Hunting for the best betting sites in Vietnam? This page puts the top sites for real money betting in a single ranked list, letting you compare football markets, racing, jackpot draws and dong payments in one sitting and choose where your next stake goes.
Betting talk in Vietnam starts with football. Late night Premier League kick-offs, Champions League knockout ties and every match the national team plays keep fans glued to their screens, while the twice daily Lotto 5/35 draw and the big Power 6/55 jackpots give everyone else something to chase. Scroll on for our ranked list of top betting sites, a breakdown of the brands that matter most to Vietnamese punters, and a closer look at football odds, racing, lottery games and resort casino tables.
How We Rank Betting Sites in Vietnam
A betting brand only makes it onto this page if it can serve players in Vietnam on a lawful basis. Once that bar is cleared, each option is compared on the same handful of points.
- Legal footing in Vietnam: every brand profiled here works under a Vietnamese decree, government resolution or Ministry of Finance circular, and the exact basis is named in its facts table.
- Betting choice: how many products a player can actually reach, from jackpot draws and daily number games to quick draws and table games.
- Dong banking: whether stakes and payouts run in VND, how tickets are paid for, and what fees apply to e-wallet payments.
- Access: retail outlets, phone channels and opening hours, plus any location limits.
- Player safeguards: age checks, spending caps, entry conditions and the information each operator publishes for its customers.

Best Vietnam Betting Brand Reviewed
Right now one brand offers real money play to the general public across the whole country: the national computerised lottery. Its profile below covers the games, the ways to buy and the rules that apply.
Vietlott
Computerised lottery
Vietlott is the trading name of Vietnam Computerised Lottery One Member Limited Liability Company, a state owned business under the Ministry of Finance. It sold its first tickets in Ho Chi Minh City in July 2016 with Mega 6/45, a six from 45 jackpot game, and has since grown into a nationwide network of agents with terminals that print tickets on the spot.
The product line now spans three kinds of play. The jackpot games are Mega 6/45, Power 6/55 and Lotto 5/35, the last of which draws at 13:00 and 21:00 every day and splits its top prize among all winning tickets in a draw. The Max 3D family covers three digit number games with smaller, more frequent prizes, while Keno and Bingo18 run fast rounds from morning to night. Standard entries are priced from VND 10,000.
Players who prefer not to visit an agent can use Vietlott SMS, the brand’s official agent for phone purchases. It works with MobiFone, VinaPhone and Viettel numbers, takes payment from a linked e-wallet such as MoMo and confirms each ticket by text message from 9969. The service is limited to users in Vietnam.
Pros
- Jackpot, daily number and quick draw games from one operator
- Low entry price, with standard tickets from VND 10,000
- Agent terminals nationwide plus phone purchases
Cons
- No sports or racing betting in the range
- Phone channel works only inside Vietnam, and MoMo adds a 3% fee per ticket

Football Betting Sites Vietnam: The International Football Pilot
Football betting in Vietnam sits under Decree 06/2017/ND-CP, signed on 24 January 2017 and in force from 31 March 2017. The decree recognises three betting products: horse racing, greyhound racing and international football. For football, it sets up a five year pilot run by one company chosen by tender, with bets allowed only on international matches.
Football Betting Rules for Players
The decree sets clear limits for customers. Only adults aged 21 or over with full civil capacity may bet. A single bet starts at VND 10,000, and total stakes are capped at VND 1 million per person per day for each betting product. Customers who bet by phone must open a betting account with the operator, linked to a payment account at a credit institution.
Where the Football Pilot Stands
No company has started taking football bets. In May 2020, the Ministry of Finance confirmed that it had not granted a betting certificate to any business, because the tender for the pilot operator could not be held under the bidding rules then in force. Vietlott named a football betting channel among its plans in its development strategy, but no licence followed.
