Indonesia reports notable decline in illegal online gambling transactions in 2024

The Indonesian government has made significant strides in reducing illegal online gambling activities throughout 2024, bolstering its crackdown and mitigation strategies.

The Indonesian Ministry of Communication and Digital Affairs recently reported a notable decline in gambling transactions over the past year, Xinhua reported.

Transactions fell from IDR21 trillion ($1.28 billion) in the first quarter to IDR16 trillion ($978 million) in the second quarter, and further plummeted to IDR4 trillion ($244.5 million) in the third quarter.

“These figures reflect positive progress, with a decreasing number of online gambling transactions,” stated Alexander Sabar, director of digital space supervision at the ministry, during a recent meeting with the Indonesian parliament in Jakarta.

The official attributed the decline to the government’s aggressive efforts to block access to gambling sites and remove content promoting such activities.

Since early 2017, the ministry has removed a staggering 5.7 million online gambling-related content pieces from various websites and applications. In 2024 alone, authorities blocked 3.5 million pieces of content.

In addition to enforcement, Indonesian authorities are ramping up digital literacy campaigns, particularly in rural areas, to educate citizens about the risks of online gambling.

These initiatives include social media campaigns, direct outreach to local communities, and community-based education programs aimed at dispelling the myth of easy profits from online gambling.

“Blocking websites and content is not enough, as one of the main reasons people engage in online gambling is addiction,” said Meutya Hafid, Indonesia’s Minister of Communication and Digital Affairs.

The country has faced challenges in combating online gambling, with the Indonesian Financial Transaction Reports and Analysis Center (PPATK) reporting that at least 8.8 million Indonesians were involved in online gambling in 2024, including 80,000 children under the age of 10.

Disturbingly, reports have surfaced of government officials participating in online gambling activities.

PPATK head Ivan Yustiavandana revealed that several village heads misused village funds for gambling, totaling around IDR40 billion ($2.44 million). Recently, the Ministry of Communication and Digital Affairs dismissed 10 employees for involvement in online gambling.

The National Cyber and Crypto Agency (BSSN) has formed a special task force dedicated to addressing data protection, cybercrime eradication, and public communication. This includes monitoring for online gambling access links embedded in the domains and subdomains of government websites using advanced techniques.

“We conduct 24-hour monitoring of domains and subdomains, utilizing a sensor system to patrol data for any links related to online gambling,” stated Dominggus Pakel, deputy for cybersecurity operations and cryptography at BSSN, during the parliamentary meeting.

Curacao’s new licensing rules draw attention at ICE Barcelona as industry adapts

With the new Landsverordening op de Kansspelen (LOK) law officially enacted, industry stakeholders are showing renewed interest in Curacao as it transitions to a new normal.

Among the many stands at the recent ICE Barcelona exhibition, one seemed to attract a constant stream of visitors despite being tucked into a corner of the vast new conference venue. With the new LOK having passed parliament in late December of last year, the Curacao Gaming Authority (CGA) took the opportunity to present these new rules to industry stakeholders eager to understand the implications of the changes.

Under the new framework, all existing NOOGH-licensed operators as of December 24th, 2024, have been automatically granted a provisional LOK license for a six-month transition period, ending on June 24th, 2025. This provisional status can be extended for an additional six months, provided that operators meet specific compliance requirements outlined on the CGA portal. At ICE Barcelona, representatives from the CGA engaged with operators, investors, and regulators, explaining the transition process and the steps required to remain compliant under the new framework.

New applicants will need to follow the LOK application process, which is set to reopen in the coming weeks. Existing applications already in progress remain unaffected and will proceed under previous conditions. The clarity provided at ICE Barcelona helped ease concerns among potential applicants, with many expressing interest in obtaining a Curacao license under the revised regulations.

Curacao’s updated fee structure for both B2C (business-to-consumer) and B2B (business-to-business) licenses has been outlined as follows:

Application Fees:

B2C & B2B License Application: €4,592

Additional fees apply per stakeholder:

€150 per Ultimate Beneficial Owner (UBO) from the second UBO onwards

€128 per qualifying position holder

€2,551 per UBO listed on a stock exchange

Changes or additions of UBOs/qualifying interest: €128

B2C Domains: €250 per domain

Annual Licensing Fees:

B2C License: €24,490 per year

B2C Supervisory Fee: €22,960 per year

Total B2C Annual Fees: €47,450, payable pro-rata on issuance and by January 19th annually

B2B Annual Supervisory Fee: €24,490

For 2025 fees, provisional LOK license holders as of December 24th, 2024, will be invoiced half of the annual licensing and supervisory fees at the end of January or early February. Payments will be required before full provisional licensing is confirmed. These fee structures and compliance requirements were a major topic of discussion at the CGA stand at ICE Barcelona, where many stakeholders sought clarification on the financial obligations tied to the new framework.

