China will establish an international law enforcement alliance against telecommunications and online fraud in September, with more than 40 countries expressing an intention to participate.
The Ministry of Public Security announced the initiative at a State Council Information Office news conference on July 24th, according to reports by Xinhua and China Daily.
The alliance will be launched during the 2026 Conference of the Global Public Security Cooperation Forum in Lianyungang, Jiangsu province.
Jiang Guoli, director of the ministry’s Criminal Investigation Bureau, said it would operate as an intergovernmental organization involving law enforcement agencies from participating countries.
The organization will promote intelligence sharing, joint operations and coordinated controls against transnational fraud networks.
China has designated telecommunications and online fraud as a public security priority under its 15th Five-Year Plan, covering 2026 to 2030. Jiang said most large fraud compounds targeting Chinese nationals were now based overseas.
Since 2023, cooperation between China and Myanmar has led to more than 59,000 fraud suspects being apprehended and transferred to China. Authorities also dismantled four criminal groups operating in northern Myanmar’s Kokang region, Jiang said.
China, Myanmar and Thailand established a ministerial-level coordination mechanism in early 2025. Ten joint repatriation operations have since been conducted, while more than 630 buildings at the KK Park fraud compound in Myawaddy have been demolished.
Chinese, US and UAE police also conducted their first joint operation against telecommunications and online fraud in 2026, dismantling nine suspected fraud sites and arresting 276 suspects.
Separate cooperation with Cambodia, Laos, Thailand, Vietnam, Malaysia, Indonesia and Sri Lanka has resulted in more than 20,000 fraud suspects being arrested and repatriated.
Officials did not identify the countries seeking to join the alliance or disclose details about its membership structure.
