Goa’s long-delayed casino regulations may not take effect until a new state government is formed following elections scheduled for February 2027, potentially extending uncertainty over the oversight of its casino industry.
The Times of India reported on July 27th that the state home department had finalized the draft Goa Public Gambling Rules. However, the rules must be published in the Official Gazette and presented to the Goa Legislative Assembly for at least 14 days while it is in session.
A senior government official cited by the newspaper said a sufficiently long legislative session was unlikely before the election. The state government has recommended that the assembly convene from August 31st, but the duration has not been confirmed.
Goa appointed its commissioner of commercial taxes as gaming commissioner in 2019. However, the absence of implementing rules has left the position’s regulatory responsibilities undefined.
Under the proposed framework, the gaming commissioner would oversee casino operations, maintain gaming records and control casino entry-ticket issuance. The system would allow authorities to track visitor numbers and strengthen scrutiny of customers and their sources of funds.
Goa has more than a dozen land-based casinos and six offshore casinos. The rules were first drafted in 2022 and revised in 2023 but were not implemented.