The ministry has since drafted a decree to replace Decree 06/2017. A draft released in September 2025 proposed a single pilot operator for five years. A later version, reported in December 2025 and January 2026, opens the pilot to as many as three firms, and each would need VND 2,000 billion or more in charter capital, and keeps a ceiling of VND 10 million per player per day. That draft would also tie betting, payment and prize payouts to identified accounts and would cover matches organised by FIFA, UEFA, the AFC, CONMEBOL and CONCACAF plus named domestic leagues and cups. On 13 May 2026, Decision 1154/QD-BTC updated the administrative procedure for football betting certificates. As of October 2026 no record shows the replacement decree being issued or a certificate being granted.
Offshore Football Betting Sites
International sportsbooks that market to Vietnamese players hold no Vietnamese licence, and Decree 06/2017 makes no provision for them. They sit outside the framework described on this page and are not featured here.
Horse Racing Betting Sites Vietnam: Racecourse Projects
Racing has a longer history in Vietnam than football betting. Phu Tho racecourse in Ho Chi Minh City staged races for decades before closing in 2011, and several large projects have been planned since. Under Decree 06/2017, a company needs a certificate from the Ministry of Finance before it can take racing bets, and one condition is that the racecourse has been fully built under its investment registration. A certificate lasts up to 10 years.
Dai Nam Racecourse
Dai Nam racecourse was opened in 2017 by Dai Nam Joint Stock Company inside its tourism and sports park in the former Binh Duong Province, now part of Ho Chi Minh City. The complex covers more than 60 hectares, cost more than VND 2,000 billion and holds about 20,000 spectators. It has hosted horse races and other motor and animal events, but no betting certificate for the venue could be found.
Thien Ma Madagui
The Thien Ma Madagui project in Da Huoai, Lam Dong Province, began as a racecourse in 2011 without any betting element. Trial races and riding shows held from 2017 were stopped in 2018 because the project had no betting approval. On 19 February 2025 the Deputy Prime Minister signed Decision 371/QD-TTg approving a revised investment policy that adds horse and greyhound race betting as a business objective, with total capital of about VND 1,548 billion on close to 70 hectares. That decision is an investment approval only. A betting certificate is a separate step, and none has been reported.
Soc Son, Hanoi
Hanoi’s planned racing complex in Soc Son is backed by H&G Co., Ltd., a joint venture between Hanoi Tourist and South Korea’s Global Consultant Network. The Prime Minister approved the investment plan in September 2019, and on 7 July 2026 the Soc Son People’s Committee approved the detailed 1/500 zoning plan for about 125 hectares, with an estimated investment of around USD 420 million. Construction dates have not been announced.
Vietlott Lottery Betting: Real Money Jackpot Games
For anyone in Vietnam who wants a real money stake today, the computerised lottery is the most direct option. Each game has its own pace and prize structure.
| Game | Format and prizes |
|---|---|
| Power 6/55 | Six numbers from 55. Jackpot 1 starts at VND 30 billion; Jackpot 2, from VND 3 billion, goes to five main numbers plus the special number. Draws on Tuesday, Thursday and Saturday. |
| Mega 6/45 | Six numbers from 45, with a rolling jackpot that starts at VND 12 billion. Draws on Wednesday, Friday and Sunday. |
| Lotto 5/35 | Five numbers from 35 plus one from 12. Jackpot from VND 6 billion, shared among winning tickets. Two draws every day. |
| Max 3D family | Three digit number games with frequent smaller prizes; Max 3D Pro has draws on six days of the week. |
| Keno and Bingo18 | Quick draw games with many rounds each day. |
Jackpots in Power 6/55 and Mega 6/45 roll over until they are won, which is why the size of the top prize often climbs into the hundreds of billions of dong and lands on the front pages. Lotto 5/35, launched on 29 June 2025, suits players who want a result the same day.
How to Bet on Vietlott Draws
- Find an agent or open Vietlott SMS. Agents display the Vietlott sign and sell tickets at a terminal; phone buyers register a MobiFone, VinaPhone or Viettel number.
- Pick a game and draw. Choose a jackpot game for the big prize or a quick draw game for faster results.
- Select your numbers. Mark them yourself or let the terminal choose at random.
- Pay in dong. Hand over cash at the agent or confirm payment from a linked e-wallet in the SMS flow.
