Philippines closes largest POGO facility at Island Cove resort

With less than two weeks remaining until the complete wind-down of all Philippine Offshore Gaming Operator (POGO) operations in the country, the Philippines’ largest POGO facility, located at the former Island Cove resort in Kawit town, Cavite province, was officially shut down on Tuesday.

Speaking to local media, Philippine Amusement and Gaming Corporation (PAGCOR) Chairperson Alejandro Tengco confirmed that all POGO hubs across the country have now been closed. While he acknowledged that the nationwide ban on POGOs would result in an estimated PHP20 billion ($339 million) in lost government revenue, he expressed hope that the issuance of new gaming licenses would help mitigate the financial shortfall.

Interior Secretary Jonvic Remulla, Presidential Anti-Organized Crime Commission (PAOCC) Executive Director Undersecretary Gilbert Cruz, PAGCOR Chairperson Alejandro Tengco, and Philippine National Police (PNP) Chief General Rommel Francisco Marbil led the formal closure of the facility.

The POGO facility, situated on a 33-hectare property, was the largest of its kind in the country, employing 30,000 workers, half of whom were Filipinos. The compound consisted of 57 buildings, including employee dormitories, gaming hubs, cafés, grocery stores, a clinic, restaurants, spas, and beauty salons.

100 illegal POGOs still operating

Cruz pointed out that around 100 illegal or “guerrilla” POGO operations are currently active across the country, with local authorities collaborating closely with the Philippine National Police (PNP) to locate and shut them down. He noted that numerous red flags suggest areas where POGO operations may still be taking place. Authorities have been working with local government units (LGUs) and the PNP to pinpoint these locations.

Cruz also emphasized that the PNP and PAGCOR will conduct inspections of special class Business Process Outsourcing (BPO) facilities to ensure no POGO hubs are operating covertly. He cautioned that signs such as houses with lights on 24/7, the presence of foreign nationals, frequent food deliveries, and additional internet connections could indicate illegal POGO activities.

PNP Chief Marbil assured that authorities are intensifying efforts to target illegal POGO operations. He explained that the Task Force Skimmer, which includes the Anti-Cybercrime Group, is actively monitoring these operations. The task force tracks the number of individuals involved and keeps a close watch on foreign nationals linked to these illegal activities.

Potential legal gaming reforms loom as new Macau administration takes office: Lawyers

The landscape of Macau’s gambling law is poised for potential changes with the new administration, especially concerning the supply of gaming machines and compliance requirements, lawyers from law firm JNV – Lawyers and Notaries argued.

According to a recent analysis of the Macau gambling market from JNV law firm to Legal 500 written by lawyers Jorge Neto Valente, André Santos Raquel, and Jessica Hon, further amendments and new regulations are expected.

Valente – the founder of JNV – serves as Galaxy Entertainment Group’s Advisor and Galaxy Casino S.A.’s director, having served as President of the Macau Lawyers Association from 1995 to 2000 and from 2002 to 2022.

‘The last substantial change which intention had been publicly announced was enacted in October 2024 (Law no. 20/2024, on combating illegal gaming crimes). In any event, going forward, there may be amendments and new regulations at any time’, the legal analysis points out.

Law No. 20/2024, effective from October 29th, 2024, enhances measures against gambling-related crimes by imposing harsher penalties for ‘illegal lending for gambling’ and introducing new offenses such as ‘operating illegal currency exchange for gambling’.

According to the legal review, one significant area of potential reform is the overhaul of Administrative Regulation no. 26/2012, which governs the supply of gaming machines, equipment, and systems.

The legal experts anticipate that developments in lotteries and sports betting may also be on the horizon, particularly with the upcoming implementation of the Gaming Inspection and Coordination Bureau (DICJ)’s Electronic Gaming Machines Standards 2.0, set to take effect on December 31st, 2026.

‘Industry players are advised to prepare for compliance, as this will impact their operations significantly’, the commentary explains.

The DICJ is also scheduled to conduct a comprehensive review of compliance with the casino gaming concession contracts, which happens every three years.

