Soldiers, police and firefighters battled a blaze at the Casino Shangri-La in Kathmandu that appears to have been started by an electrical short circuit at a bar. The fire caused an estimated loss of 2 million rupees ($22,000) but no one was injured.

Ravi Wijeratne, chairman of Rank Entertainment Holdings (Pvt.) Ltd., confirmed that he will be developing a 430-room casino hotel on a Colombo site owned by his company in a joint venture with Crown Ltd. He said cost estimates had risen to $400 million from $350 million. The partners aim to start construction by year end. The venture will target Chinese and Indian tourists, with rooms priced at $450-$500 a night. He said he will transfer the license from Rank's Star Dust Casino, which has 40 tables, to the new venture.

Manohar Parrikar, chief minister of Goa, vowed to eliminate the state's five offshore casinos within four years. Parrikar has come under criticism after Delta Corp. moved this month to replace its floating casino in the River Mandovi with a much larger one. The state also has 10 onshore casinos.

Shanthakumaran Sreesanth, the most prominent of the three players, meanwhile denied wrongdoing.

Delta Corp. plans to anchor the Casino Horseshoe, its newest and largest floating casino, in the Mandovi river, the main area for Goa's offshore casinos, replacing its smaller Casino Caravela. The company would then shift the smaller casino to the far north or south of Goa.  The Horseshoe has about 100 tables and 80 slot machines.

Police raided the LVR Club, a prominent private club in Guntur which has been engaged in a long-running legal battle over hosting card games, and arrested eight people on charges of illegal gambling. The police seized 239,000 rupees ($4,350) in the  morning raid. Meanwhile, police arrested 35 card players and seized 635,830 rupees in a raid on a house in Delhi.

The sports ministry is looking into the possibility of legalizing sports betting to curb illegal betting and generate revenue, the Times of India reported. The paper said that once complete, the ministry will be forwarding its recommendations to the law, home and finance ministries. The ministry commissioned a study of sports betting in the UK and US three years ago, but then set aside the issue.
