Delta Corp. reportedly plans to open a casino with  1,500 gaming positions in Goa next month. The news reports sent Delta's shares up as much as 6 percent on Thursday.  Delta already operates two of Goa's five offshore casinos and has been preparing to launch a third as well as its first onshore casino, which is being built in Daman.

Mumbai rural police arrested seven people in two raids for suspected gambling. Five were picked up in a raid of a room in the Hotel Kunal Lodging and Boarding but the hotel manager fled from the police. The five men, along with two others arrested in a separate raid, were released on bail. Rural police in Nashik also arrested 15 men for illegal gambling in three raids.

Ministers and legislators from the ruling coalition in Punjab state visited Casino Pride, one of Goa's largest offshore casinos, for three hours. The state is considering whether to become India's third to legalize casino gambling following a proposal to establish one near Ludhiana. Chief Minister Parkash Singh Badal and his deputy dropped out of the 107-person tour at the last moment.

The Community Police Service Centre for Lukla Bazaar, an area in Solukhumbu district frequented by tourists heading to Mount Everest, declared it as a prohibited area for gambling after complaints from locals about tourists and their porters and others losing money gamblilng at hotels.

James Packer, chairman of Crown Ltd, met with Sri Lankan cabinet ministers to discuss possible investments in the country in his second visit in two months. Lakshman Yapa Abeywardene, minister of investment promotion, said the government had suggested a large city hotel in Colombo and a possible investment in the eastern city of Trincomalee but the company was still considering its plans. Opposition leaders have criticized government moves to rush through tax incentives for casino investment.

Half of Kathmandu's eight casinos have failed to submit details about their owners and employees to police two weeks after a deadline for disclosure passed. Only one casino met the original deadline. Police suspect that some casinos have issued false ownership or work papers to local gamblers so they can gain entry and evade laws banning locals from betting. Separately, police arrested nine people in two raids on suspected illegal gambling dens around the capital.

The Ministry of Culture, Tourism and Civil Aviation has issued another notice telling operators that they must renew their license before the end of this fiscal year or risk losing their operating license.  So far, the casinos have ignored the MoCTC’s calls for them to pay their dues.  The ministry has requested that each casino provide information on their operational situation and ownership status so that it can prepare a white paper on the industry.

James Packer met with Sri Lankan officials to discuss investment options in the hotel and entertainment industries. Packer owns half of Australian gaming operator Crown Ltd (CWN:ASX) and is co-chairman of Macau's Melco-Crown Entertainment (MPEL), alongside Lawrence Ho, son of Stanley Ho. The minister of investment and promotion of Sri Lanka said that the delegation had not yet decided on a location or on an investment amount. According to Reuters, officials suggested the development of an integrated resort in the capital Colombo or the eastern city of Trincomalee.