This review is expected to commence on January 1st, 2025, raising questions about potential risks to the stability and growth of the gambling market in Macau.

Global geopolitical factors are also a concern, as Macau’s close ties to China mean that economic trends in the mainland can significantly influence the local gaming industry.

Still, the lawyers considered that the casino gaming concession contracts signed in 2022 include substantial plans for both gaming and non-gaming investments, presenting opportunities for companies looking to supply goods and services to concessionaires.

‘For start-ups considering Macau as a jurisdiction for their operations, the region’s status as the world’s largest land-based gaming market remains a key attraction, despite the high barriers to entry due to the need for concession contracts’, the review adds.

Moreover, Law no. 7/2022, which amended the Gaming Law prior to the public tender for new casino concessions, allows new concessionaires to operate existing casinos on third-party premises for a transitional period of three years, subject to the Chief Executive’s approval.

This transition period will conclude on January 1st, 2026, after which concessionaires must either acquire the premises or place their satellite casinos under the management of a casino management company.

The recent election of a new Chief Executive, who will be sworn-in on December 20th of this year, also marks another pivotal moment for the industry.

With broad powers to shape gaming policies, the new CE may implement changes in the enforcement of existing laws and regulations, with a reshuffle of cabinet Secretaries to further influence the DICJ and the broader gaming landscape.

A key new face joining the cabinet is Tai Kin Ip, who has been appointed Secretary for Economy and Finance, replacing Lei Wai Nong, whose fate is yet to be announced. Tai previously served as Director of the Economic and Technological Development Bureau (DSEDT) since 2016.

After Sam Hou Fai introduced the new cabinet to the public, Tai stated that the incoming government would allocate additional resources to advance “appropriate economic diversification.”

“We will review the work carried out over the past five years, and while gathering consensus from various sectors, we will allocate more resources to further diversify Macau’s economy,” Tai said.

In November, the government unveiled its first comprehensive diversification blueprint (2024–2028), anchored in the 1+4 strategy, with plans for non-gaming industries to contribute approximately 60 percent of Macau’s GDP, compared to about 50 percent in 2019.

Tai’s portfolio also includes oversight of the city’s crucial gaming industry, which falls under the Gaming Inspection and Coordination Bureau (DICJ). The bureau will see a leadership change, as its current director, Adriano Marques Ho, has been appointed Director General of Macau Customs.

Thai police commissioner-general investigated for alleged corruption linked to illegal gambling

Thailand’s National Anti-Corruption Commission (NACC) has initiated an investigation into former Royal Thai Police commissioner-general Pol General Torsak Sukvimol and seven others for alleged bribery linked to illegal gambling operations.

According to Thai media, this decision follows accusations that Torsak demanded money and assets from 18 gambling websites and other illicit businesses during his tenure as national police chief from October 2023 to September 2024.

NACC secretary-general Sarote Phuengramphan stated that sufficient evidence, including witness testimonies, has been gathered to justify the investigation, with the commission overseeing the inquiry.

In addition, the NACC is examining separate allegations against former deputy national police chief Pol General Surachate Hakparn, who is accused of accepting bribes from gambling sites and involvement in money laundering. Sarote indicated that more information is needed before proceeding with this case.

Torsak had been suspended in March due to conflicts with Surachate but returned to duty in June until his replacement by Pol General Kitrat Phanphet on October 1st. Surachate, known as “Big Joke,” was removed from his position by royal command.

Success Universe sells $8.3 mln worth in Tesla shares

Success Universe, an investor in Macau’s Ponte 16, announced that its indirect wholly-owned subsidiary, BTL, has disposed of 19,500 Tesla shares on the open market for $8.3 million excluding transaction costs.

This latest transaction follows previous disposals, bringing the total number of shares sold by BTL between November 14th and December 12th to 23,500, with a cumulative cash consideration of approximately $9.8 million.

Based on recent market prices of Tesla shares, Success Universe directors believe that the disposal represented a favorable opportunity to realize a reasonable return from part of the group’s investment in Tesla shares. The proceeds from these disposals are expected to be used for general working capital and/or the repayment of borrowings.