- Keep the ticket and check results. The printed ticket or confirmation text is your proof of entry. Large prizes are claimed at a Vietlott office, and income tax is deducted before payment.

Casino Betting in Vietnam: Resort Gaming Pilots
Table game and slot betting in Vietnam happens on land, in casinos inside approved resort projects. Decree 03/2017/ND-CP on casino business was issued on 16 January 2017 and took effect on 15 March 2017. It provides no licence for online casino play.
Vietnamese citizens may play only at venues covered by a government pilot. Resolution 08/2025/NQ-CP of 26 November 2025 reopened Phu Quoc to eligible local players with no end date, and started five year trials for local players at Ho Tram and Van Don. The Van Don pilot starts only once that resort receives its casino business certificate. Under Decree 03/2017 a Vietnamese player must be at least 21, prove monthly income of VND 10 million or more, or a personal income tax bracket of three or higher, and buy an entry ticket costing VND 1 million for 24 hours or VND 25 million for a month.
| Venue | Who can play |
|---|---|
| Corona Resort & Casino, Phu Quoc | Foreign passport holders, plus Vietnamese citizens aged 21+ who meet the income test and hold a ticket |
| The Grand Ho Tram | Foreign passport holders; eligible Vietnamese citizens since 5 January 2026 under the five year pilot |
| Hoiana, near Hoi An | Foreign passport holders only |
| Van Don, Quang Ninh | Not yet open; local pilot begins once the casino is certified |
A Ministry of Finance draft decree to replace Decree 03/2017 would remove the income test and lift ticket prices to VND 2.5 million for a day or VND 50 million for a month. It had not been adopted at our last check, so the current conditions still apply.
Payment Methods at Vietnam Betting Sites
Every lawful betting product in Vietnam is priced in Vietnamese dong. How the money moves depends on the product.
| Product | How players pay and get paid |
|---|---|
| Vietlott at an agent | Cash in VND at the terminal; smaller prizes paid by the agent, larger ones at a Vietlott office |
| Vietlott SMS | Linked e-wallet such as MoMo, which charges a 3% processing fee per ticket |
| Resort casinos | Vietnamese players exchange dong for casino chips and change unused chips and winnings back into dong; foreign exchange rules are set by Circular 10/2017/TT-NHNN |
| Football and racing betting (when licensed) | Phone bettors need a betting account linked to a bank payment account; the replacement draft would add identified accounts and e-wallets |
Cards, Bank Accounts and E-wallets
The State Bank of Vietnam has instructed credit institutions and payment service providers, in Document 4347/NHNN-TT, not to allow payment accounts, bank cards or e-wallets to be used for gambling and football betting transfers outside the law, and to warn customers against renting out or trading their cards and accounts. In practice, lawful betting money in Vietnam moves as cash at a counter, through a bank account registered with a licensed operator, or through an e-wallet tied to Vietlott SMS.
Tax on Betting and Lottery Wins
Winnings are taxed as personal income at a rate of 10%. Since 1 July 2026, Personal Income Tax Law 109/2025/QH15 charges it only on the amount of a single win that exceeds VND 20 million; the threshold used to be VND 10 million. Vietlott deducts the tax before paying a prize.

Responsible Betting in Vietnam
Most player protection in Vietnam is written into the eligibility rules. Selling lottery tickets to under 18s is banned, and from 30 November 2026 sellers who break that rule face fines. Football and racing bets are restricted to adults aged 21 and over with a daily stake cap per product. Casino entry for Vietnamese citizens depends on age, income and a paid ticket, and close family members can ask a casino in writing to refuse entry to a relative.
Bet responsibly. Vietlott tickets are for players aged 18 and over. Football and racing bets under Decree 06/2017, and casino entry for Vietnamese citizens, require an age of 21 or more. Decide on an amount you can afford to lose before the first bet, and stop once it is gone.
No national gambling helpline was found in Vietnam. Free, confidential support is available online in many languages from Gambling Therapy. Rules for lottery, betting and casinos are issued and supervised by the Ministry of Finance.
