The Philippine Amusement and Gaming Corporation (PAGCOR) has sought approval to implement salary step increments based on employees’ length of service.

PAGCOR Chairman and CEO Alejandro H. Tengco stated in a letter addressed to the Governance Commission for GOCCs (GCG) Chairperson Atty. Marius Corpus, that the PAGCOR Board of Directors has already approved the implementation of step increments but awaits GCG’s approval.

The objective is to ensure that PAGCOR employees receive competitive salaries and benefits comparable to other revenue-generating Government-Owned and Controlled Corporations (GOCCs).

The step increment proposal aims to address distortions caused by PAGCOR’s new Compensation and Position Classification System (CPCS), which caused a decrease in employees take-home pay on the first payday.

The CPCS led to pay scale distortions as all employees were reverted to Pay Step 1 regardless of their years of service, with new employees receiving the same salary as those who had been in the same position for over 15 years.

According to the implementing guidelines of the CPCS, one step increment will be granted to qualified personnel for every three years of continuous satisfactory service in their current position.

As of December 31st, 2023, records indicate that 7,057 PAGCOR personnel, comprising 72.60 percent of the agency’s workforce, have served for more than three years in their respective positions.