As the sales occurred on the open market, the identities of the purchasers remain unknown. However, the directors have stated that, to the best of their knowledge and after making reasonable inquiries, the buyers and their ultimate beneficial owners are independent third parties.

Prior to these disposals, Success Universe held a total of 96,750 Tesla shares, and after the transactions, this number has been reduced to 73,250 Tesla shares.

Following the Aggregate Disposals, the Group expects to recognize a gain of approximately HK$30.8 million ($3.9 million) for the year.

This gain is calculated based on the difference between the gross proceeds of approximately $9.8 million and the fair value of approximately HK$45.8 million ($5.8 million) of the Tesla shares as of December 31st, 2023, subject to any audit adjustments.

‘The Board emphasized that these strategic disposals are part of the Group’s ongoing efforts to manage its investment portfolio effectively, aligning with its long-term financial strategies’, Success Universe noted.

The island nation of Vanuatu has been rocked by a deadly 7.3-magnitude earthquake which hit just 30 kilometers west of the capital of Port Vila.

The earthquake took place at 9:47am on Tuesday and was followed by a magnitude 5.5 aftershock. Numerous aftershocks were subsequently registered.

A tsunami warning was raised but was later cancelled.

The island-nation has been placed under a seven-day state of emergency by its caretaker prime minister Charlot Salwai, including a curfew between 6pm and 6am.

According to reports, many large buildings in Port Vila have collapsed, with images shared online showing significant damage to the diplomatic missions of the United States, New Zealand, France and the UK.

Electricity is out and the water supply has been largely disrupted for most of the capital region.

There have been numerous reports of fatalities, however communications outages have been experienced across the nation, making it difficult to get an accurate picture of the extent of the tragedy.

Authorities from neighboring regions, including Australia and New Zealand, have noted that they are closely monitoring the situation and are ready to support.

Governments, individuals, and companies – including gaming operators based out of Vanuatu – are struggling to learn the condition and whereabouts of colleagues, staff, friends and family amongst the communications blackouts.

Authorities urge those seeking information to contact their relevant diplomatic missions, as most local government websites and lines of contact are down.

Major landslides have also been reported, including one at the Port Vila wharf, while the road connecting Port Vila to the international shipping terminal is said to have been completely blocked by landslides.

Despite being located in one of the most active subduction zones in the world, residents told media that this was the worst natural disaster they had experienced.

According to the United States Geological Survey (USGS), there is a 41 percent chance that there will be between 10 and 100 fatalities, with a 20 percent chance of between 100 and 1,000.

The USGS also estimates that the earthquake has caused economic losses of between 1 and 9 percent of the island nation’s GDP.

The 80-islands making up the archipelago of Vanuatu house some 330,000 people, while Port Vila has a population of around 36,000.

Thomas Arasi retires from Bloomberry in sudden move

The President, Director and Chief Operating Officer of Bloomberry Resorts Corporation, Thomas Arasi, is retiring from his positions with the company, effective from Tuesday.

According to a company disclosure, Arasi’s ‘retirement is for personal reasons’.

Arasi will also be retiring from his position as a member of the board of directors of Bloomberry and its subsidiary Bloomberry Resorts and Hotels Inc (BRHI) ‘and from all positions in other subsidiaries’.

The firm has not yet announced a replacement for Arasi.

The retirement announced comes suddenly, after Arasi in late October increased his shareholdings in the company’s stock, as part of its incentive plan, by some $1.2 million.

Arasi joined Bloomberry in 2013, when Solaire first opened.

He had previously served as President and Chief Executive Officer for Marina Bay Sands before his move to Bloomberry.

Arasi was one of the main keynote speakers at the 2024 ASEAN Gaming Summit, sharing his vision for Solaire and its latest new property Solaire North.

Bloomberry recently saw the first full quarter of revenue contributions from Solaire North to its 3Q24 earnings, despite registering an overall loss for the period of PHP470 million ($8.01 million).
