Sands China 4Q24 performance estimates lowered amid market challenges – Deutsche Bank

Sands China is facing a challenging landscape for the fourth quarter of 2024, as Deutsche Bank has revised its estimates downward in light of lower-than-expected gross gaming revenue (GGR) from Macau and a decline in GGR market share. 

Continued property disruptions in Macau are also anticipated to persist through the first quarter of 2025, with Deutsche Bank’s latest assessment indicating that the 4Q24 GGR for Macau was approximately $120 million lower than previous forecasts.

The brokerage revealed that LVS’s market share for November and December slipped from the typical range of 23-24 percent to between 22-23 percent, contributing significantly to the negative revisions. 

As a result, Sands China’s property EBITDA for 4Q24 has been lowered by about 9 percent, falling to $566 million from an earlier estimate of $620 million, and below the consensus expectation of $624 million.

Looking ahead, the bank expressed concerns that the consensus forecasts for 2025 appear overly optimistic, providing little margin for error. Deutsche Bank believes that LVS shares would benefit from a “deck-clearing” revision for 2025 estimates. 

This adjustment would allow for potential market share gains as normal operations resume at The Londoner, which could serve as a positive driver instead of a requirement for meeting current expectations.

The forecast for Sands China’s 2025 Macau property EBITDA has been adjusted to $2.63 billion, representing a 3 percent decrease from prior estimates and significantly lower than the consensus figure of $2.81 billion. 

Deutsche Bank noted that the market seems to be pricing in a return to 2023 market share levels of around 26 percent, a perspective they consider too aggressive given the ongoing disruptions and the extended timeline for projects at The Londoner.

Strong VIP to help MGM China growth surpass industry average in 4Q24 – Jefferies

MGM China growth should outpace the Macau gaming industry average in the last quarter of 2024 thanks to a strong VIP segment, Jefferies’ analysts predict.

Jefferies anticipates that MGM will report an adjusted EBITDA of HK$2 billion ($128.4 million) for the fourth quarter of 2024, reflecting a 5 percent quarter-over-quarter increase and a margin of 27 percent. 

At the parent company level, MGM China’s adjusted EBITDA is expected to reach $251 million.

Jefferies expects MGM to gain market share in 4Q24, although increased investments may lead to a slight decline in the adjusted EBITDA margin.

According to the brokerage, MGM China will see a 7 per cent quarter-over-quarter growth in gross gaming revenue (GGR), reaching $1.1 billion. 

‘This growth outpaces the industry average of 3 per cent, attributed to strong performance in the VIP segment’, Jefferies analysts noted.

For property EBITDA, the brokerage forecasts that MGM Macau and MGM Cotai combined will report an adjusted EBITDA margin of 27 per cent, totaling HK$2.1 billion ($269.6 million). 

This represents a 5 per cent quarter-over-quarter growth, which is slower than GGR growth due to anticipated increases in operating expenses. 

Notably, these expenses include the newly opened Poly MGM Museum at MGM Macau, which launched on November 24, 2024 and the MGM Cotai 2049 show that debuted in December 2024.

Philippines intensifies crackdown on illegal POGOs amid guerrilla tactics

Philippine authorities are intensifying efforts to dismantle illegal Philippine Offshore Gaming Operators (POGOs) in the country, with at least 80 percent of the 400 POGO hubs already ceasing operations, according to an update from the Presidential Anti-Organized Crime Commission (PAOCC) on Tuesday.

Due to the illegal nature of the remaining POGOs, the authorities’ data may sometimes cause confusion. A nationwide shutdown of all POGO hubs was completed in December last year.

However, law enforcement has estimated that hundreds of POGO-like operations still have resorted to “guerrilla” tactics to continue their activities.

According to local media Inquirer.net, PAOCC Executive Director Gilbert Cruz revealed that small-scale POGO operations are still being monitored across Northern Luzon, the Visayas, and Mindanao.

As reported previously by AGB in November last year, these POGOs are relocating their operations to islands such as the Visayas and Mindanao in an effort to circumvent the nationwide ban.

Cruz also highlighted that the Bureau of Immigration has deported approximately 27,000 of the 40,000 POGO workers in the country. Some individuals from a POGO hub in Porac, Pampanga, managed to escape and are now operating primarily in the Visayas.

These small-scale POGOs often involve groups of 20 to 50 people who rent two rooms to conduct fraudulent activities. Cruz added that reports indicate these operations are shifting towards the Visayas region.

Cruz explained that ongoing monitoring activities are focused on the Visayas, as there have been reports of these groups relocating there. He further stated that those who escaped are mostly now concentrated in the Visayas and Mindanao, with a particular focus on the Visayas.

Small-scale POGOs typically operate in more discreet locations such as resorts, apartments, subdivisions, or gated communities. Cruz noted that President Ferdinand R. Marcos Jr. believes POGOs cannot continue without the involvement of local government officials, particularly village leaders.

Unusual surges in foreign nationals at private resorts and a spike in food deliveries are indicators that a POGO operation may be taking place, Cruz explained.

He emphasized that POGOs rely on a stable internet connection, computers, and manpower, with foreigners often playing a key role in managing operations, while Filipino workers handle tasks like keyboard operations.
