contribute the majority of casino revenue, at KRW31.41 billion ($21.64 million) – a monthly fall of some 11.9 percent but a yearly increase of 90.3 percent.

Meanwhile, machine gaming revenue declined slightly month-on-month, at KRW2.93 billion ($2.02 million). The figure was a yearly fall of 5.1 percent.

Overall January’s casino drop was down both monthly and yearly, falling 3.2 percent and 12.1 percent, respectively – totaling KRW266.7 billion ($183.7 million).

GKL operates its casinos under the Seven Luck brand, being a ‘quasi-market-based public corporation’, under the Korea Tourism Organization.

Blackstone reportedly pondering The Star acquisition upon voluntary administration

New York-based private equity group Blackstone is reportedly pondering a possible acquisition of embattled Australian casino group The Star Entertainment, aiming to take advantage of the group’s poker machines.

Blackstone already holds a majority stake in The Star rival Crown Resorts – which operates casinos in Sydney, Melbourne and Perth.

According to speculation, the private investment firm may face some opposition from the New South Wales government in its attempt at the purchase, to avoid a casino monopoly in the state. However, this could be overcome due to the dire financial straits that The Star finds itself in.

Blackstone

Blackstone would reportedly only approach the acquisition once The Star enters voluntary administration, something the company has been preparing for by applying safe harbor provisions to protect directors from debt liabilities in case the company becomes insolvent.

In January, the company indicated that ‘there remains material uncertainty as to the Group’s ability to continue as a going concern’, disclosing that available cash as of December 31st amounted to just AU$78 million ($48.5 million).

The group indicated that it has been engaged in discussions ‘to a range of different solutions’ but that ‘there is no certainty that any of these negotiations will result in one or more definitive arrangements that might materially increase the Group’s liquidity position’.

Even the recent appearance of Macau-based petrochem mogul Xinchun Wang as the second-largest investor in the group – holding 6.52 percent of voting power and attempts to negotiate with state governments on reducing the tax burden have failed to alleviate concerns that The Star might not pull through.

Emperor Entertainment boss’ son appointed as vice chair of satellite casino co.

Emperor Entertainment Hotel Ltd has announced the appointment of Alexander Yeung, the son of the group’s majority shareholder, as vice chairman of the board, executive director and chairman of the executive committee.

Emperor Entertainment operates satellite casinos in Macau, being Chaired by the wife of Albert Yeung – Semon Luk Siu Man.

In a company filing, the group notes that the appointment aims to utilize Alexander Yeung’s ‘years of experience in property investment and development as well as hotel operations and a wide range of management experience in various businesses covering entertainment production and investment, artiste management, film production, investment and distribution, cinema development and operations, financial and securities services, retailing of watch and jewelry, retailing and wholesaling of furniture as well as media and publication’.

The new position comes with a directors fee of some HK$100,000 per year ($12,840).

New Zealand and Australia gaming group SkyCity Entertainment has announced the appointment of marketer Amanda Youell as the new head of its Queenstown casino, replacing former General Manager Jono Browne who left the role in December.

Speaking of the appointment, SkyCity Hamilton GM Michelle Baillie noted that “Amanda is the perfect fit to lead SkyCity Queenstown into its next chapter. Over the past seven years, she has been instrumental in driving Millbrook Resort’s marketing efforts and spearheading sustainability initiatives, while also fostering strong relationships with the community”.

Youell served as the Head of Marketing & Sustainability Lead at Millbrook Resort for over seven years before joining SkyCity.

Speaking of her new role, youell noted that “Queenstown has been my home for many years, and I’m passionate about creating memorable guest experiences while supporting sustainable growth and strengthening ties with the local community”.

Originally from Australian, Youell moved to Queenstown in 2017.

She assumes the new role on February 10th.

Northern Mariana Islands House Committee looking to abolish casino commission

The Northern Mariana Islands House Committee on Gaming is drafting legislation that aims to dissolve the Commonwealth Casino Commission (CCC) and enhance the powers of the Commonwealth Lottery Commission.

According to Marianas Variety, Committee Chair Rep. Ralph N. Yumul announced that the committee is reviewing existing laws related to both commissions.

The proposed bill would grant the lottery commission some enforcement powers currently held by the CCC, effectively rendering the latter obsolete.

Yumul emphasized that the legislation is part of a broader plan to expand gaming options in the Commonwealth of the Northern Mariana Islands (CNMI).

Recognizing public resistance to traditional brick-and-mortar casinos, the committee is considering internet gaming as a potential alternative, envisioning the CNMI as a hub for offshore gaming.

While the bill will not explicitly authorize online gaming, it will empower the lottery commission to determine suitable gaming types within the CNMI. Yumul noted the need for a model from the US that could be adapted for local use.

Regarding the current limitations of the CCC, Yumul stated that its effectiveness is compromised due to its ties with the only casino licensee in the CNMI.

Commonwealth Casino Commissioner Chair Edward C. Deleon Guerrero and Commissioner Mario Taitano have indicated they will await the draft of the bill before commenting further.

Emirates Esports Federation announces worldwide tender for new league franchises

The Emirates Esports Federation (EEF), in partnership with ITW Universe, has officially launched an Invitation to Tender (ITT) for the acquisition and operation of elite franchises in the upcoming E-Gaming League (EGL).

This initiative aims to attract global investors, eSports teams, sports franchise businesses, and high-net-worth individuals, further solidifying the UAE’s role as a prominent hub for digital entertainment and economic growth.

The E-Gaming League was described as aiming to redefine the eSports landscape by offering a ‘sustainable, inclusive, and competitive platform’ that encompasses multiple gaming genres.

Sheikh Sultan Bin Khalifa Bin Shakbout Al Nahyan, President of the Emirates Esports Federation, remarked on the significance of the EGL franchise model, stating, it is “not just a framework but a transformative platform” that ensures stability, fosters global collaboration, and unlocks unparalleled opportunities for long-term investment.

“eSports has grown beyond virtual entertainment to become a mass sport that transcends borders, cultures, and generations. With EGL, we are not just hosting games—we are shaping the future of the digital economy”, he added.

Saeed Ali Al-Tahir, General Secretary of the EEF, echoed these sentiments, calling the EGL franchise model a pivotal moment in eSports development.

“Our vision is to position the UAE as the world’s premier hub for competitive gaming and to drive economic growth, cultural exchange, and limitless opportunities for the next generation,” noted the official.