The CGA has also designated approved entities for critical services, ensuring that licensed operators comply with local infrastructure and security requirements. At ICE Barcelona, these updated compliance measures attracted strong engagement, as operators sought to understand the evolving obligations they would face under the new regulatory regime.

Operators are permitted to continue operations during the application process if they can verify their status via a Certificate of Operations. This ensures continuity for existing license holders while regulatory updates are phased in. The CGA’s presence at ICE Barcelona helped reinforce this message, giving industry players confidence that Curacao’s licensing system remains robust and reliable despite the changes.

Paradise Co sees monthly rise in casino results, topping $48M in January

South Korean foreigner-only casino operator Paradise Co. has reported a slight rise in casino revenues in January compared to the previous month, however on an annual basis results were down.

According to its most recent consolidated financial statements, the casino generated KRW70.42 billion ($48.24 million) in revenue for January, reflecting a rise of 1 percent from December’s revenue of KRW69.74 billion ($47.7 million).

However, this figure represents 2.3 percent decrease compared to January 2024, when revenues were KRW72.11 billion ($49.4 million).

Analyzing the revenue breakdown, table games contributed KRW65.76 billion ($45 million), down 0.3 percent from the prior month as well as dropping 2.2 percent year-on-year. Revenue from machine gaming rose significantly during the month, totaling KRW4.6 billion ($3.2 million), down by 4.5 percent yearly but rising by 24.4 percent month-on-month.

Currently, the company is developing a $400 million flagship hotel project, set to begin construction in the first quarter of 2025, with an opening scheduled for 2028. This move is part of a revamped strategy aimed at attracting more international high-rollers to its properties.

Jeju Dream Tower casino sales jump 23% y-o-y in January

Jeju Dream Tower has released its interim business performance figures for January 2025, revealing a notable uptick in casino revenues compared to the previous month, and a significant increase compared to the same period last year.

According to the consolidated financial statements, the casino generated KRW29.42 billion ($20.15 million) in revenue for January, a rise of 24.7 percent from December’s revenue of KRW23.59 billion ($16.6 million).

This figure reflects a significant 23 percent increase compared to January 2024, when revenues were KRW23.87 billion ($16.36 million).

The data comes from a filing by Lotte Tour Development, the operator of Jeju Dream Tower, with the Korea Stock Exchange.

Breaking down the casino revenue further, table games accounted for KRW28.14 billion ($15.17 million) in revenue, up 27 percent from the previous month and rising by 23.7 percent yearly.

Machine gaming revenue, however, fell by 11.5 percent from the previous month to KRW1.28 billion ($880,000), showing a 13 percent increase compared to the same month last year.

PAGCOR shuttering 2 Casino Filipino venues due to underperformance

The Philippine Amusement and Gaming Corporation (PAGCOR) is shuttering two of its self-run Casino Filipino branches as it cuts cost amongst its privatization plan.

One branch is the Talisay, Cebu operation, while the second is located in Tagum, Davao.

“Given the sustained financial strain, continuing operations at these sites is no longer feasible,” indicated PAGCOR Chairman Alejandro H. Tengco in a statement.

PAGCOR indicated that the Cebu casino operation had seen losses of PHP49.56 million ($844,000) in 2024, as ‘the bleeding worsened’ from 2023’s results.

Meanwhile, the Casino Filipino Grand Regal operation saw a PHP36.93 million ($630,000) loss in 2024, up from PHP31.56 million ($538,000) in the previous year.

The authorities indicate that no employees will be displaced due to the closures.

“While our decision was driven by mounting financial losses, safeguarding the welfare of affected employees through job reassignment and comprehensive support programs is our top priority,” noted Tengco.

In total, there are 42 employees from Casino Filipino Talisay that will be transferred to other branches in Casino Filipino Cebu, while 33 employees of Casino Filipino Tagum will be deployed around properties in Davao.
